say no if they're a great athlete like there's no like to me there's no motivation to stop continual transfers and say this isn't great for the student that they've transferred three years in a row if you're getting a great athlete moving into your district, there's really no motivation to say no to that. And so while the language is permissive, it's permissive to encourage districts to continue to allow students to move in and compete. I just don't know who is going to say no to that and say, nope, you need to sit out for

Education Committee - Senate & House Meeting Jointly with Advanced Communications & Information — March 17, 2025 (1:56:12)

is flexible all right thank you thank you madam chair in the vein of what senator Dawson was asking I mean it says may be prohibited by the public school to which or non-resident district which he or she transfers so if there's a great athlete transferring into your district and this is the second or third time they've transferred why would you

transportation. So the formula, not being public, allows us to catch that and either, you know, reallocate the funds as needed to schools that actually need that additional enhanced transportation money, but it also still motivates them with the regular funds to use all of that on transportation to show that they do have an enhanced need is that a fair summary i'd say that's very fair i'll add one

Education Committee - Senate & House Meeting Jointly with Advanced Communications & Information — March 17, 2025 (1:24:19)

Like right now, schools are motivated to code all of their regular transportation costs as transportation costs because then it shows the need for enhanced additional transportation costs. And by the formula being proprietary, if schools are not properly using the enhanced funding, then maybe that's why we see some of them going down or going to zero because we're catching any type of, you know, manipulation or them using the funds on something else besides

transportation Senator Davis you're recognized thank you mr. chair so am I correct in understanding that you really don't want to let the formula out because if you do let the formula be public, then it provides for opportunity to manipulate that formula.

or education co-op because they're the ones that ultimately have to approve what's put in the boxes or distributed to teachers or staff across all of the buildings. So as I understand it that that does fit appropriately and then just says it can't like whatever you're doing using you know conference rooms or whatever across the school district just can't be more favorable than what do to any other group. And if they're allowing permission for other groups to come in and use the facilities, then they can extend those same conveniences to any type of organization. Is that

sense to me. Thank you. Thank you, Madam Chair. My line of questioning was along the same as Senator Bryant. Serving nine years on a local school board, everything that was put in teacher boxes or distributed to the schools had to be initialed by central office. So it was the actual district that approved communications or approved anything distributed to staff. So to me it makes perfect sense to say the public school district
