0:00
there is there's not too much too much to the fiscal impact it's pretty quick to digest welcome
Speaker 3
0:12
back represent a pops you did a good job you did it in under four minutes and the amendment is
Representative Kelley Linck
Unverified
1:00
This just adds a couple, if everybody's ready, this just adds a broader exception to our group of folks
that we're going to, you know, we don't want to catch in the net. Do I hear a
motion on the amendment? Representative Hobbs says do pass. all those in favor aye all those opposed all right go on with your bill
Representative Kelley Linck
Unverified
1:34
represent link sure we're going to go back and at least in our minds to I believe 1997 or maybe 1999 this this body passed a piece of legislation that said that state agencies in very basic form should only print the number of we'll say reports and such absolutely necessary in other words the report had to be requested before they were to print and distribute it it seems like new legislation I'm passing or hoping to pass or introducing it's really not it's
a it's been around for a long time it was largely ignored it didn't have a lot of teeth in it and it was and for good reason because I mean the internet and the availability of internet wasn't as strong in 9799 as it is today two years ago in the last session 88th General Assembly we passed a bill that said that all state agencies will have their materials or their reports available on the internet on the websites and that the Department of Information Services
DIS will assist them in that very simple bill so that gave us if we go back to 99 that gave us a lot of years to start this preparation and then two years ago it gave us a mandate that we everyone become on the web and get there and have their have their reports available this is just another move in that direction that is going to those folks that are still printing it's going to will say demand that those unnecessary items be that the printing will stop and as far
accountability it adds a little language in there that the agencies will have on their reports or financial reports when they come before budget how much money they did spend on printing so it'd be fairly easy to identify those that may not be adhering to the intent of this of this legislation and
I'm glad to stop rambling and ask for questions or continue on at your at your
will thank representative link I'm curious to know and maybe in I'm asking you to figure
out what dfa dfna was thinking why they would think there would be no fiscal impact I mean I would I would think if people stop snail mailing and are only emailing there would be a fiscal impact so I kind of thought the same
Representative Kelley Linck
Unverified
4:03
but this is a very basic fiscal impact that maybe didn't dive as deeply into it as as as we could have
Speaker 3
4:11
committee members any questions representative Catlett yeah I
Representative John Catlett
Unverified
4:17
just briefly read the bill representative link and one thing I wanted to ask you is the requirement for us to put things notices in the paper will this apply to any of the local newspapers that have already by statute have to give noticement to the public no this this has nothing to do with your local
Representative Kelley Linck
Unverified
4:35
newspaper at all is simply you know all those really colorful reports we get every year that most of us at least thumb through because we feel guilty because it looks like it cost a lot of money to print it's the intent is to do
Representative Mary P. "Prissy" Hickerson
Unverified
4:49
away with those thank you thank you representative Hickerson thank you madam chair representative link I know that there are a lot of agencies that that put out magazines maybe once or twice a year these are informational magazines and they certainly go out to the public. Things like that that are sent out to more than just legislators and state employees, I know we all are going to check the internet
and check the websites, but what about those publications that, well, for instance, sometimes they go to retirees and they have news about retirees in the retirement system of the state agencies. And sometimes they're just information that our chambers of commerce might need and other local organizations and just the general public. What about those? That information is available.
Representative Kelley Linck
Unverified
5:48
With this bill, that information is available. Maybe not in the
same format as has been for the last 200
Representative Mary P. "Prissy" Hickerson
Unverified
5:57
years yes sir but they they have to go on
Representative Kelley Linck
Unverified
6:00
to a computer they don't they can request a copy be sent to them but rather than this expensive piece that we're producing now it will be printed off of the website and sent to them in other words it's not going to be this this bound procedure that we have now so that the request can still be made for those that have to receive the information by print it can still be made it can be printed in unbound black and white and mailed to them the
information is still available we're not denying information to anyone in the
Representative Debra M. Hobbs
Unverified
6:36
public thank you representative Hobbs thank you madam chair representative link if I read this correctly this
Representative Kelley Linck
Unverified
6:43
is all-inclusive correct there the if you go to the amendment there is there is quite a few exceptions in there and in the amendment we've added one more exception so there's a number of exceptions an example for higher education that depends on printing we'll
say brochures to try to attract students to their facilities for the Department of Parks and Tourism which is obviously trying to attract tourists to and give them information about the state so we're no I mean we're not going to stop all printing in the state we have an intent and I
Representative Debra M. Hobbs
Unverified
7:17
think it's fairly obvious to you what it is I hope it is
the reason I'm asking you though is there's a specific statute 15-5-5-2-10 that requires Arkansas Development Finance
Authority to submit the hard copy and I didn't see that particular code referenced so I didn't know if that would include that also look in the
Speaker 39
7:38
amendment and in the amendment it says we added this last night as
Representative Kelley Linck
Unverified
7:43
soon as I can find the exact language I'm looking for here if it has to do with when there's requirements by a board of directors or a governing board or there's requirements for financial reports from whether it be federal or
other organizations so we will not keep any agency for printing information that's going to get them in
Representative Debra M. Hobbs
Unverified
8:07
trouble okay okay let me ask my question again okay Okay, there's a specific statute that requires the Arkansas Development Finance Authority to submit hard copies. Will this repeal that, or does that specific statute need to be repealed? That's a great question. I would think
Speaker 34
8:25
it would repeal that. Well, I hope it does,
Representative Debra M. Hobbs
Unverified
8:29
but I would like to have that information if you can get that with whomever you're working with.
