what the threshold was, so this establishes 25%. Additionally, it requires that the repairs to real property during a storm not count towards those improvements of 25% unless they use different materials. And so there's an issue with that during the recent storms we've had and then the final provision talks about determining the true market value you can't use out-of-state comps unless there is no other comps and then only for commercial purposes so no objection the house or the or the committees
a marginal rate five percent for homestead ten percent for all other property the provision in that is though is if you have a substantial improvement you can they can actually tax you on your that current assessed value or current appraised value what this bill does is align all county's the same direction under ACD that the substantial improvement means any improvement to real property that increases the assessed value by at least 25%. There's an issue where counties really didn't have a definition of what
Thank you, Madam President. members amendment 79 is provided to our our property taxes in order to have them go up at
What this goes after are those that steal something and they go through the adjudication process and they are charged, not a postponement of judgment and that stuff will naturally fall off but once they're charged they can't come to the court saying I need this sealed because then they go steal again and they go back to the judge and the judge cannot consider that in future sentencing so it basically negates the enhancement of penalties because they can seal their record Okay, thank you Any other questions?
we need that for theft? Because we're having criminals. So I think the testimony in committee was from the prosecutors was, this isn't after a Snickers bar or a kid being stupid stealing a street sign.
seal your record. So with that, I'd be glad to take any questions. Any questions
What this bill does is add that theft statute into the exempt until the look-back period is over, until you can
A couple years ago, we passed an enhancement law for theft of property. If you basically kept stealing, your charges would be enhanced up into the felonious areas. What we did not do is include that issue onto the Record Sealings Act as one item that's exempt. So we've included that for battery in the third degree, indecent exposure, public sexual indecency, DWI, anything that has an enhancement on it, you are prohibited from sealing your record until that look-back period has ended.
Thank you, Madam President. Members, back in 2013, Spotty passed a Record Sealings Act to allow those that are convicted to seal their record after certain steps to go through to shield their record as a matter of law.
the cost impacts are negligible to the two but the quality of life is dramatically improved on certain surgeries. So what this bill allows is for the woman's right to choose which surgery is best for her and have it covered by her insurance provider. So with that I'll be glad to take any questions.
battle of cancer. So what Senate Bill 83 does is it pairs with the Women's Health and Cancer Rights Act of 1988 to ensure that all surgeries that are required to get them back whole that are that are pre-approved and recommended by that physician will be covered by our insurance providers. Now there was a concerned that the coverage was last because maybe the cost was too great on the front end and insurance were just, companies were protecting that revenue for themselves. But the quality of life index in all these studies say after two to five years
Thank you, members. Senate Bill 83, really critical bill for any woman that's going through breast cancer. Because after that fight for survival, to be made whole again, we have insurance companies that refused to provide the adequate care they needed to get back to their original selves as best as possible after a long
to you're going to get that car lot. It just says you came and the rezone process that you would have to go through to get to the point where you can ask to put a car lot in there is shortened, but you're still going to have to ask and get approval and have public debate about a car lot in that spot. So I think this is a great medium. I'm actually going through this process right now in one of our local cities. I have passed that process, and this would have obviously expedited that process for them, and that mayor was very supportive of this action.
this. All right. Any other members have questions? And something, just maybe as a member still presenting, and maybe these gentlemen can in clarity. This doesn't mean, because the concern would be you're just automatically, if the new land use plan says it's C1 and inside C1 is a car lot, it doesn't mean automatically defaults
administrative process to get to the final goal, which is putting a shovel in the ground. So I'll let you. I'll
I will say that most of the stuff that we discussed, we want to move in the same direction. We just might agree that we want to get there differently. I saw this bill and the struggles and the time it takes to where a city adopts a new land use map and you want to comply. There's just a lot of administrative steps to get to the end product. this bill will do, and I'll be glad to let them expand on it, is allow, again, a less
