In an emergency, it would be a 24-hour notice. I appreciate
Thank you, Mr. Speaker, members. This bill was brought to me by the County Judges Association, the Arkansas Association of Counties, trying to clean up some ambiguity when it comes to minimum notice required for committee meetings, that is committees of less than the whole of the quorum court and for special grievance committees. Right now it's very ambiguous. It's more of local custom more than it is anything else. This bill would require a minimum 48-hour notice unless there's an emergency.
have the family up. And we thought this would be a good time to present a memorial resolution in his honor. And again, I'd appreciate your support and I'll be happy to take any questions. Anybody
It was reserved for truly – for exceptional individuals, generally for past members and other special individuals that had a special relationship to the House of Representatives. You'll see it's concurrent resolution because I've had senators and House members alike asked to run this in both ends of the building. And for that reason, we're going to have his family wanted to come to the Capitol next week to visit with a lot of the staff that are still somewhat shocked, some of the long-term staff of the House and Senate knew Mr. Bobby Newman well. And I was trying to arrange something end of next week to
And I took leave Wednesday of last week from the House to attend his funeral. And from South Arkansas, it was a who's who of Democrats and Republicans. He worked with both sides because his goal was to get things done, not to play partisan politics. And a lot of people in this building that know him will tell you his word was his bond. Even if it was an unpopular thing, if he said he was going to be with you, he was with you all the way to the end. And I spoke with our parliamentarian, and he encouraged me to use the HCMR.
associations across South Arkansas to continue to develop projects well past his tenure in the House of Representatives. Part of part of his tenure was actually elevating Southern State to SAU to developing SAU Tech and South Arkansas Community College. He was actually only up here about two weeks ago to have lunch with Tim Massanelli. He's still very active behind the scenes trying to help South Arkansas, and it was a near-dear friend of mine. He passed in his sleep only about two days after being up here at the Capitol.
World War Resolution and the entire General Assembly. I'll be brief because the Memorial Resolution is far too long to read and for us to get out of here before 11 o'clock. I'll just be brief. Mr. Bobby Newman was a 30-year member of this House of Representatives, a 30-year veteran of the Education Committee, served as Education Chair, served as Legislative Council Chair, was caught up with a lot of other good people in 1998 with term limits, but he showed he was a true servant leader for the last 15 years. He's worked with various water associations, other rural

Thank you, Mr. Link. Just a general question. I know you've explained what you think is kind of outside the bounds of what should be covered. So the flip side is, if this act goes through, what will still be covered? What level of expectation of safety will be expected by the tourist and the community at large when they go to an outfitter?
The second part is to adjust the organizational meetings of quorum courts. This language was in before county governments were reformed and reorganized, and this would actually give them more freedom, more clarity to make their own decisions on how they organize. This bill has the full support of the Arkansas Association of Counties and is part of their package. Representative Bain has explained
Thank you, Mr. Speaker. Bringing today a bill regarding to, it's got two parts. The first part is a technical cleanup. We have some language that was not adjusted in the 2009 General Assembly. It shows that the fines will be increased in this section, but overall there's actually no increase in fines. These fines were already increased in the 2009 session. This is purely technical cleanup.