Representative Nate Bell
Unverified
8:36
Okay. Thank you. Thank you, Madam Chair. representative Bell thank you madam chair representative link I won't make sure that I understood the fiscal impact correctly you what what you're doing here is doing away with the majority of those nice large manila envelopes that come in my mail every week the postage attached and all those beautiful color copies that's right and yet it doesn't reduce cost to the state if I have to
Representative Kelley Linck
Unverified
9:10
give any theory on that representative if you're demanding a theory from me this is all this is since those were supposed to have been stopped in 99 therefore it's assumed they're not being printed now then there's no fiscal impact to
Representative Nate Bell
Unverified
9:25
stop printing them thank you very much for that clarification I wondering what the impact on the environment might
Speaker 17
9:32
be I think we can make assumptions but we don't
Speaker 51
9:37
know thank you very much representative Walker the clarification
Representative John W. Walker
Unverified
9:46
mr. link I'm a little concerned all right if if this is a
cost-saving measure yes sir that's really all it is right yes sir you're not trying to deny access to information in the public that's right how much did this how much did this cost the Secretary of State's office last year I don't have
Speaker 17
10:08
you know you see the same fiscal impact what I do well here's my problem
Representative John W. Walker
Unverified
10:13
if something's going to be reducing costs we have to know what the costs were in order to be able to make a determination of
what the reduction is so at least we should know what the costs were last year year before five or six years ago in order for us to make a judgment other than otherwise we'll be dealing with it only in an esoteric or theoretical manner and I don't see a necessity for it unless we know what the cost is if there's no if there's no negative cost effect or impact then why do it that's one question next question
Speaker 57
10:49
you want answers to that but it's not rhetorical I'll answer well I know I'm
to give you okay all right now
Representative John W. Walker
Unverified
10:58
from time to time certain agencies of state government upon being upon either learning themselves are discovering themselves information helpful to many of the citizens of our state have a belief that newspaper or are a publication of that information on a quick basis distributed in a different form than the internet would be
appropriate I'm dealing with things like childhood a new nutrition and obesity and things like that I'm trying to understand how this helps the people of the state by any effect denying them unless they have access to the internet information that may be helpful to their well-being so you have two questions sure all right let's go back to the first one if there's
Representative Kelley Linck
Unverified
11:55
no cost savings and why do it I think it's fairly obvious there's cost savings and one thing we'll
be able to do is is look in the budgets as they come forward before because of the mandate that the printing be put in the budget I think we'll be able to see some idea of the cost savings there and those that may not be adhering to to the law if that it may be that maybe some of the research wasn't in-depth enough to tell you exactly what it is but again since folks weren't supposed to be printing them then it's kind of harder to determine it might be easier to ask you how many people are speeding on the interstate zero are because it's illegal so we go forward to is the information still available to the public to you
know for some of our will say social problems that do cost us money such as obesity and such of course it's still available it just wouldn't we're not we're not stopping any availability of information such as that we're stopping the the printing of print particular of agencies are giving us beautiful summaries of what they did in the last year and mailing it out and I think we also can see there is a cost there and there's a cost savings we're not stopping information to the public
Representative Ann V. Clemmer
Unverified
13:07
Thank you. Representative Klemmer, Representative Link, thank you, Madam Chair, Representative Link. How many of these do you think, I mean, are the average, are average voters getting very much of this?
