you, Madam President. Colleagues, if you live up in the hills where I live and you listen to 103.3, it's one of the only radio stations you can get for that area, but it covers a wide swath. And on Sunday mornings, there are three or four good pastors and churches that have 15-minute shows. Brother Kurt Howard from Maple Springs Baptist Church, close to a little community called Oil Trough, Arkansas. It's out east of Batesville. But he has a great church, Maple Springs Baptist Church. He has a great radio program. If you're ever up northern Arkansas on a Sunday morning about 9 o'clock, you can hear some great preaching. He preaches the word. He keeps it real. And he's got a great congregation. And Brother Shannon, his associate pastor, is here. But I'd appreciate it if you'd welcome Pastor Kurt Howard, Maple Springs Baptist Church.

I guess most of them are Baptists. They ain't got here yet. That's the way we kind of run things. That's why we take an offering later in the service, because we don't take it too early. They ain't there yet. So I asked Leslie where the offering place was when I walked in here. That's the first thing I thought of. But I guess we'll take an offering since everybody's waiting for me to get done so they can get in here. Amen. Thank you all, sir. Thank you for allowing me to be here. It's always a blessing. I appreciate it so much. Let's pray. Lord God, we love you. We just thank you for being our God. And, God, we give you all the glory. And, God, I pray for this Senate chamber today, God, the dealings that they'll be dealing with today, God, the things they'll be voting on. I pray, God, that your spirit will be with them as they make their votes today. Help them remember their constituents, Lord God. the men and women and the unborn babies and each and every one God in our communities Lord I just pray that your special love will be with us today here in this place and God just we know that you told us if we'd humble ourselves and God I pray for humility and pray and Lord I'm thankful they open up in prayer what a blessing and some wonderful people down here and just a blessing to be here and for them to allow me to come in here and just to give you the glory right here in the middle of our capital and God we just pray that we'll seek your face and turn from wicked ways, then you'll hear from heaven. God, we need you to hear. God, I want you to hear this prayer, and we need your presence today. We thank you once again, Lord, for our great state that we have, and our governor, our country, and our president. Bless all of them, and bless our country. Bless our state. God, we sure need you right now, God, and we're trusting in you, Lord, with all our heart, and we're going to give you all the glory in Jesus' name. Amen. Thank you all so much.

Senator Scott, you're recognized. Thank you, Governor. Okay, to recognize Kappa Alpha Psi Fraternity Incorporated for its positive impact upon its communities in the state of Arkansas, the nation, and the world, whereas Kappa Alpha Psi Fraternity Incorporated is a collegiate Greek letter fraternity founded on January 5, 1911 at Indiana University, whereas Kappa Alpha Psi Fraternity Incorporated has over 150,000 members and 700 undergraduate chapters and alumni chapters in every state in the United States in the world. Whereas members of Calpa Alpha Psi Fraternity Incorporated are risk takers, trailblazers, change makers with a passion for achievement in every field of human endeavor, uplifting their communities and developing the current and next generation of leaders. Whereas the founding members of Calpa Alpha Psi Fraternity Incorporated were God-fearing, serious-minded young men with the imagination, ambition, courage, and determination to defy custom in the pursuit of a college education and career, and they decided that their fraternity would be more than just a social organization and would instead be founded upon the concept of achievement, whereas Kappa Alpha Psi Fraternity Incorporated is the second oldest existing collegiate historically black Greek letter fraternity, and its members are proud that its constitution has never contained a clause that would exclude any man from membership because of his color, creed, or national origin. Whereas local chapters of Calpha Alpha Psi, Fraternity Incorporated, participate in community outreach activities that feed the homeless, provide scholarships to young people who are matriculating to college, serve as mentors to young men, participate in blood drives, and serve as a host to seminars on public health awareness. and the fraternity also provides summer enrichment camps. They have also nationally donated over a million dollars to the St. Jude Research Hospital. Whereas members of Calpha Alpha Psi Fraternity Incorporated have also answered the call of service by proudly serving in the United States Army, Force, and since World War I in raising funds to assist those in need following national disasters such as the tornado that we had locally. be it resolved, the Senate of the 95th General Assembly of the state of Arkansas, that the Senate recognize Kappa Alpha Psi Fraternity Incorporated for its positive impact in the community, the state of Arkansas, the nation, and the world. And with that, I ask for a good motion.

