that are in this room thank you for the season that you have gifted them with significant amount of authority authority to make decisions that can change. People's lives all around this great state that we love we recognize that this life is a gift and that the dominion that you have given us this the power and authority that you have given us is also a gift not forever but for this season and
so I pray that you will steward it well. And also pray that the men and women who are in this room. When they start to feel the weight of the world on their shoulders. Would remember the pictures of the legislation legislators who have gone before them. And not take themselves too seriously. Remember that this life and the season that they're in it's temporary. And so made a steward this life with a great sense of joy.
A great sense of honor for getting called to get to represent people that they care about. And would you help them to do that with both wisdom and courage and have a special heart for the poor who are close to your heart. Father I pray that you would give them a lot of joy in doing what is often a difficult job. That lord you would help them if they're being mis understood or chained.
By constituents or people that they're trying to serve. That for those who are believers and you would remember that when you came here you died on a cross naked. But you know what it's like to be misunderstood. Even when you're trying to lead. And would as they steward the authority that they have been given. Would you remind them that the most influential person who has ever lived. Died with the crown.
But a crown of thorns. And so that they may steward their authority with vulnerability bless them bless their families as some are far away from their families serving in this noble task force their families back home and help them to help this legislative session to bear fruit that honors you and bless this great state in Jesus name amen.

is made up of nineteen tenth graders and they competed in Fayette mall to win the first ever state title in indoor track that warns ever received and they competed against senior high kids some guys if you would just give them a warm welcome to the Arkansas house of representatives. The young lady's fall two Fennell like every lumberjack

some fine young man along with their dedicated coaches from my alma mater on February eighteenth twenty twenty three the rest of the cyclones boys indoor track and field team won the class five A. state indoor track and field championships at the Randal Tyson track center at the university of Arkansas Fayetteville. This is a very special accomplishment. As it is the first indoor track and field title victory that our schools achieved in twenty one years. The boys scored eleven of fifteen events and won the championship by twenty one
points earning three individual championships. Kercher herring in pole vault. A kill yes Patterson in the high jump. Entrant Reynolds in the shop. I was trying to think about some of the things that I wanted to say about it today and I started thinking you know what that we can talk about kindness or love or to NASA the and I mean my list just went on and on and on to the point that I was like this can't work I can't I have there's not enough good to say and I definitely don't have the the the skills to stand here like representative wing would and and maybe get out how much good seized on our community and what a wonderful person she is.
And It's always be in thinking about what I wanted to say I start looking up some quotes about legacy because that was one of the big things that came up was her legacy and so I landed on a quote by a great loss for Taylor swift. Very short very point to the point. And in Taylor swift said no matter what happens in life be good to people being good to people is a wonderful legacy to leave behind and when you think about Jayne Lucas that's exit I don't know a single person in
the world that has a bad thing to say about Jayne Lucas she's truly somebody that everybody in attendance today could look at and learn from and strive to be like so so I appreciate them very much for being here I'd appreciate a good vote on this resolution. Current law lays out the process to both establish a community college district and the ability
to reconstitute that district meaning to add territory to the existing district if a college wants to pursue reconstituting an election has to be held in the city or the county in order for it to join the committee because district. The issue is the current law requires nine board members if there's a successful election in the district is reconstituted the law still requires nine more members but this bill would allow the board to add seats to represent the new area instead of being captain nine trustees and therefore probably having to
be forced to dissolve the board reapportioned all the zones and start over with a completely new board. Therefore committee colleges that I have elected boards and northeast Arkansas community college north Arkansas college national park college in Black River technical college we've spoken to all of them and none of them had any objections to this bill the bill is permissive it's a may not a shall so no one would be required to do it it just provides an option if adding members to the board
makes sense for that college if they did would constitute the district and they wanted to remain at nine for cities that would still have that option under the existing law. can meet all these requirements. you're familiar with that district over there but Snowflakes is about the most isolated little town and probably Arkansas because of why rivers got cut off. Well from snow lake. The line is twenty miles. Then Elaine got consolidated into marble so as another twenty miles up to Marvell now marble school is slated to be consolidated. And all the schools around them
really are not. Or have not reached out to them they don't want the people the other students because of their. There's already having struggles and most of them are on the level five Support already the only schools that reached out to. Our Brinkley school which is probably another thirty miles. And Marianna which is another thirty miles so what my bill does it does four things.
If a school district office under this that was magical number three hundred fifty. And number two if there under level five intense supervision from the state. Number three if they don't have a voluntary consolidation plan in place. In the big one number four if consolidation make a child have to travel over forty miles one way. Then the state would take over and find the superintendent.
Take over the management of the school until one of those factors would change. And. Well some I'm asking I was I was a member of some consolidation and where I went to school and I built a house over at community. And your schools are the heart of your community it churches and where that school left. It looks like a battle zone over there where I built my house luckily I move before all this happened.
But all I'm asking you is to give a chance in here's what's happening in the delta my district. Goes from Arkansas city to almost this thirty four miles to Memphis. Where my district office over hundreds of miles less happening in the delta so when you start consolidating schools. You know the kids father and father for the kids because this further and further between the school districts so all I'm asking you do if you got kids or grandkids.
Don't ask those children to do something you would want your grandkids or your kid to do is set on a school bus for sixty miles plus. Because sixty miles is not just sixty minutes you're looking at probably two hours on the school bus in the morning two miles two hours in the afternoon. specific person so we looked at the existing criminal law there were eighteen places where it said reasonably should now twelve words should now and so we just are changing in this bill all the places where it says should know to reasonably should now to more objective standard more exact standards and really what it'll do is it'll help make sure that our laws are not held unconstitutional or challenged in court the prosecutors the criminal

fees a current law restricts the fees collected for this to solely quote system enhancements to the Arkansas motor carrier system. At in contrast to one of a similar fees such as for commercial driver's licenses those are permitted to be not only maintain the program but also to carry out related purposes functions powers and duties of the Revenue Division this simply copies the current language from existing fee structures to allow them to use it for more purposes than just system enhancements the example

situations are that the higher ed institution must maintain files VOL disciplinary proceedings the files must contain certain documents such as evidence of exculpatory evidence statements of witnesses electronically stored information written communication skills are just some of the items that have to be in there those files would not include privileged documents or evidence it's not going to be admitted in the case additionally the accused student
would have the right to receive a copy of the procedures so they know how it's going to operate they would also have the right to counsel of their own choosing they pay for that council or the right to a non attorney advocate because obviously in most of these cases we're dealing with students from eighteen to twenty one maybe twenty two years so. Senator Irvin and I Senator Irvin worked very closely with higher ed. we sought the input from various chancellor's throughout the
state appreciate those chancellor's input the system attorneys for the University of Arkansas and for UCLA both also worked on this bill in there is no known non opposition with that I would appreciate a good vote.