Speaker 34
13:36
But I think back to the time that I, quote, was an average voter before I made this insane
Representative Kelley Linck
Unverified
13:40
idea. Citizen. I don't have to say voter. Citizens. Before I made this insane idea to become part of the legislature and join you. I don't know how many of these that I got. I don't know. I mean, I do remember seeing them, but I don't know that I got near as many as the day that
Representative Ann V. Clemmer
Unverified
14:00
I walked into this building. Have you noticed also the number of things we get that are two pages that come in big envelopes? instead of being folded into a regular and therefore the postage is now a
dollar and 20 cents instead of work now 46 and I'm guessing most
Representative Kelley Linck
Unverified
14:15
of those things could have been emailed to you
Representative Ann V. Clemmer
Unverified
14:18
probably so I also get a number of them postage do which is really annoying thank you
Representative John K. Hutchison
Unverified
14:30
representative Hutchison thank you madam chair representative link if you everyone do you get your mail by post office post officer is sent here I've got a box in front of my house okay well I'm just
gonna say that I get mine at a post office and they had this over here where it says trash can and I invite everybody to look in it sometime thank you manager thank you thank
Speaker 75
14:58
you are there any further questions anyone here to speak
Speaker 78
15:02
from in the public it did anyone sign it no one signed up
what are the wishes of the committee
representative Hobbs moves do pass as amended as amended thank you all those in favor I all those opposed nay the ayes have it thank you congratulations represent link you passed your bill representative Neal are you in the room Kim you're recognized for House Bill 1458 and there's an amendment as well
Thank You madam chairman this amendment is the only request that the state police had for this bill and what it does is requires that the image be scalable is everyone able to see their
amendment the amendment representative Altus thank you
madam chair what does scalable mean it just
means that it will be able to pull it up to the
actual size of the card thank you represent clever moves do pass on
Speaker 81
16:40
the amendment all those in favor I'll suppose you're recognized to present your bill this bill came really from
the idea of a bill that we've already passed off the house floor with the ability to show proof of insurance digitally what this will do is allow
people that have concealed carry permits for some reason or another that their card is not in their wallet that they will be able to have the option to show proof to the officer when they're pulled over that they have their concealed carry license and it's required that they do so so I would like to give them give more options to people to provide that burden of proof questions from committee
Speaker 88
17:23
members represent Nichols is anybody from the
state police here you know well but my concern and I don't think it's necessarily a fatal concern to what you're attempting to do here is possible possibility of forging an electronic document I think might be easier than some of us realize so are there any mechanisms for making sure that the electronic document you're
looking at is the one that's been issued by the licensing authority or should we should the police officer be able to access the licensing authority to see if they have it I'm just concerned about with today's technology and the abilities to to duplicate things drag and drop and all that it might open up
some possible forgeries going on out there in the electronic world it's my belief the state police have
that on their database when they go back and check you on your in their car and whatnot that'll pull up to all this is is a requirement and fulfills a requirement that they see you have that on you and that's what this bill does so when they when they go back and check your information on their computer it will say that you are concealed carry permanent holder or not
Speaker 94
19:07
how do you get it on your device do you scan it on
there or you can take a picture of it that's the only way I
Representative Denny Altes
Unverified
19:28
but I bet it can be expanded represent Valtas thank you madam chair Michael we're
friends but before I could vote for this one the state police to give their
approval to it have they when I visit with lieutenant core gentry yesterday her only request was that the
image be scalable on the device so they
Speaker 85
19:49
had no other objection when I talked to her okay and so that your amendment says that or the
Representative Denny Altes
Unverified
20:04
bill says that well now the bill says that with the amendment I don't see that in the amendment another thing I've heard other members talking about getting the concealed carry designation put on your driver's
license you know if there's a bill like that out there um actually I worked on that a little bit the cost was going to be prohibitive as of right now so I didn't move forward with that I instead chose to try to do this option right here where people could could use their
Speaker 95
20:39
electronic device to show the proof okay thank you madam chair representative Dotson
Speaker 101
20:49
I think my question has been it thank you madam chair I think my question has probably been answered but this doesn't do away with the ability of somebody to use the current card that they carry
Representative John K. Hutchison
Unverified
21:10
no no no for proof that you represent Wilkins represent Hutchison maybe clear stuff for everybody I'm thinking of what I'm thinking you're saying is not only your electronic device but it's gonna be in
their elect in their database too so that's gonna verify it too