Their duties are very similar to our Bureau of Legislative Research. They do a very similar job for their prime minister, their ministers, and their national assembly. Anyway, 1995, United States and Vietnam normalized relationships. Since that time, Vietnam has become our 10th largest trading

Senator Clint Penzo Unverified 18:46
today I present a resolution focused on fairness and health care reimbursement. reimbursement. Arkansas currently ranks among the bottom three states for Medicare reimbursement rates, and that needs to change. Right now, the federal government applies a uniform approach to Medicare payments across our state without considering the economic differences between regions. Operating a medical practice in northwest Arkansas is not the same as operating one in the Delta, just as rural and urban areas face different costs and challenges. Yet our reimbursement rates fail to account for these differences. This resolution urges Congress to reevaluate Arkansas's Medicare payment structure to ensure our health care providers receive fair and competitive reimbursement. When rates don't reflect the actual cost of care, it becomes increasingly difficult to attract and retain the medical professionals our communities rely on. CMS reviews locality designations every three years and we're asking them to give Arkansas the consideration it deserves in this cycle. This is not about seeking special treatment. It is about applying a practical and data-driven approach, just as other growing states have benefited from. Our reimbursement rate should reflect the reality of providing health care across Arkansas. I ask your support on HCR 1007 to help ensure our state's health care system remain strong and sustainable. Thank you.

Senator Jim Dotson Unverified 23:40
you're recognized. Thank you, Madam Chair. Members, Senate Bill 183 expands assessment options for students throughout the state of Arkansas. Currently, the state pays for the ACT as the Universal ACT Assessment Program. This would amend that act to allow for a little more robust set of options for students to be able to take in grades 9 and 10 a various pre-ACT. let me get to the list, sorry. Pre-ACT, holistic, the PSAT 8 and 9, the preliminary SAT, National Merit Scholarship Qualifying Test, the pre-ACT 8 and 9, the PSAT 10 or the CLT 10 as an option in grades 9 or 10 and then also in grade 11, a choice of one of the following, the ACT, the SAT or the CLT. So this expand students options for being able to take college assessment tests when they get into the upper grades of high school

Senator Missy Irvin Chair Unverified 25:01
Dotson, Senator Irvin you're recognized thank you so I think this is amending something that I had put into place because I felt like it was really important for the schools to pay for one initial test of the ACT. My question to you is, not everywhere is it counseled correctly that they need this test in order to go to college. So with your options that you've outlined there, are all of those college tests acceptable and available at all colleges? So they will be, as long
▶ Play Suggest a correction Report an error
Senator Jim Dotson Unverified 25:34
as access passes, because this aligns with what's going into access as far as the college assessments for state-supported institutions of higher education or any institution that accepts a state scholarship, they will have to accept the ACT, the SAT, and the CLT. So we're trying to align, I worked with the department to try to align the tests that we're going to pay for as assessments within public schools, public charter schools in the state with what the state-supported institutions of higher education will accept as criteria for college entrance. Right, okay. So
▶ Play Suggest a correction Report an error
Senator Missy Irvin Chair Unverified 26:11
you've aligned it with our in-state schools? Correct. Okay, so
▶ Play Suggest a correction Report an error
Chair Unverified 26:16
have y'all looked at out-of-state schools of what they accept or
▶ Play Suggest a correction Report an error
Senator Jim Dotson Unverified 26:22
not accept? So there'll probably be a variety of acceptance, depending on where you're at, out-of-state. We don't really have much control over what an out-of-state does, but I know with ACT is something most people are most familiar with. The SAT is as well. The CLT, I know they have around 280 institutions across the country that accept the CLT. So it kind of depends on where the student wants to go. So, for instance, if we have, you know, thousands of students within the state, but some of them want to go to even a college out of state that accepts only the CLT, they could take that assessment, and we would pay for it in-state. And then they would be qualified for whatever. so it's kind of putting in a student's option of what they want to take to align with whatever their higher education goals

will be. Okay, and I appreciate that. I just want to make sure that you've got, you don't have strong counseling at every level of schools and you'd have parents that have a lot of times, especially if they're first generation kids that are going to college for the first time and their parents have no clue or no idea how to navigate the system. Just FYI, we need to make sure we have robust counseling at every school that says, where do you want to go to school? Like, there's got to be an action plan for post-high school. So, and part of that is counseling because so many of these kids, the reason why I passed this bill to begin with is that you had so many kids whose parents had never gone to college before, had no idea that their kid was supposed to take an ACT, and then they were just super behind the eight ball and could never get to college. So I just want to make sure as you're working on this amendment or amending the process that you have really good robust

