TO CLARIFY THAT A MAYOR OF A CITY OF THE FIRST CLASS IS ENTITLED TO COUNT PREVIOUS OR SUBSEQUENT YEARS OF SERVICE IN EMPLOYMENT WITH THE SAME CITY TOWARD THE MAYOR'S RETIREMENT.