right they already have that in their database you're just required to have it on you okay and so this just gives you one more option to have it on you besides the card okay thank
Representative John K. Hutchison
Unverified
21:36
you and thank you madam chair I'm sorry I didn't ask you first
Representative John W. Walker
Unverified
21:43
representative Walker thank you thank you madam chair well it seems like this would do away with the necessity for a person having any paper document on this
person because all you'd have to do is electronic electronically present your driver's license proof of insurance registration so why why limited to just this one item
they we had talked about the driver's license and that was not allowed and I don't know why so but I'm all about being able to show take advantage of technology that we have today and give people the most options
they have to give the proof required by
law is anyone here from the public to speak for this I don't think anyone signed up representative
Wilkins I'll recognize you for a motion motion madam chair but I would like to request representative mail help me with this but I let me put this stuff on
my phone about motion do pass do pass as amended all those in favor aye all those opposed motion passes I mean excuse me bill passes you
want to present your second one I'm assuming while you're at the end of the
Speaker 95
23:12
table yes madam chair as amended that's what I said yes this is you're
recognized 1459 yes ma'am this applies also to the same thing with the hunter education card when you're out in the field if you do not have your hunter education card which you're required to show the game and fish officer when you're hunting and interact with your license this will give you the ability
to show the officer your card and proof the game and fish actually has a link on their website where you can download your car exact card on there and it's my understanding they're already doing this this just puts it in code thank you representative Bell I just want
Representative Nate Bell
Unverified
23:57
to say thank you I can't tell you how many times I've been on the way to the woods and I barely fall outside the date lines and I've had to turn around go back home because I forgot my hundred
Speaker 115
24:06
ed card so I this will save me a lot of gas money don't you
Speaker 78
24:21
agree I agree any other questions representative
Representative John K. Hutchison
Unverified
24:25
Hutchison you know I think you made a good you said something was kind of really helped clarify things you said a code on there that's important right I mean a code would keep that fraudulent
making of a of a card it wasn't it wasn't
Speaker 105
24:45
right legal right well really what I meant by that representative was that we're making
it in the law they're already doing it but we're just making that official for the for the Hunters thank you thank you that representative Dotson motion do pass as amended pardon me
there was not an amendment I thought the same amendment applied to
both please excuse me I'm
Speaker 125
25:16
sorry representative Walker thank you Chairman Lee my concern
Representative John W. Walker
Unverified
25:21
is that while it may appear to be a convenience and a reduction in costs have you given any consideration to the fact that when a person presents this electronic proof in the form of his telephone or her telephone to the police officer you are in effect consenting to have your
Speaker 126
25:46
electronic device searched for other reasons I believe in the bill it says
that they are not able to look
Representative John W. Walker
Unverified
25:54
at other things on your device well it says that always I understand it but officers can always use this and it becomes a dispute for later determination by a judge and the officers usually say that they gave me permission to look they gave me permission to review their whole their whole database on the computer and then that puts the burden on the on the
person to establish that they did so are there any penalties to people who abuse this I mean my concern is that if I'm if I show you my computer and and you say well you've given me the computer and I don't want you to know what I have on it otherwise other than that one document what what what what guarantees to me as a citizen are there that my privacy will not be otherwise invaded by the officer
whoever it is of the state let
Speaker 85
26:55
me pull up this bill real quick sorry if
Speaker 95
27:02
I can get it to move here we go not move too far believe
you're looking for line 33 the presentment of proof of a hunter education certificate in an acceptable electronic format does not number one authorize a search of any
other content of an electronic device without a search warrant or probable cause or number two expand or restrict the authority of a law enforcement officer to conduct a search or investigation so I think that covers what you're talking about and if they did do that you as a great attorney that I know you are would use that phrase and and get that evidence kicked out of court I believe representative
Representative Jim Dotson
Unverified
27:52
Dotson you're recognized for that motion now
Speaker 18
27:56
thank you madam chair motion to pass all
Speaker 22
28:14
those in favor aye all those opposed bill passes Thank You committee
representative Armstrong did you make it in here represented Ballinger you're recognized you are passing over 1457 today is that
correct so you're on 1466 that
Representative Bob Ballinger
Unverified
28:32
is correct and thank you madam chair I'd have to say
I think you guys are tougher than judiciary okay we're starting with 1466 these are two good bills because they do very little and they affect very few people so I think that's probably the best kind of bills and the first one 1466 subtitle law to amend the law concerning records maintained during early voting what this bill does simply is codify what's actually in practice