is about opportunities for our students and being a state where we hang our hat on being the land of opportunity it's it's a great bill this is really pretty simple it mimics what we did with homeschool students allowing them to take part in triple a activities we've had a lot of homeschool students that will no longer be homeschool students starting next year when they participate in the learns act when it becomes universal and so what this bill says is that if they are now private school students a lot of These co-ops have turned into private schools to be accredited now that they are participating in the LEARNS EFA accounts. So in the rare situations where smaller entities, smaller private school students, they don't have AAA sports and activities, they don't have choir and band, and so this would allow them to participate only in their home public school resident school district, and it's permissive, and so the public school district would have the ability to allow, they may permit this situation to happen. We also put in where the funding would follow the student to the public school in this situation. So one-sixth of the foundational funding follows the student to the public school to help pay for any needs associated with that option. So it's just about opportunity for any rare circumstances. I will highlight that it will be similar to what we've seen with homeschool students, which is a very small amount of students. only 96 school districts have any homeschool students participate in AAA activities in their public schools which is about an average of five students in a school district so it's a handful of kids allows them come participate in the band if it makes sense with their family and their schedules and with the funding it should make it easy on both sense in fact I've heard from superintendents how they are excited about this because it's a chance for them to get to engage with students who have not been on their campus a a chance to impress them about their facilities and their engagement on campus. I've heard from parents how they love having more options, and we've worked with the AAA on this bill. There's no issue. So with that, I

recognized. Thank you Madam President, members of the committee of the Senate. This bill is by far I think one of the most extensive efforts that we've been able to address that is a really critical problem for the state of Arkansas. Systemic and entrenched issues have existed for decades in the forensic mental health system, almost 30 years to be exact. So there's a long, long wait list and wait times for the Arkansas State Hospital, and 99% of the beds at ASH are dedicated to forensics. There are hundreds of detainees in county jails awaiting forensic evaluations and treatment while their condition is worsening. In the meantime, while these individuals that do have very serious mental health issues inside your county jails getting no treatment, their condition is worsening, but they will have a psychotic episode, and your sheriffs, your jailers, and other detainees are dealing with serious physical injuries and issues. On the flip side, you have victims that are trying to receive justice. And this has been a tactic that has been used by the defense councils to order mental health evaluations, which has backed up the system. So if you look at the statistics, I think there's 73% of the order, 73% of the orders on mental health evaluations, the people, the defendants, the detainee is fit to proceed to trial. And so there's this huge backup that has happened. So this legislation is a collaboration of mental health experts, the Department of Human Services, prosecutors and judges what this legislation does it seeks to and to reduce the unnecessary evaluations and ensure that defendants can be evaluated treated and declared fit to proceed and adjudicated a lot faster DHS in addition to this legislation in this policy DHS is adding 16 bed units with the potential of adding more as I said victims will receive justice quicker as if these cases can be adjudicated faster. So I want to just take a moment and thank Senator Hammer. He sat at the table with me and his daughter and son-in-law, and they gave an incredible testimony as being a victim who kept waiting for that trial and waiting for justice for their daughter, and they shared their story that was very personal. and so it was incredibly impactful and incredibly powerful and it just makes you understand that folks we stood in here every day with each other but there's a lot that's going on in our personal lives and there's a lot that our families are dealing with back home and I'm just so grateful that Senator Hammer and his family became vulnerable and shared that very public thing that they're going through and so I'm just grateful and this piece of legislation like I said was a combination of a ton of stakeholders and a lot of work it's a right step forward for the well-being of all of our citizens it's a step in the process and I know we'll have more work you'll see actually two more bills that'll come through public health that are scope of practice bills, but those are to train up extra people that can do these mental health evaluations so we can add to the workforce of the people that are actually going to help unlogjam the system. So that's what the bill does, and I'd be happy to answer any questions. Questions for Senator

