In my district there in Northwest Arkansas, that's been, uh, providing, uh, Well, really providing hope to so many, uh, in Northwest Arkansas with disabilities. Um, this group has been around for 50 years now. Um, I'd like to introduce to you Jacob Sheetsley. Um, he's in our, uh Northwest, East gallery, um, would you help me, uh, welcome him to the House chamber today. Jacob and his fine team there in uh Northwest Arkansas have been working with special needs, uh, folks for a long time, providing them an opportunity for work, uh, not only do they provide, uh, the jobs themselves, uh, but they also provide training, which is a, a huge benefit to employers that are in the area. So these individuals can actually have an opportunity to get real jobs in the workforce to provide for themselves and, and to make a uh a a life for themselves. My wife and I were seeking a place, uh, to put down our roots, kind of chase that American dream by starting our own family business, raise our family and become productive citizen servants to our local community. Since that time, we have seen a manifestation of the many reasons to make cabot a family destination. And I'm honored to stand here today and represent my hometown. We are joined today in the North Gallery by several members of our local governance and community leaders. And it's because of each of them and the teams that they represent back home. That made Cabot the clear choice for being recognized by Arkansas business as a 2024 trendsetter City. Now, this status recognizes cities and towns throughout the state of Arkansas who's innovative initiatives for community development and economic growth inspire change and make a difference in the state of Arkansas by improving local quality of life. And encouraging sustainable economic development. Uh, just a couple of specific points that I would like to point out. Back in 9 in the 93rd General Assembly. Uh, through many of you as supporters. I sponsored a bill, and we passed that bill unanimously here in the House, which became Act 67 to allow cities the ability to partner with an Internet service provider to develop a comprehensive fiber network. Cabot took the lead on this. And with the $20 million bond project became the leader in multi-gig fiber optic network. Internet cities. This spawned a huge economic development. It improved healthcare and provided additional educational access for our students and our faculty and our school system. Additionally, with the opening of the game time at the grounds, many of you here who have visited, Game time at the grounds is 128,000 square foot indoor sports facility. And Cabot generates significant revenue for our local businesses. It initiates new economic development and attracts thousands of visitors on a monthly basis. We are grateful for the innovative vision of our leadership that are here in the North gallery today for bringing our city to the recognition of being a trendsetter city and establishing a powerful testament to the city's strong position. how's house resolution 1089 is to recognize the Benton High School Panthers basketball team for their first ever state championship basketball team in 5-A. It's our first one in school history, uh, at the championship game at the Ozark Arena in Hot Springs, Arkansas on March 14th. We were playing a rival Moel. We were behind with my 5 points with 13 seconds left in the game. Some things worked in our favor. The boys never gave up. They fought hard. The coaches never gave up, the fans never gave up. And with 4 seconds left on the clock, senior Terryon Burgess. Made a layup and put us up for a score of 58 to 57, and we were able to hold on to that lead and win the state championship. Our record this year was 31-3. We only had one in-state loss, and that was to Representative Allen's Little Rock Central Tigers. We lost 2 games to out of state teams in the King Cotton Classic. We had some injuries during those games, but we did lose those games. So our, our team, our conference record over the past two years is 32-0. We hadn't lost a game in two years. Our average, we, we beat every team by an average of 35 points this year. We had 3 All-State players for all conference players. We set the school record last year for 29 wins, and we said it again this year for 31 wins. Uh, Terryion Burgess was named Allstate, and he was named the Most Valuable Player of the tournament. And Arkansas Democrats' final basketball ranking has the Benton Panthers' number one overall in the state. They had Bryant #2, which is a big deal, but we were number one overall in the state, and we're proud of that and. Um Coach Dexter Hendricks has had this basketball program for years and he has worked really, really hard building this program and Benton has been known as a football school, not a basketball school, and this coach and his staff has just worked really, really hard to get this program to where it is, and we're very proud of him. And by the way, this PBS game, the Benton game was the highest rated. Game of the year. With over 20,000 people watching and guess who called that game? Representative Hawk did. It puts it into state law just in case something happens to that federal rule like it's declared to be unconstitutional or something of that nature. Uh, in a nutshell, the bill provides that if you sign up for a service, you have to be able to cancel for that service in the same method in which you which you signed up. So for example, if you sign up for a gym membership at the front desk of the gym by filling out a form, they have