because those two classes are not the same if you really want to look at the progress of implementation you have to compare what a student did last year as compared to what they did this year and so looking at a looking at a class of fourth grade reading and saying well they scored X and then two years of legislature two years of implementation another year of a test cycle now you're five years down the road and saying well we've implemented this let's test fourth graders and see how they're reading now there's not a lot of validity to that