President. Senator Irvin, I appreciate what you're doing with this bill. Obviously, we have a serious need, and I know there are criminals that need to be adjudicated faster. But there are also, and I happen to have an acquaintance who is clearly mentally ill to me, and he has been locked up in a county jail for a long, long time. And that's denying him justice as well. That's right. And how will someone in his situation benefit from Senate Bill 313?
▶ Play Suggest a correction Report an error
Senator Missy Irvin Chair Unverified 40:50
So you're 100% right. There is an individual right now that is 10 days, well, at this point, less than 10 days, short of five years of being in the Washington County Jail awaiting treatment, awaiting evaluation, and awaiting treatment. This bill is designed to get those evaluations done much, much quicker through the judicial system. For 2023, there were 2,957 orders for mental evaluations at DHS. Again, 76% of those fitness-to-proceed evaluations the defendant was found fit to proceed. But to your exact point, I had a phone call from a Searcy County Jail sheriff who said, you know, I've had this individual lingering in my county jail now for three years. This is inhumane. We've got to get them help. We've got to get them treatment. And so we were able to get that person to the state hospital. But so often you'll find people that do have severe mental health illnesses and schizophrenia. I have a friend, I told him in committee, some friends whose brother was a severe schizophrenic and, you know, he beat up her husband. I mean, broke ribs. I mean, it was just horrible. They couldn't do anything other than call the sheriff, you know, and detain him. But that's an individual that is in need of some serious help and their families just can't handle it or deal with it anymore. But the county jail is not necessarily where they need to be. because they are severely mentally ill. So this bill is absolutely designed to get us mental health evaluations done quicker through the judicial system to get justice for everybody involved and for their day in court to be adjudicated faster so they can get treatment faster. It's a

Thank you, Madam President. Thank you, Senator, for all of your work on this. I know you spend a ton of time on this, and it's an extremely important issue. We talked a lot in the committee about how we just really need more mental health capacity. We need more beds at the state hospital. We need more mental health resources in jail, but also in the community as well. And just since that was part of the discussion in committee, I just wanted to comment on it. And, you know,
▶ Play Suggest a correction Report an error
Senator Missy Irvin Chair Unverified 43:23
I'll give you an invitation to comment on that as well. Yeah, that's it. Thank you, Senator Tucker, and I appreciate it. We're still working to clarify a little bit of language on the House side, and I made that commitment in committee. There's a lot of people involved, so we're trying to get prosecutors and defense counsel and judges, the administrative office of the courts all together to figure all that out. But there is a huge, I can't emphasize this enough, there is a huge huge need for good policy but also supported with additional options for treatment and care outside of a county jail it just the the jailers and the sheriffs the sebastian county sheriff testified and did a fabulous job of the people that are literally lingering in his jail without any treatment, any help, any services. Eighteen of the Sebastian County Jail Sheriff, 18 out of his population, fit this category. So if you think about it from a capacity standpoint of a county jail and how it's built, 18 of those rooms have to be solitary confinement because these individuals cannot be put with the general population. So you have to have 18 cells just for these individuals. And a lot of county jails don't have that capacity. They just don't have that capacity. Plus, I think Senator Clark had some good discussion about solitary confinement. And when you're somebody going through mental health and mental illness, I mean, think about yourselves. You don't want to be isolated, but we have to isolate them. But that's not necessarily good for their mental health condition, but it is what we have to do. So we've got to get these individuals' help faster. It's just so critical and it's so important. And emphasizing the fact that DHS is adding a 16-bed unit is really, really critical. And the final thing I'll say is that this is probably the biggest bill that the Dream Big Caucus, our Republican Women Legislative Caucus, worked on and part of our package. And so all these women signed on to this bill. They've done a lot of work in this space. Representative Vaught, Representative Moore Representative Dalby, a ton of people have done a lot of work in this space so I'm just standing here as part of the team but thank you in committee I really appreciated your questions and highlighting this crisis that we have, it's a crisis in Arkansas for sure I totally agree, thank you

by Senator Irving to transfer the Healthy Employee Lifestyle Program from the Department of Health to the Department of Transformation and Shared Services and to amend the law concerning the Healthy Lifestyle Program. senator urban you're recognized thank you madam president senate bill 344 transfers the arkansas healthy employee lifestyle program from the department of health to the department of transformation and shared services this program was started in 2005 by governor mike huckabee as a way to incentivize employees to live healthier employees can earn points for exercising eating fruits and vegetables, not smoking, and participating in various wellness programs. Points can be exchanged for up to three days of leave per 12-month period. And even though we are able to participate in this program, we don't get three days of leave. Sorry. We as in the legislature. This bill does move the program so it can be evaluated as part of the overall employee benefits package, including ways to improve and expand the program to more employees. There is no fiscal impact as the program has been in existence for 20 years and the state spends approximately $1 million per year on this program.

