Just a legal service. There is no way that this bill is good for everyone. There is no way that this is freedom for everyone, and I'll be voting against. Members, any other discussion? Seeing no further discussion, we have a motion
There's something wrong. No one's there to ask for an approval or a blessing. They are simply asking for a document that they should have the right to. I do agree with one of our witnesses that said at least if there was a sign you could keep your wedding day, I mean your marriage, going to get your marriage license, at least you could keep from having a horrible confrontation with somebody and having your day that should be happy, you could keep it from being ruined.
in Arkansas, and you go to a government office, not a church, you go to a government office and ask for a government service for something such as a marriage license, which is a very meaningful time in someone's life. No matter which way you believe, the people that are getting turned away, if anyone's getting turned away, then there's something wrong here.
Chair. I mean, I do believe that in the beginning when we talked about the general RFRA bill, that I do believe that that's been sufficient. We've had no incidences like this. But I really just want to be more common sense about this. When you're a law-abiding citizen in
why this bill was filed. It doesn't say in there, it doesn't exactly say
I've never heard of anybody being refused their legal right except for this one instance, really. So why this one group? And maybe following up with, is this even happening in Arkansas? If I could address
but I mean, I'm sure there are folks that go to get marriage license who may be adulterers or liars. They may have felony convictions for theft. There may be a lot of things that they've done that they aren't getting picked out and denied things for, even though some people might think that those are things that would disqualify them. I guess my question is, this bill only targets one particular group of people.
a second here to get to my question,
director Sylvia Blaine and the Arkansas Hunger Relief Alliance it's their advocacy day today they're also celebrating their 20th anniversary of Fighting Hunger in Arkansas, so please welcome them to the house. Representative Hudson, for what purpose? Point of personal privilege. You
Childress. The resolution is adopted. Representative McCullough for what purpose? Point of personal privilege. You are recognized thank you mr. chair members if you'll turn your attention to the West gallery you'll see some folks up there if you guys would stand up some of them are in green shirts most of them are today I want to introduce some executive
you mr chair i do appreciate that um for your evaluation of equity will there be any expiration of the impact of state board takeovers on student outcomes outcomes or district data i can answer that probably i
that we need we're going to need places for them to do their internships and externships And, once again, we have a lot of big, big hoof, from what I understand, animals here in Arkansas, especially horses, and that this is going to help provide that help for people in the state. Thank you. All right, thank you. Members, do we
going to receive from this for the state um well yes sir i think that our students um right now we have um the places that our students are going to have to go uh would be probably oak lawn the prisons um and uh maybe some private places we just believe with the number of students that are going to be coming through with all of these uh with both of these schools doing the vet schools
that you're doing this? Yes, sir. Both have been asked for it. Shane Broadway has been in on all the discussions and everything. And both schools are supportive of this venture. Thank you. Thank
but this would be done through a public-private partnership. The total cost would be expected to be $8 to $10 million, which the zoo would be willing to work to raise
The zoo has about 300,000 people come through on any given year, and this would be built in a way where there would be a viewing window where guests to the zoo would be able to come through and actually watch this work happen by taking tours through the hospital. So hopefully this would inspire our next generation of veterinarians, biologists, and researchers, would also help to keep these students here in Arkansas instead of going to other states. So the ask is for the $5 million appropriation,
There's going to be a huge need for these opportunities for students so that they can have hands-on training with animals where they can learn practical skills for their veterinary medicine and especially the internship in the large hoofstock and equine animals is a much-needed field of veterinary medicine that our state needs support for. The hospital would also provide an opportunity to inspire the next generation of veterinarians and STEM learners here in Arkansas because it would be a place that inspires K-12 students as well.
for the Alabama State Teaching Hospital that is at the Birmingham Zoo. The Little Rock Zoo has established a partnership with Lyon and with Arkansas State University, But the zoo's facilities are grossly inadequate and would only be able to probably take one student during rotations instead of the 5 to 10 that could be done with a different facility. The project is supported by both of the universities, and this would add 5 to 10 additional internship and externship clinics that could be offered for the students every six weeks.
page 16, House Bill 1635. Representative, you are recognized. Thank you, Mr. Chair. This bill is an appropriation for $5 million to help build an Arkansas veterinary hospital at the zoo. The idea for the hospital came first with the news for the addition of the two vet schools here in Arkansas, one at Arkansas State University in Jonesboro, and of course, the other with Lyon College, which would be in Cabot. The idea was further explored because of a knowledge of a partnership in Alabama with the Alabama State Legislature
Things do happen. My marriage day was almost ruined. Not by this, not by this, something totally different. But that stays with you. So anyway, just having said all that, I'll be voting no. Thank you. Representative McCullough has spoke against the bill. Would
