And there are a number of reasons for that. Perhaps they've become contaminated and they're no longer able to be recycled. Perhaps there's no viable market for those materials, and so they end up in a landfill. And so all we're doing with this resolution, we are commending those municipalities that provide some transparency to the percentage of those materials that are recycled. And we are encouraging all municipalities that currently don't provide that information

What we're doing with House Resolution 1043, communities all across Arkansas have community recycling programs, often funded by taxpayer dollars, which is a great thing, but unfortunately, oftentimes a certain percentage, sometimes a significant percentage of those materials that are collected to be recycled aren't actually recycled.

Colleagues, our current law here in Arkansas allows for a child who's under the custody of a guardianship, the person who is the guardian for that child, they get eligible for a subsidy until that child is 18. Under our foster care law, the foster parent is able to receive that subsidy until the child is 21. With the goal of trying to get as many children out of foster care and into more permanent guardianship situations, we want to make sure that the guardianship program mirrors the foster care program. And so what we're seeking to do is make sure that a child who's in foster care but has a relative who wants to become a guardian for that child but who might need that subsidy, we want to make sure that they are able to receive that subsidy until they are 21.

Mr. Hammer, for a purpose, in place, you recognize
to create a rebuttable presumption that a person who has a Social Security representative payee is impaired for the purposes of the Maltreatment Act. This comes out of a recent case in Hot Springs. An individual was providing services to clients and created a bank account and was taking money from these clients and putting it into this account and during an investigation was unable to account for any of their clients' money. So we are changing the law to make it more difficult for people to exploit people in these situations. I'd appreciate a good vote.