to let you fill out a form at the front desk of the gym to cancel. Not any of this in a certified mail to some PO box in some other country cancel. If you sign up for a service online, they have to be able to let you cancel that service online. I'm determined that Arkansas is not gonna be the least, uh, healthiest place to deliver a baby, but the most healthiest place to deliver a baby. In order to do that, we've got to make some options and choices for women. Currently in Arkansas, 50 of our counties have absolutely no place to deliver a baby. And states across the nation, they have allowed a birthing centers actually open up in small hospitals and, uh, to deliver children there and we're probably the only state in the nation that has absolutely zero birthing centers. We did have one in Northwest Arkansas, but it down because they couldn't get the funding that they needed to keep that birthing center open. And now, uh, women in Northwest Arkansas are driving to Missouri because they want to deliver in a birthing center. Actually, 40 years ago, I would have loved to deliver at a birthing center because when I get done with nursing school, I wanted a certified nurse midwife, but the only way I could have that is at home. So I had a home delivery with my certified nurse midwife, but I would love to have had a birthing center because it's in between a hospital and a home. It gives a safe place for mom to deliver a child with a licensed certified nurse midwife and a licensed birthing center with lots. safety options that are not available at home. So this will open us up like every other state in the nation to have license, a birthing centers that actually get funding. So just safety options that are not available at home. Mr. Speaker. Colleagues, House Bill 1341 is a bill that deals with workers' compensation payments as they relate to members of the Loy retirement system. If a member is receiving a worker's compensation payment for some injury or disability. They may direct or give those checks directly to their employer to be used to pay that member. This does a couple of things, uh, with respect to the system. Number one, it allows the member to get credit for time and pay while disabled. 2. It does not change the pay for that member but allows the credit to be contained within the system. According to recent surveys, 1 in 5 women in the United States suffer from infertility. 1 in 9 women of reproductive age have endometriosis in the United States. It's estimated that 10% of women of reproductive age have PCOS. This translates to approximately 5 to 10 million women suffering. These are only some of the reproductive health conditions that cause a wide variety of issues for women. But also there's hormonal imbalances, there's painful menstruation. In other symptoms that when our untreated, they cause harm to women, and they prevent us from living full, healthy lives. In the Restore Act, restorative reproductive medicine is defined as a scientific approach to reproductive medicine that seeks to cooperate with or restore the natural physiology and anatomy of the human reproductive system. In short, I'd say this, uh, restorative medicine focuses on holistically treating the underlying health conditions of women. I want to be clear, members, this bill in no way prevents a woman from using reproductive technology such as IVF. But women should not spend years in pain struggling with unexplained infertility. When restorative treatments could alleviate their pain and remove barriers to successfully conceiving. As of now, I've heard of no opposition to the bill. Some insurance companies do cover some of these, uh, procedures, but they don't cover all, and women deserve this coverage. And

Viciously For 4 years. And the man only got 15. He was in the army and he's an army snapper, and that young girl reached out and was like, They're worried about her life whenever he gets out. Within Less than a month. I had a stepdad. Literally, with his fist beta child to death. After he beat the child to death, he didn't know what to do, so he took the child and he put it at the doorstep. Of a doctor's office. He didn't even take it to the nearest hospital. Then Less than 2 weeks later, A mother left to go to work. And again, another child was beat to death because he had a stomach virus and threw up in the floor. That child endured 30 minutes. Of beating Before he died From someone who's been abused, it's hard for me not to put myself In their shoes and wonder what was going through their minds at that moment in time. Our laws. We're not very strict on this. The most heinous could be between. 10 and 40 years. Or what that child endured. Or that daughter endured. That's not much time. Because there's no Just getting over those things. That mom, when she comes home every day, she can't just get over that baby not being there anymore. So what we did was we made it. Or it's a lot stiffer. I was asking committee. Was that OK with taking? Away, the right of a jury or the judge to set the minimums. After that, dad. Rape that daughter And only got 15 years. I think I'm pretty good with that. I think there should be a strict minimum. If you're gonna do the most heinous crimes in our state, that should be a strong penalty. This bill amends the animal cruelty subchapter to give law enforcement the ability to temporarily secure a dog or cat, if the dog or cat is being neglected. This bill would allow law enforcement to temporarily secure a dog or cat in emergency circumstances while preserving the owner's due process rights.

