Chairman. Thank you, sir. Representative Carnot, you have a question, sir. Thank you, Mr. Chair.

Meeting — March 19, 2013 (1:56:27)

we jump into this school choice, jump into it now. So why can't we wait just a short while until the Eighth Circuit rule? Well, we could except for one problem. The grandfather

recognized, sir. Okay. We don't want to get into a situation of re-segregating the schools. So therefore, I believe school choice might do that. I'm not saying it's going to do it, but it might. And that's a possibility. And I would like to wait and see what the 8th Circuit is going to do about this before

Meeting — March 19, 2013 (1:54:23)

Don't worry about that. Thank you. Mr. Chairman, I would like to have another question. Yes, sir. You mentioned race and dangerous schools. What brought that about? What brought about the dangerous schools? I mean, I thought we worked on all schools to make them safe and sound for everybody. Sure. And let

What's the stopgap method that you have for not causing that problem? Well, I wouldn't

you, Mr. Chairman. Representative Hammer, your bill is going to create a problem like we have with Wiener that just came in here and some of these other schools on the bubble if we start allowing school choice to come in and take over.

question from Representative Douglas. Can this program be used as a professional

Meeting — Jan. 23, 2013 (25:56)

you're recognized? Yes, I've had a lot of questions about location. Are we going to try to use the same location for the new site? Is it enough room there to expand

and where we can rank higher than we are in the world as far

helped every office in the school board position, and I'm a stickler for education. My wife taught school in the Pulaski County School District for 41 years, and she retired and went back. So I'm a part of the educational system. I guess it's been in my blood all the time. But anyway, after coming off the Little Rock School Board, I know what's happening in the high schools, K-12. And we look at remediation on the college level, and I think until we fix the K-12 situation, we will always have remediation. So I'm looking forward to working with this committee, trying to come up with solutions of how we can better our educational system

Meeting — Jan. 17, 2013 (4:22)

in this session. I'm Charles Armstrong, representative District 30, Little Rock. A little something about me, I graduated from college long years ago. I won't tell the years with a degree in biology and chemistry. I worked for state government for 38 and a half years. I retired from the Arkansas National Guard with 37 years and 22 days. Then I decided to take on another task. I ran for Little Rock School Board, and I stayed on the school board for six years,

of Education. Is this a new layer that's going

Meeting — March 12, 2013 (27:32)

I guess the main question is what can we do to keep them

Meeting — March 12, 2013 (26:29)

audits and stuff like that keep schools from going in physical distress? Because as we know, the public school system is usually the backbone of the community, and citizens are very concerned about takeover of their schools. So we need to do something prior to putting

them in physical distress. And what's the solution to that? Yes, sir. And every school district in the state

Meeting — March 12, 2013 (24:12)

What brought about the two-year fix, Dr.

Meeting — March 12, 2013 (24:04)

you don't think you can fix it in two? What's the theory on two years?

the advantage of moving it from two to five

Meeting — Feb. 28, 2013 (2:28:15)

Well, scholarships are usually something people look forward to that they don't have to pay back and that most of them that get a scholarship is going to work hard for it. I know my daughter got a scholarship, and she worked hard because she knew the requirements to keep that scholarship. And if she lost that scholarship, it wasn't a payback. It was she had to keep those requirements to keep it. So that's what we need to look at, make certain standards where we can make the requirements where they can keep those scholarships and try to motivate them more to keep them than just take

Meeting — Feb. 28, 2013 (2:27:56)

Armstrong. Yes. Basically, what you need to do now is clear, clear, clarify up and take scholarship away and just say a loan and let it be known that they got to pay this back if they don't make it through school. Because if you say scholarship, they're looking at a scholarship, and I think Representative Linderman talked about this.
