These companies can exit that MOU at any time. What I did is I plucked that language from the MOU, inserted it into this bill, and that's what I have before you today. I have made amendments regarding ATVs and UTVs, and now the amendment we just passed regarding construction equipment to make sure it doesn't apply to them. This is a very narrow, tailored bill. I ask for your vote on this bill because it's an American ideal that you have the right to repair your own property.

In fact, it's so big that in 2023, American Farm Bureau got the six largest manufacturers, John Deere, Case IH, Kloss, New Holland, etc., to sign a memorandum of understanding, saying they will provide this software and these specialty tools at a fair and reasonable rate to these independent mechanics and these farmers. So what I did, the problem with that MOU is that it's essentially non-binding.