Rice for running my bill for me in committee. There was this really strange requirement to establish a non-profit corporation in order to obtain a private club permit. It was overly burdensome, and it resulted in the necessity of filing multiple tax returns and other business filings for each business location in the same corporation. So what this bill does is it eliminates that. It basically just makes it straightforward that if you're applying for this private club permit, you're not required to form a non-profit corporation but shall otherwise comply with all the requirements of the subsection of having your corporate corporation partnership individual or LLC company. So it just eliminates that burden. It was unnecessary and that's what the bills aim to do. Clearly Arkansas is a natural state and we're trying to promote tourism and we need people to establish restaurants and in all locations in the state, wherever they're located. So that's what this bill does. I'll be happy to answer any questions. Questions for

believe they will get immediate relief. That's the aim of the goal. I mean, the aim of the bill as well is just to eliminate that burden for all. But I will make sure, and if it's not in the bill, I'm pretty sure that's correct, but I will let you know, 100% agree, it was stupid and unnecessary, and there was this like time limit that it had to be a non-profit in existence for one year or more. And so literally you had different attorneys in the state of Arkansas who had these sitting on the shelf and would sell them at a pretty high premium to people who were wanting to open up restaurants and apply for a private club license. Senator Johnson? Yeah, Patty? Yes. We want to eliminate this for everybody. Senator Love,

First, it would prohibit someone that is not a statutory list of permissible contributors from making a contribution. Currently, that liability extends only to the candidate who accepts the contribution. Second, this bill clarifies that independent expenditure committees and PACs are subject to the same four-year record retention requirement applicable to candidates. Third, the bill in Sections 10 and 11 makes the reporting requirements for exploratory committees and IECs consistent with those applicable to candidates. And fourth and finally, the bill, Section 17, allows BQCs and LQCs to keep and reuse campaign signs in the same manner that is allowed for candidates. I'm happy to take any questions. Questions

madam president members this bill is brought to you on behalf of a constituent, on behalf of the Brewers Guild of Arkansas, if you currently want to operate a brewery as a small business and sell food, you go under the restaurant brewery provision of the code, and you're authorized up to three tap rooms. If you do not want to sell food, you can operate underneath the small brewery license, but you're only authorized two tap rooms. So in order to get that one extra tap room to further expand or be an entrepreneur spirit, you have to upgrade your license into the restaurant brewery at quite an expense, not only to the brewery license itself, but also the permits for the tap rooms. In talking to ABC, there's all kinds of confusion around this. They see no reason why back in the day when this was passed, it wasn't also three tap rooms when you're essentially selling the same product. The main difference between the brewery restaurant and the small brewery is Spiritus Liquors are allowed as a mixed drink with us with the brewery restaurant but not with a tap room so the brewers guild is asking that we bring parity to the two licensing and they can operate

Senator Johnson. It can be either or. It's to dispense the product. So most small breweries will have a product preparation place, and then they'll put usually a attach a small tap room to it so they can just dispense and have people come and try their product and then they might go co-locate at an existing place that does not sell food and they can have their tap room there as well. But that's it. It's almost like an endorsement off the small brewery. Whereas a brewery restaurant is a larger animal. They can have mixed drinks. The quantities are the same. 45,000 barrels are the same. But then they have to acquire additional permits to sell at different locations that also sell food and require the different inspections for health association

service system. Senator Davis, you're recognized. Thank you, Madam President. This bill is specifically for civil service, police, and fire departments. It really just lets the chiefs run their own departments. Right now, they can only hold testing two times a year. And with the law enforcement shortage, it's really challenging when you have people ready to test and you want to send them to the academy which is held multiple times throughout the year they miss a lot of rotations of the academy and it's hard to fill slots when people are available and qualified to do the job so this just loosens up the requirements um in the sense of how they can call people in for testing and lets the police chiefs and fire chiefs have a little more flexibility in running their departments i'm happy to answer any questions any questions for Senator Davis. Senator Hill, you're recognized. Thank you, Governor. Colleagues, if any of y'all have ever had a mortgage loan or even an auto loan in the last five to ten years, and it's kind of getting worse, the credit reporting agencies are selling your credit information off when you have your credit pulled. This bill simply says that they can continue to do that, but especially if you have a mortgage. If you apply for a mortgage, now they're selling the information off, And usually within 24 hours, you'll start receiving phone calls from other companies. A lot of them are out of state. They're unknown where they're from. They won't disclose who they're with to you, but they make it sound like they're a loan processor or I'm going to be working your mortgage from now on. So this just says that they cannot do that. If they do it, they must identify who they are, who they're with, and where they got your information from. A lot of times they perceive that they're with the bank that you're with or with the mortgage company that you're currently with. This is a bill that's supported by both Banker's Association and the Mortgage Association. Now, this does not prohibit them from doing it. They must just disclose what they're doing. And if you're on the do not call list, they cannot call you. With that being said, I'll take any questions. any questions

