Um, Today I, I, I come before you with a resolution in memory of a fellow colleague uh in the Fort Smith School District and Miss Stacy Bates, um, who passed away February 19, 2025. Um, And I just wanted to give a say a few, few words about her and her life and some of the impacts that she's made in our community. Uh, Stacy loved basketball from an early age, and she was uh, a point guard for the Greenwood Lady Bulldogs where she was annually among the national scoring leaders in the three-point shooting. She went to the University of Ozarks in 2007 with a degree in art and a minor in education. was named the university's outstanding student in art in 2007 and was the Art of the month, um, in September of 2018. She has 7 murals in Arkansas and Oklahoma. She has illustrations featured in 3 books and 1 fully illustrated children's book. Um, some of her work is featured in Los Angeles and the gallery in 1988. Uh, a friend of mine, Kathy Watson, uh, helped me with this, and she worked with, uh, Cathy to do the illustrations for my city as a fort. A picture book celebrating the 20200th anniversary of Fort Smith, Arkansas. Stacy was an art educator with the Fort Smith Public Schools for 17 years, and her legacy will live through the lives of her students. One of her friends, Miss Charlotte Whitson said that Miss Bates brought creativity, joy, and inspiration into our classrooms. Nurturing the artistic talent of countless students. She fostered a love for art through her teaching. Uh, Patty Hill said she'll be loved and remembered for her love of art, children, and her helpful heart. She didn't just do it for her job. She inspired us all. I've always heard when someone you love becomes a memory, the memory becomes a treasure. Stacy has always been a treasure in the memories of testing themes, musicals done together, art, music units will forever make me smile. She's truly brought arts education to the life and living color, and touchable for our children. Another friend Lea Stark says, there are too few elements in this world to accurately depict Stacy and the character she exuded in every aspect of her life. She was the Alice that the Mad Hatter needed. And likewise, she was precisely what the world needed. Her life encompassed the sophistication in art and knowledge, a whimsical nature spurred on by humor. A boldness that accompanied her convictions with a pure character that was driven by her greatest desire to see others succeed. Although her physical presence is no longer a luxury we have here on Earth. How fortunate we are to have been loved by her. And finally Stacy's husband Justin says, with Stacy, her work and her vision was just that. A look into her soul and spirit. The world she created through her work as a professional solo artist and as a sculptor of the young minds of the Fort Smith Public School system contain so much love for the people and human humanity for family, for animals and for peace. She was the embodiment of the golden rule and a model for all of us to follow. Um, so I just want to take a moment to uh Thank Uh, you know, obviously, Stacy's past but to just thank, thank you, Justin, for allowing your uh wife to change the lives of many, many children in my district, and I'm so sorry for

to explain your bill. Thank you, Mr. Speaker. 2 nays on a Senate concurrence, tough crowd this afternoon. Colleagues, I bring to you today a House Bill 1633. This bill is actually fairly simple and straightforward. Uh, everyone is very familiar with our issues relative to transfer portals in college athletics and the last few years, we've certainly been seeing a similar dynamic when it comes to high school athletics. So this bill was, uh, worked on very diligently by myself, Representative Shepherd, Speaker Evans, uh, as well as President Hester and Lance Taylor from the AAA, uh, to come to language that would be agreed upon by all parties. In fact, 84% of our, our public schools agreed upon this language, uh, non-public schools also were agreeable. Basically what it does is it just equalizes, transfers relative to athletics, uh, when it comes to high school, uh, students. So a high school student is allowed to transfer as many times as they want, be it to a public school, to a non-public school, from a home school to their non-district school, as many times as it went up to June 1st of their rising 10th grade year. So as they're finishing 9th grade, going into their 10th grade year, allowed to transfer as many times as they'd want. After that time frame, uh, they do have to sit out 365 days. The goal again of this is simply to prevent there from being the transfer portal in high schools, uh, which is something that our, again, that our public schools primarily have requested, uh, one piece of data that I got from uh Lance Taylor, executive director of the AAA was that from Hooten's Arkansas magazine, uh, a couple of years ago, out of 150 students, athletes that were profiled the next year, 100 of them were at different schools. Uh, and that was a primarily public to public. transferring, uh, just because as we know, athletics has become very important in our world. So, that is really the, uh, the specifics of the bill, it does nothing more than that. With that, I'd be happy to take any questions.