I mean, sometimes people file complaints against people for very personal petty reasons, um, You know I, I wonder, you know, what, what criteria or law enforcement going to use to determine, um, that there's a substantial likelihood that's, uh, that's the standard that is here in the, in the bill, um, You know What, what does, what constitutes temporary? If they, they can hold your animal. Temporarily, I don't know, is that what is that one day? Is that 72 hours? Is it a month? So the call would be made by like an officer when they're responding to a situation and they come across an animal that is essentially is near death and going to die if they don't get it immediate care right now. We don't have time to go to the judge and try to get a warrant. Maybe it's late at night or things of that nature. As represent Duffield, I think the kind of the loophole in the law right now is, is that under the Animal cruelty chapter, if you, um, It assumes that the owner is being arrested, and at that point, law enforcement can then seize the animal and take it into the pound. Uh, this bill is to take care of those situations where let's say the law enforcement officers called out to do a welfare check on someone, 85 year old woman that's got dementia or something of that nature. And, hey, she's got a cat here that's about to die. We can go ahead and get that cat and get it saved tonight, but we're not having to put her in jail because, you know, obviously we need to work with her. Representative Ray, you mentioned on the Tipperary, the, um, existing animal cruelty law, it has a very strict provision in there about There's, I think it's, it's either 14 or 15 day, I can't remember, but there's a very short time frame that if an animal is seized, no owner has to be notified. It's actually a district court procedures they get into court far faster and get the animal back to them if it's something wrong for of that nature. Uh, but this wouldn't be a case of somebody just makes a complaint. It's, if an officer encounters this, and again, it's to catch the loophole where under current law, if the animal's running loose, the officer can get them. If someone is arrested, the officer can get the animal, but if they're not arresting the person, they can't actually save their cat, again on a weekend night 11 o'clock. So appreciate a good vote. This is actually a vehicle safety bill, uh, if I refer to a squatter vehicle, you might not know what it is, but if you were in committee, it's a vehicle coming down the road that the, the back end is so low and the fronts so high that the headlights are actually shining up in the skyline. Uh, it creates a real problem for someone to see over the dash, especially if you're in a Walmart parking lot and someone's walking around, it's, uh, it could be a real problem. So, uh, also a control issue, if you've ever had too much tongue weight on your truck, you know what I'm talking about. It's, it's hard to control. Members, uh, primary care physicians came to me in the, in the interim looking at maybe how much money should insurance companies be spending on primary care, and how much spin should they have in the Medicaid space. They talked about running a bill to define that, uh, instead of running that bill, what they decided to do instead was create a working group to have a better studied approach as to how much that spin should look like. And I think that's the responsible way to approach this. this is, uh, a Senate bill that comes to us. It's going to establish a grant program for robotics competitions, uh, throughout our public and private schools. It'll be housed in the Department of, uh, Education. They'll decide, uh, where the grants come from and how they're equally distributed, uh, it'll be fair and equitable across the state. I want to say something too, um, if you've never seen these, um, 6 to 12th graders in a Uh, robotics competition. It's pretty amazing. These robots are, uh, when I first thought about going to see when I thought they were the ones that had the flames shooting out and the axes throwing and all that. So I was a little disappointed that wasn't the case, but nonetheless, these things were amazing. They're about the size of a washing machine, maybe not that tall, but they, they drive the robots, they do, um, fully automated tasks and it's, it's amazing and even more amazing than that is that these kids These young men and women build it from scratch on their own, and I've been particularly, uh, to the, uh, Uh, facility that Harding uses, and they've got lathes and plasma tables and every kind of machine that you can imagine in there, and they create every single part that's on that machine, on that robot. They make the gears, they make the frame, they do it all. So these kids are, are, are quite impressive and also impressive for these kids is that they created and drafted this bill, and when we gave it to BLR they said that there were hardly any, if any changes that needed to be made to the bill. So these kids have worked real hard to come up with a program that had plenty of guardrails and would also make it fair and equitable so that we can use the grant program to fund robotics all over the state. I think, uh, in the committee testimony, we had, uh, students from Harding, uh, Academy. We had Cersei, uh, high school, I think, represented painters, uh, the bombers. Bomb squad. Thank you. very simple bill. Uh, what it does is currently in code, we have our small brewery, uh, license allows for two tap rooms for every single license holder. As an outgrowth of the success of the small brewery license and small brewery, uh, independent brewers of Arkansas. Uh, we've had a bunch of specifically the region that, uh, I represent the broader region around me, ask for an additional, uh, tapro uh the ability to have additional taproom as a part