If you remember back in 2023, she sponsored a bill to eliminate ESG funding that was not in the fiduciary responsibility of the state out of our state agencies. This applies that same methodology into our two and four year state agencies just to ensure that they are not investing our endowments into funds that do not have a financial benefit to the state. However, if it event that there is a financial investment to the state, even though some ESG principles are followed, there is a provision for transparency to ask for that ability to invest in that fund, and if it meets the responsibility of the law, then that fund is allowed to be invested in. Madam President. Members, House Bill 1325 deals with reciprocal service under APERS. The purpose is to allow APERS members to use prior service in alternative retirement plans toward their retirement eligibility, provided that they meet the specific conditions. A member of APERS who was previously enrolled in an alternative retirement plan can receive credited service for each year of employment under that alternative plan to meet eligibility requirements for a monthly retirement benefit from APERS. The service credit is only applicable if the member did not vest in the alternative retirement plan and did not receive a payment or withdrawal contributions from the alternative plan for the period of covered employment. The service credit will not be granted until the member provides documentation from both the covered employer and the alternative retirement plan verifying those conditions and the executive director of APERS reviews the documentation and confirms its efficiency. Fiscal impact on this, the actuary said it will be a very small number of people who this even might qualify for, so it would not have a significant impact to the APERS or its contribution rate, and I'd be more

Thank you, Madam Governor. This is a very simple bill. and it's a very good bill for our veterans. By code, the Commissioner of State Land has always required a 10% penalty on taxes owed per year. Any veteran who is 100% disabled, if we pass this bill, will be exempt from that 10% penalty. There's no state physical impact or county physical impact. Commissioner of State Lands says this might cost them $8,000 to $10,000 a year or so. With that, I'd

recognized. Thank you, Madam President. House Bill 1466. This bill updates rules for non-bank financial institutions. This bill updates prudential standards. Specifically, it updates financial condition and corporate governance. The standards apply to servicers who service at least 2,000 loans and operate in two or more states and cover both agency and non-agency servicing. This bill provides flexibility to state regulators to increase requirements for high-risk services servicers or even suspend requirements in times of economic, societal or environmental volatility. Then additionally this bill adds language to allow the Securities Department to examine and enforce data security standards based on the Federal Trade Commission safeguard rules. It provides a common set of data security standards enforceable by state regulators. It's a model law creating comprehensive framework for non-bank data security. Again, it's based on the Federal Trade Commission safeguards rules to ensure protection of sensitive information and reduce regulatory burden. Then finally, state regulators are often the only regulatory enforcing data security measures. Any questions for Senator Boyd?

Senator Hammer, you're recognized. Thank you, Madam Governor. This bill is brought to you by the Coroner Association and the Hospital Association is agreeable to the bill. It defines what hospitalization means when dealing with the drug, alcohol, or poison death. It only deals with deaths in the hospital situations, although the details have to go to a post-mortem exam. It says that if the deceased is admitted to the hospital, then they do not have to go to the crime lab. But if they die in the ER, they will have to go to the crime lab. And this is to help clear up some confusion as far as at a point in which somebody passes away related to a drug or alcohol death, when are they actually technically admitted to the hospital and once they're admitted to the hospital then it can be dealt with one way if they're in the ER though they would be sent to the crime lab and this will help relieve some of the pressure on the crime lab we'll be glad to take any questions Senator

No, this was denial for a case There was nothing mentioned about that in committee. It's brought by the Coroner Association because they are wanting to distinguish the point at which someone is admitted to the hospital for the purpose of whether they would go to the crime lab or the information that's gathered could be used sufficient enough being hospitalized. But there was no reference to anything with regards to anything about insurance in the committee or the presentation or anything of that nature. Thank you. You're welcome.

Madam President. Members, this bill doesn't do much. It kind of clarifies a few things in the current law. If you're looking at the bill, it lists three areas where the attorney's fees will not be awarded. Otherwise, the judge, if you look up early, in line 25, it said the mortgagor may recover reasonable attorney's fees. and then it lists on the next six areas where they may not list those. There was no opposition in the House, no opposition in the Senate committee. Senator Hill, who supports this bill, walked out on me to answer any questions. But my intent is to adopt each of those amendments into the bill, unless there's just something, there's some provisions that I want to make sure that I understand. My goal, then, is to present that amendment to y'all and adopt that amendment on the floor tomorrow in this chamber as generally was previously discussed when we asked for this additional information or clarification from the PSC.