and the vast majority of the of the county clerk's offices and it just requires them to report who early voted and to do it quickly apparently there are a couple counties that that aren't doing that and right now there's no really recourse in the law to basically request that they do that and so just provide people information to to know how many people early voted and who early voted before before the you know within a reasonable amount of time I'd
be happy to take any questions thank you representative Nichols thank you madam chair I know in the last election as a candidate you know I wanted to know who who early voted within 24 hours right and and and I know that in some districts though they didn't know who early voted until almost the Tuesday of Election Day is this addressing that issue that that it will be available I guess it
secretary of state's office or the county clerk will be required to transmit that information that is
Speaker 138
30:16
that is exactly correct that's what this bill would do okay sounds good to
Representative Nate Bell
Unverified
30:25
me representative Bell will this close the loophole that's out there currently where someone can early vote on Monday and the poll workers in the polling place not necessarily know that they've early
Representative Bob Ballinger
Unverified
30:40
loophole for anyone who voted Saturday
and they wouldn't necessarily know whether they early voted by Tuesday in places that are not reporting the issue is that they have to report within 24 hours so it doesn't take Monday off the table it doesn't take Monday off the table so if they voted at 4 o'clock on Monday then legally they'd be required to report it before 4 o'clock on Tuesday which of course is after thank you appreciate the clarification representative
Representative John K. Hutchison
Unverified
31:08
Hutchison thank you madam chair I wish you'd get this information out to my counties for sure
but uh I hate to I hate to make this a little bit more difficult but I like what you're doing here but you thank you do you think that we could add absentee
Speaker 119
31:22
ballots to this too I know that they actually
Representative Bob Ballinger
Unverified
31:25
looked at addressing absentee ballots and there was a technical problem with that and so they didn't include that in this bill I
think that is something that could be looked at it just was probably a bigger a bigger problem than what they wanted to address right here I'm glad you sniking on that way anyway and let me say represent Hutchison not you know the the information will be passed out to your
county if your county is one of the ones that are not reporting so this will should help anybody who's running in the next election thank you thank
Speaker 78
31:54
you manager is it your is it your experience that it depends on the county and
the county clerk and how they're running it because I know you know I'd love to brag on mine and I will but they have that information on a daily basis to all of us who asked for it so in all
Representative Bob Ballinger
Unverified
32:10
my County clerks do too or else I probably wouldn't be running this bill but there's there's only a few County
clerks who are currently not doing it thank you and representative
is there anyone in the public signed up to speak for against this bill not that I see it so represent fiction I'll recognize you for that motion move do pass all those in favor aye all those opposed congratulations that bill passed let's see about
Representative Bob Ballinger
Unverified
32:46
the next one 1467 thank you
Adam chair 1467 is also a really simple bill my assumption is when this bill was was originally passed into law where it's basically the reporting requirements same way we have obligation financial report election commissioners have the same obligation except for there was just no deadline that was put on to win they have to report so it just gives them the same deadline that we have and for anybody reporting this year while it's not codified in the very bottom you see the reports are are to be done by September 1st of this year so that we're
not putting any undue hardship on anybody reporting and I'd be
happy to take any questions any questions I see someone from the Secretary of State's office here for you to going to speak or if there are no questions then I'd direct representative Dotson says do pass all those in favor aye all those opposed representative Ballinger you sure you don't want around 1457
Representative Bob Ballinger
Unverified
33:55
as easy as this is going maybe but I've already told somebody I talked to him so we'll
come back around that all right thank you very much thank you committee representative Armstrong's he come into the room yet no represent Ferguson representative hammer all right committee members I didn't go down far enough representative Whitaker I did not go down
far enough please excuse me sir you're recognized at
Representative David Whitaker
Unverified
34:38
the end of the table that would be 1526 yes it would be madam chair thank you and good morning committee I'll be brief what we have before you today is a little bill that is sole purpose is to bring the social workers licensing boards fee collection for licensing fees in accordance with act 1159 of 2011
I have with me Ruthie Bain the executive director of the social work licensing board if you have any specific questions about how they got where
Speaker 78
35:16
they got identify yourself please for the record and
Speaker 155
35:24
go ahead I'm turning your mic up a little
Speaker 159
35:34
bit we're having a hard time hearing go ahead
Speaker 161
35:39
with your comments I would just like to comment that
Speaker 162
35:44