of their license. I want to be very clear, this does not mean the opening of another bar or in essence, another bar. What, what you can often see with a taproom is um for a restaurant that does not have a license to serve either beer, wine, or mixed drinks. They can go and partner with a uh local brewery and have that taproom be a part of their restaurant. This is a pretty simple bill. Uh, it addresses an issue with testing requirements for products, uh, As a lot of y'all know, the industry of medical marijuana has always evolving and when rules aren't clear on when pros products are supposed to be tested. So some products like infused flowers are compromised of different ingredients that can be tested at different times. This requirement is that you test the final product as a whole. The Department of Health set testing requirements, but this bill still sets basic standards they have and they've been recommended by the Arkansas Testing Labs Association. And also clarifies that marijuana products and drug paraphernalia are two different things. There was some confusion that was created in the 2017 bill, but this bill only clarifies it. It does not overrule that earlier bill. It does not authorize any new products. ABC still has full discretion on that. We amended that in the Senate to make that even more clear. Um, ABC has been consulted on this and they have provided us with the luggage for this. So in essence, this is a testing bill to make sure that these products are safe and we're being more stringent, so we're making sure that there are these products are good. Products with and that they follow the law and that people are not trying to sneak in hire THCs by having some of it, um, tested and then adding other products, other parts to that product so that it's a higher THC level. So this is actually a way to better regulate the medical marijuana market and I see some questions. I'm happy

So approximately 16,000 employees are going to receive a raise, um, Um, and something that's very important to remember, any employee who does not get a raise is being paid fair market value at this time. So that's a good thing, um, and they can take some comfort in that knowing that they're being compensated adequately. So, that's very important to remember for the approximately 1/3 who are not receiving a raise. Um, To be clear, there are opportunities for advancement based on merit for every single employee. So if they didn't get a raise in this, they have opportunities through career pathways and through the job series and job families that are built within this bill. So everyone can advance based on merit. So they do have that, um, very important, no downgrades, no demotions, and no one is receiving a reduction in pay through this bill. So I'd like to give you some examples of the pay scale now and some inequities that I see. Um, One thing that really jumps out at me is Skilled trades. So HVAC electricians, plumbers, etc. Right now, they're starting out at $32,000 a year and, and topping out at around 50 to 54. So, let me say that again, or let, let's really think about that. HVAC electricians, plumber starting at 32 and topping out in the low 50s. We all know that's nowhere near the market. And to be frank, I can't imagine how we're retaining anyone at this stage. So they're going to get a significant bump. Um, CPAs, engineers, Department of Corrections are gonna get a significant bump, um, nurses, nurses are gonna get a very significant bump in this, and I wanna, I wanna talk about, you know, what's more important than paying our nurses and getting the very best nurses that we can who are dealing with some of our most fragile people in these, in, in these state hospitals. So they're getting a good bump. Cost also, there's been some talk about cost. The total cost is approximately 139 million. So the raises are 113 million. The match is 26 million for a total of 139, 65 million of that is general revenue and the rest comes from federal and special revenue. So, I think the most important thing that I want to, want you all to take away from this today is that every department head has been tasked with finding efficiencies. So right now, they're working to find deficiencies within their existing budget to pay for these raises. So they are doing that. So if they come and say that we cannot find the money, they have to come to us. So they have to come to ALC or they have to come to joint budget or foreign session and ask us for the money. So very important, we still remain, we still have legislative oversight. We still have control. We're going to do our job and make sure that they're being efficient. But they're trying to find those efficiencies. The members in closing, this pay this pay plan is long overdue. I want to thank Representative Wootton. He said that a couple of times, very eloquently in personnel that this pay plan is long overdue. It's something we've been working on and talking about for years, and it needs to happen. So what's, what's gonna happen here is this is gonna help us hire good people and more importantly, retain good people. So right now, our turnover is approximately 20%. So all of us who are in business, all of us know that 20% turnover is not good. So we know that that is expensive and inefficient. So this is gonna be Even you could argue a cost savings in that regard. Um But members, most importantly, this is the right thing to do. Right? These people deserve to be paid. A wage that they can be proud of, they deserve to be compensated near the fair market, and that's what this does. So, State Employees Association endorses this plan. And I'd also like to thank the governor and her team. They have worked for 2 years, literally hundreds and hundreds and hundreds of hours coming up with this plan, um, they've done so much and I just want to thank them for this.
