Father, we're thankful for so many blessings, each one in this room that's been blessed in so many ways, and we're thankful for your mercy. And Father, we pray that you help us be merciful to others. We're thankful for your grace, and they, it comes through your Son Jesus and help us to be gracious people. And Father, we're thankful for your forgiveness.
And we don't have the, the words in our human language to, to really express our thanksgiving to you for, for that forgiveness. Father, we're thankful for your word that guides us and directs us. And help us be students of your word. Father, for this occasion today, we're thankful that we can come together and And, uh, just see the work that's being done this morning and this afternoon. a special blessing on this group. We're thankful for this state
that we are blessed to live in. We're thankful for Governor Sanders and the work that she's doing, the service that she provides, uh, for our state. Father, I especially thank you for this group, men and women here that, uh, represent our state, uh, represent their communities and, and different counties. Thankful for the things that they, they do. And Father, we know that Uh, they're busy people. They,
uh, when they're able to go home that there are things that demand their time there too, and, and we just pray for, um, All the things that they are going through now. Father, we're Thankful for, um, their homes. We're thankful for their children. We pray for them right now while they're still in school today and while they're doing homework later this afternoon and maybe a ballgame tonight or some other activity that, uh, you will bless them
and, uh, and Father, we're thankful for those spouses that are. Our home that, uh, that do Extra work to, to make all this happen. So they're Husband and wife can represent, um, our state here in, in our communities. Father, we're, we're thankful for Um Just the opportunity to serve. And for those who will be traveling home later this afternoon or tomorrow, we pray a

Colleagues, I so appreciate that we've spent time the last several years, learning about and finding solutions for mental and behavioral issues in Arkansans, especially our young people. We've heard story after story of teens in Arkansas and the nation
with significant increases in low self-esteem and body image issues. I've been shocked by the large numbers of mostly young women, but men as well, suffering from severe eating disorders. Eating disorders affect nearly 9% of the US population and one person dies every 52 minutes as a direct consequence. Arkansas ranks 13th in the nation for eating disorder prevalence, leading to hundreds
of hospitalizations and ER visits each year and costing our healthcare system, $42.4 million annually. Eating disorders are linked to high suicide rates, substance use disorders and significant mental health challenges. Yet despite these alarming statistics, less than half of those diagnosed seek treatment. And only 1 in 10 received care.
Our resolution for eating disorder Action Week hopes to raise awareness, improve early intervention and expand access to care. It calls on medical professionals, educators and policymakers to take action to ensure that all our Kansans struggling with these life-threatening disorders received the support they need. Voice therapy colleagues, sorry for the interruption. I, I wanted to speak on this just because I remember in 1995, sitting in a dark hallway in my house, wondering if my life was worth living. I at that point had been suffering from anorexia and bulimia for some time and it was about a week away from being hospitalized for it. It's difficult for people who haven't gone through this to understand what it means to have an eating disorder. And to understand that it's not just a
matter of just eating something, just eat something and you'll feel better. Just eat something and you won't have to stay home, just to eat something and you won't have to be in the hospital. It's about control. It's about your lack of self-worth. And it's about not believing that your life has any value or that you're entitled to any dignity. It's important for girls and boys who are going through this, and I remember having thoughts that were unhealthy about food as young as 10 or 11 years old.
But to know that you can get through it, that your life has value. And that if you're lucky enough, you can end up standing on the floor of the Arkansas house when you're 45 years old. But I do want all of these kids to understand that we value them and as a body, we care for them and we want them to get better. Their lives have value to us and to their parents and their families and communities into every Arkansan. So I would ask for a good vote on this.

Hello, colleagues. Most of y'all know my story. I ate 300 calories or less a
day for many years, went to the hospital several different times. This was after I'd had 2 children, so this doesn't just affect young people, it also affects older people also, um, I was severely depressed, um, I go to schools and I talk about this. I've learned how to talk about it much better than whenever I
first started telling my story, but I go to school so that they can see they too can
get over the mountain, because what they're looking at at that moment is the mountain, and it isn't a matter of just put food in your mouth and you shall live. It's not that simple. I wish it was, um, cause then I probably could have put food in my mouth and not been to the hospital a couple of different times, told I was going to die if I didn't eat. Um, it's not just something that you just get over. It's something every morning I have to wake up and say, hey, I'm gonna eat today. It's just not something that you can just slip to the side and it's 11 time done and gone. It's
something that you truly do battle over a lifetime. The other thing is, it costs lots of money in the end to your health. I'm, I've had several surgeries and, uh, suffered several different things from the lack of food that I put into my mouth. And I think the more we can educate. About, uh, this disorder and the more that we can help young people see that they too, uh, can get past anything and, yes, stand here on the Arkansas, uh, state house floor. Um, I think

