And essentially what this bill does is it adds and allows, codifies what the courts are already doing in situations of abuse and neglect, shifting the focus and looking at the non-custodial parent. Since in recent years they've been looking at that as opposed to going directly to foster care. And a lot of times, even though the other parent is a non-custodial, they still are fit to step in in these situations. So we're simply addressing that law. Friends, today I bring you Senate Bill 433, This is a bill from the Senate, Representative Thompson, Senator Thompson, Representative Feit, and I bring this to clarify a couple of provisions in the Judicial Council's juvenile bill, and it clarifies a couple of provisions of the Judicial Code dealing with review hearings and permanency planning hearings.
So what this bill does is amends it to allow up to three cards for each child, and each one is paid for $5 apiece, so there may be a little bit additional in revenue, but there's no expense to the state. Other than that, we just did this so we don't have to keep coming back and amending it. Otherwise, I'd appreciate a good vote. I'll take any questions, but would appreciate a

If you will recall, those of us that were here last session, we amended this bill to expand the parameters to allow more children and also grandparents to get these ID cards for our minor children. What we found out in the last two years was sometimes when there are split households, a divorce, that each parent needs a card, and we only had provisions in there to get one card.
