And I think it comes from an engineering group, but in 97, I think our estimated water infrastructure needs were, and I'd have to go back and look at the report, but I want to say were $7 billion. Mr. Benefield, I believe we found there was 649, but somewhere around 650 water providers across the state. So quite a few to deal with. And the real thing that we have to be concerned with is that Arkansans have water. And we also found, did we not, as you said, that the big problem is not folks overcharging