In the North gallery is the Moong Community Leadership Team. And in the East galleries, our members of the Moong community were so honored to have them here with us today. The Hmong leadership group reached out to me last year
asking to learn more about state government, and how they could get involved. So I was honored to give them an opportunity to come here to the Capitol and see how state government works. The Hmong people, many who have made Arkansas their home, bring with them a rich cultural heritage, strong values, and a spirit of resilience that has only enhanced our state. The Hmong community is most populous in the districts and towns and the my district, the
towns of Summers and Lincoln and throughout Washington County, but also very populist in Pulaski and Sebastian Counties as well. The Hmong culture is deeply rooted in family, community, and respect for traditions. Each year, the Hmong community hosts a New Year festival and I was able to attend this festival this year. The community owns about 40 acres in the summers. area where they hold their festival and thousands of people from across the United States, come to this festival annually
to celebrate their culture, play games, and celebrate the hard work of the previous year. Their dedication to hard work really enriched the cultural fabric of Arkansas. The Hmong people also have an important part in American history. I encourage you to read the resolution on your own, in your spare time, cause it is a great history lesson about the Hmong people. They were allies of the United States military during the Vietnam War. Their
contributions were invaluable, and they risked their own lives and their own safety and in turn, were forced out of their homes in order to aid the United States military. We are very honored today to have some of the Hmong people that were instrumental in that military effort here with us today. The Hmong people are not just a part of Arkansas, they're an asset. On average there's 4 rooms per 100 that have mobility accessible bathrooms, but these rooms don't have a bed height requirement. So just imagine if you're a paraplegic. And you book a room that has a mobility accessible bathroom. And you're staring at a 30-inch bed, and most wheelchair heights are 19 inches. Amount, uh, that's a struggle that we need to cure here, and I feel that this bill does that. In closing this bill creates consistency among hotel rooms across Arkansas and allows the

into law. So, this bill will now put the amber and the silver, uh. And the purple, which was for Down syndrome children that like to run. Uh, put them all on the same alert system. Uh, colleagues, House Bill 1499 is an agency bill from the division of Building Authority, uh, it's supported by the governor and it incorporates one of the recommendations in the AR forward efficiency study. What the bill does is it adjusts the procedure when agencies go to purchase, uh, public properties,
such as a new building or land or something of that nature. Um, so that the agency when they, when they decide they want to make a purchase, they need to come to DBA to obtain approval to get an appraisal, then once they get the appraisal, they bring that back to DBA for assessment and recommendation. And the reason for this is because a lot of times agencies when they decide that they have a real estate need, they will go out on their own and find whatever property it is that they like, go ahead and pay for
an appraisal and even go so far as to make make an offer on a piece of property, um, before the division of Building Authority is even notified of their request or what's going on. So it's a very decentralized process. This change that the bill does would just, um, it brings that request to the division of building Authority on the front end, um, so that they can weigh in on that before everything is signed, sealed, and delivered. I've worked on it a lot and uh Uh, brought it last session and I think the process is, is worked out to make it a better bill. I've worked a lot with the real estate commission and realtors on this bill. They're OK with this bill now, which was a, a pretty big lift, so, but I think it comes out better. So, House Bill 1558. Why is it needed? Currently, we are blocking our candidates from being licensed as property
management by requiring them to first spend 2 years in a different trade and also requiring sharing of their income and assets. There are some Real Estate commission had major payouts of their recovery fund of property management claims, I believe requiring knowledge and experience in that field, we've reduced that cost. And before I tell you what it does, let me tell you what it doesn't do. It does not create a new license. It simply creates a different and more effective path to the license by adding a classification. It does not affect the current brokers or associate brokers in any way.
So what does it do? It creates a path to achieve a license to manage property without forcing someone in a different trade for 2 years and to share their income. It creates a path for more Arkansas to follow a career in property management and hopefully reducing the number of out of state firms. It also keeps this under the authority of the real estate Commission and subject to their oversight and their enforcement. It also requires posting property management on the commission's webpage, which does not exist now to better inform and serve the general public.
And also, for the first time in the history of Arkansas, if this becomes law, we require someone which is licensed as a property manager to possess experience and have education and knowledge in the trade. This requirement should result in a stronger, more professional management. Therefore, better serving owners and tenants. And let me ask you, if you were hiring a property manager. Or if you were a tenant, would you want a person that had experience and knowledge in what they're doing or not?