Thank you, Mr. Speaker, colleagues, uh, here in the state of Arkansas with the DFNA we have a cap on how many specialized license plates we can have here in the state and that cap is 25. For us, so for us to be able to legislatively issue a specialized plate, we had to remove one from that list. So, I checked with DFNA, we found that there's a, uh, the Mid-South, uh, College in West Memphis over the last, uh, years they've only issued 14 license and, uh, they have 600 in stock and so we contacted ASU and uh since they're affiliated with them and they agreed to, uh, since they had so many license plates and they'll be able to issue that specialized license plate for Mid-South for years to come. They agreed to pull off the list so that we could make room for the Make A Wish, uh, foundation, and so, I'm excited about this. I know that there There's no need for me to stand here and explain to you the role that to make a Wish Foundation plays in this state, uh, and what they're able to do for those kids that have been diagnosed with a catastrophic illness, so I'm excited and one other person I'd like to thank Representative Jim McGruder. Thank you, Mr. Speaker. I have to tell you, I am so delighted that our first gentleman, Brian Sanders has really taken upon himself to improve our state parks. We are the natural state and secretary of our parks and tourism, Shay Lewis wanted to make sure that every park is accessible to everybody, and there's been a committee that's been meeting quarterly to make sure that perhaps someone who is blind, perhaps someone who is deaf or has physical challenges, um, that the parks are more accessible. They've been meeting to improve lodging to improve our cabins to make sure that everything is available that's needed and that people are trained and it is so wonderful. One of those trips that when the committee gathered, took us to Camp Aldersgate, and I don't know if any of you know of Camp Aldersgate here in Little Rock, but it is a jewel. It is a summer camp program for children across the state who would not normally be able to go to a summer camp. They have oncology. They have diabetes camp. They have spina bifida camp, which my daughter has participated in. They have MDA camp, they have found a way to let these children experience the joys that many other kids never get the opportunity to do. They get to canoe, they get to do a zip line, even scuba dive and swim. It's been a wonderful experience and our trip there, I learned that the recreational therapist who provide the services at that camp. I learned that they would like to see their, um, profession licensed in the state of Arkansas. There are other states that already require this licensure, but Arkansas does not. And I know that that might be something that someone says, well, we don't need any more licensures. This is not about them. This is about the people who they are serving. They are serving our most vulnerable population. And we want to add those protections for those children and even adults. As a matter of fact, it was shared yesterday that the largest number of recreational therapists actually work in VAs across this country. That's the largest number of recreational therapists and the majority are working in behavioral health facilities around the state. We have one college in the state of Arkansas right now. Arkansas State. And they have this degree program. And when we talk about return on investment. And our college programs. This is what we're talking about when they finish with that degree, we want to make sure that they are getting hired in the state and not going someplace else. Um There are currently 76. Um, recreational therapist in the state of Arkansas, but the potential is there for so many more. North Carolina has 1000. 1000 recreational therapists. Imagine what that can do if we add this. And how that can help behavioral health in the state of Arkansas when we are all searching for ways to help people improve their mental health. And I'm gonna end this with, we had a, a gentleman testify yesterday from the archi arch he was in the Arkansas National Guard, and at 21 years old, he had a tragic accident. Accidents can happen at any stage of life, and within a second, his life was changed and he was paralyzed. And he told everybody not that, that this is not something simple, as simple as helping someone with a disability to have fun and enjoy their life. Rather, it helps them to have a life. It says, any person may appear within 3 years and set aside the decree if she, he or she shall offer to file a meritorious defense. Every person laboring under the disability of infancy where individuals with mental illness or intellectual disability and those claiming under them may set aside the decree at any time within 3 years after the removal of their disability. The reason why this needs to be removed, this language stricken is because this is an 1899. Set of language, basically dealing with, uh, White titles, which I don't really have any idea what that is, other than, you know, You're supposed to be very quiet when you're dealing with them. But anyway, the, the problem that we have and why this is, needs to be stricken is this was brought to us by title companies and because of this language. And only this language, even though a court says, OK, we're gonna issue a quiet title on this piece of property that may have, you know, some issues about who has interest in it and everything. The title companies will not ensure that parcel of land. And when they do not ensure that parcel of land, Banking and anybody that is out there that may give loans to help you purchase that land. will not issue a loan for that land. They will not finance it. So that brings the whole process to a screeching halt. And What it does is that it prevents these transactions from going forward based on some very old language and our courts and everything are so much more efficient and capable of dealing with this than they were back in 1899. That's no hit against the lawyers. That's just, I kind of what I think on this particular deal. So it's really an efficiency type thing, and to get rid of this, it's going to smooth the process so that people can go ahead and purchase property. There's no known opposition to this. This was brought to us by the title companies and the realtors and everybody have not said anything as far as one way or the other, uh, the association was consulted on this by Senator Rice, and they had no opposition either.
