morning, colleagues. I bring to you today House Resolution 1006. This resolution is asking permission from this body to run a non-appropriation bill to increase the homestead tax credit from its current amount of $600 to $675.
Now, as a general rule, I personally am not a fan of running non-appropriation bills during fiscal, but this is, in my opinion, somewhat of a unique situation, and I'll explain why. In the year 2000, the voters of Arkansas overwhelmingly approved Amendment 79, entitled Property Tax Relief. That propagated a one-half-cent sales tax. This money goes into a fund specifically for this purpose, only for this purpose.
Over the years, as the fund has grown, we've been able, as a body, to increase the tax credit from time to time. A few years ago, we built in an automatic report that comes out in January that tells us if the fund will support an increase. And if it will support one, how much will it support? Well, we got that report in January, and it said the fund will support a $75 increase.
In a time where gasoline's higher than it's been in years, groceries are high, I personally was not comfortable with sitting on this for a year. I wanted to get the ball rolling. So anyway, that's why the decision was made to run it. And with that, I would appreciate a good vote. Representative Schultz has explained the

this is the appropriation for the Department of Human Services for their Division of Provider Services Quality Assurance Appropriation. This is the part of DHS that certifies our nursing homes and our adult day treatment centers. It's also responsible for doing surveys and inspections of these facilities. is not, for clarity, the Department of Health. There are two different settlement programs. So this specifically funds four expanded areas of Medicaid, maternal health. We have some people supported through maternal health under this money. Some seniors who are low-income seniors qualify. Some of our community service-based waiver slots, 500 slots, are filled out of this funding. And so this is funding that goes for that purpose and not for some of the programs that we have in the Department of Health. Be happy to answer any questions on that
