Let us pray. Heavenly Father, long ago, the wise man reminded us that all the rivers run to the sea, yet the sea is not full. And from the place where the water comes, it returns again. And he describes in that the incredible cycles that we see in life all the time. And we're here today at the end of one cycle. And yet, Lord, we know that it begins another. We know that these legislators, as they finish up their work today, And, God, we pray you'll help them to do that. And yet they'll go home to another election cycle, another season, business responsibilities, so many things, the cycles of life are unending. And so, God, I pray that you would just help them today, help them as they start afresh, help them to be able to face another day tomorrow, give them the strength they need, Remind them that your grace, your mercy is fresh in you every morning and great is thy faithfulness. We pray this in Jesus' name. Amen.

you, Mr. Speaker. Members, this is just the Senate version of the House bill we passed yesterday off the House floor, reducing income tax. We've all read it. We know what's in it. Take any questions. Seeing none, appreciate a good vote. Representative Eaves has explained

bill? Representative Eves is closed for the bill. The question before the House is the passage of Senate Bill No. 1. Prepare the machine, Madam Clerk. Has everyone voted? Has everyone voted? Cast up the ballot. By a vote of 79 yea, 18 nay, and 0 present, the bill is passed. Members, before we adjourn today and call the end of this special call session, I want to just pause for a few moments and give some recognition to a few of our colleagues. First elected in 2011, in a class of 43 freshmen, there are currently five men who still remain in the House of Representatives from that original class in 2011. At this time, I would like to ask those that are here in attendance today, Representative Matthew Shepard, Representative John Eubanks, if you would please come down to the well. Also give recognition to those who could not be here today, Representative Stephen Meeks, Representative Lane Jean, and Representative Jeff Wardlaw. Members of this group of five have served faithfully and diligently, not only to their districts, but they have done so into the highest capacity. The institutional knowledge being lost from these men term limiting out at the end of this calendar year will take a long time to replace. Gentlemen, we thank you for your service to this institution, to your districts,

and to the state of Arkansas members. Would you please give them a round of applause? If we

As I was doing a little research to make sure I had the number right on the number of freshmen that were in that 2011 class, again that number was 43, what I noticed was up at the very top ranking member number one in 2011 was none other than Representative Fred Allen and you didn't have to go very far down that seniority list and you saw the name of Representative Tracy Steele. While there was a cause in their continuous years of service a few years ago, these two men have also reached the point of being term-limited. Like those previously recognized, these two gentlemen have given 16 years of service to the General Assembly, and for that we are very grateful. They have been steady servants of the people who have elected them and have left a very positive mark of statesmanship on this institution and on the people of Arkansas. Would

you please give them a sincere round of applause? And if we

ask the following members also to join this group as well. Representative Jeremy Wooldridge, Representative Ron McNair, Representative Harlan Brough, Representative Denise Garner, Representative Brad Hall, Representative Jesse Magruder, Representative Brandon Aker, Representative Julie Mayberry, Representative Marcus Richmond, Representative Austin McCollum, Representative Fran Cavanaugh, and Representative Tara Shepard. This remaining group of servant leaders are standing here before us today, but will not be returning to their service in the House of Representatives for the 96th General Assembly. And while the reasons may vary, without exception, their time here has been noticed by the many contributions they have made through their service. To each of you standing before me and in front of this body, I personally thank you for your service, for the example you have provided of being servant leaders, and for the lasting impressions that you have made on the House of Representatives. You have made a difference in the lives of Arkansans. We wish you each the very best in your future endeavors.

you, Mr. Speaker and colleagues. When I came here several years ago, many of you all knew my health situation. I came in, and shortly after I came in, I was diagnosed with cancer, stage four. And that was 14 years ago. And since that time, my diagnosis has not changed. But along the way, I met a lot of friends up here. People in my life that I consider heroes. And I've had heroes during my childhood. But when I came here, I met people like Wooten. people like Crawford, people like Martha and many others that were battling the same disease that I was battling. So with that in mind I would encourage them to keep going and they would also encourage me to keep going and there were days when I did not feel like coming up here There were days when I couldn't stay awake, but I thank God for friends like Jay Richardson that would tell me to come outside, let's talk a minute. He didn't want to talk to me. He was telling me, that it looked like you were going to sleep. And he didn't want the cameras to catch me sleeping. Thank you, friend, for all you've done. your words of encouragement thank you Deanne every time I went to the doctor and came back she would call me or text me and ask me how are your numbers and I would tell her but the guy that would call me every day even when I'm on the table getting an exam him. Even when I'm taking my treatment, it would be Ken Ferguson. And I would say, Ken, I'm taking my treatment. He said, what is the doctor saying? I said, well, I can't tell you because I'm still being treated, man. I won't know my results from here until after my treatment. But also, Mr. Speaker, I want to thank you for allowing me to be one of assistant pro tems. Matthew Shepherd I want to thank you for allowing me to serve three terms under you as your assistant speaker pro tem and I want to thank all of you all even the people in constituent services and all my colleagues here in the General Assembly. I enjoyed working with you and I hope y'all have enjoyed working with me as much as I've enjoyed working with you. There was a guy that wrote a poem one day, and he said, outside my window, a new day I see. Only I can determine what kind of day it will be. And I'm praying from this day forward, I will have a good day. Thank you all for allowing me to embrace your presence, and may God bless you. Thank you.
