That has a limiting factor on the number of times that they avoid going to work. That's the primary reason they assess it. No one is denied access to care if they can't pay the fee. It simply becomes a lien against their future commissary balance. This bill does allow them statutorily to go up to $5. This is kind of an outgrowth for those of you that attended some of the rules and regs committee meetings over the last year and heard Senator Malone frequently state how important he believed it was to get in statute some of the fees that were being assessed and also to comply with the 2009 statute that was passed. These agencies are bringing forward their fees that they're currently assessing to make certain that they have statutory authority to do so. The Department of Corrections currently assesses a $3 fee on an inmate who makes a sick call.

This bill would allow the Department of Corrections to take advantage of some sales and other things that are offered in some of the ag commodities that they purchase. It would also allow them, if they get a large order, to be able to respond to that promptly in the purchase of some of the commodities that they use in the process of producing some of the products that they produce.