these are just clarifications all of the fees that are listed are currently collected by the board and they may be already covered in the regulation section we're just trying to combine them all together in the section of the code under the fees collected the only new thing is we started collecting the fee for the background check and started running those online to make the process quicker to get the results quicker that causes us to have to collect that fee and we'd
have to have it in the code in order to
collect it so this wasn't necessarily raising fees it was just matching two pieces
Representative Mary P. "Prissy" Hickerson
Unverified
36:24
in the code that's correct representative Hickerson thank you madam chair it well it says here the fee for application of a lot of a license it has increased not more than 50 to not more than 100 so that is an increase or could be an increase if you chose for it to be
Speaker 162
36:46
is that what you're doing what the board has been the practice of the board has been to collect $100 which is the application fee in the issuance of a license which could be their permanent license or their provisional license when they first apply the fee is like I said it's always been 100 it's been broken down in two separate ways but this is just clarifying it to show the 100 that saves us from having to collect two separate fees so one when
Representative Mary P. "Prissy" Hickerson
Unverified
37:13
they apply and one when they actually issue the life is to clean up of the language
it's not that is correct allowing it for an increase okay thank you very much any
other questions from the committee pardon me representative Nichols who pass no one was signed up to speak for it representative
Speaker 22
37:36
Clem are you to question can you we have a
Representative Ann V. Clemmer
Unverified
37:42
number of these agencies that have a lot of fees and can you just tell me what you do with these fees that you collect the fees are used
Representative Ann V. Clemmer
Unverified
37:55
what is that board's budget spent on the

we have one meeting we go to
Speaker 162
38:07
per year okay thank you representative bill I want
Representative Nate Bell
Unverified
38:14
to make sure I understood something you said you're currently collecting a background check fee but you don't have
Speaker 162
38:20
statutory authority for it is in our statutory authority it's in the
It's not worded clearly to say we collect the $38.50 to process the fee. So I
Representative Nate Bell
Unverified
38:37
guess my question remains, do you or do you not have
authority for what you're currently collecting? What are we doing here? It says in
Speaker 162
38:48
there that the applicant has to have a criminal background check. in the past the applicant always had to submit the fee the forms and everything
and we just collected it and sent it to the Arkansas State Police they made the payment to the Arkansas State Police thank you I appreciate the clarification
Speaker 101
39:15
representative Dotson thank you madam chair you said it's a $38.50 fee but we're increasing this to $100 now that's the
Speaker 162
39:24
application fee two different it's two separate things we're not putting an amount in the fee on the background check because that does change according to Arkansas State Police we're just
asking for the permission to collect the fee to process that background check and

state please thank you representative Hutchison thank you madam chair on this check which I'll do with these commissioners background checks and checks what what other what else would you check about them like if they're
Speaker 162
40:09
would you check we do a standard state background check and a federal background check and that just simply lets us know if they have any results on
Representative John K. Hutchison
Unverified
40:18
their federal background check does that mean that you know like being part of
a party or in other words let me retract that and I'll ask that later okay it's a criminal background check okay I got you I appreciate y'all thank you I'll ask later
Speaker 78
40:42
representative Nichols I'll recognize you for
that motion Thank You madam chair and I'm just wondering I'll make
my motion that after this day I wonder if this agency coming before us for statutory authority as a result of what central alone spent a lot of time on and having these agencies have clear statutory
authority before they implementing fees so
I think you're exactly right represent Nichols I was thinking the same thing all those in
thank you representative Whitaker members of the committee we've got a few minutes of just figuring out what we're going to do next week representative Wilkins and I have been talking about how we're going to start the constitutional amendments and we're going to want to start them Wednesday there are 18 of them there are 18 house ones the 19 house ones please excuse me the Senate has already started going through theirs we have a couple
thoughts I told you we might have an afternoon meeting but I'm open to if you want to come in on Wednesday morning at 10 and work straight through lunch have lunch brought in and work through till 1 or if you would just like to work 10 to 12 and then come back after session adjourns what is the wish of the committee
Speaker 75
42:17
on that one representative Kerr you have an opinion
Speaker 179
42:21
always I'm wondering it would it would
it not be better to maybe stop the morning meeting earlier is there a reason we
Speaker 22
42:32
can't do that start at 9 start at 9 and work through till I mean if we're not
Speaker 179
42:38
going to get through all 18 of them in
one day I'm open to starting early you do realize there's budget I don't know how many members of the committee are on budget they would miss budget on that day yeah so that would make it a little tricky my opinion it's never attractive being on camera eating
but you know that's that's my vanity showing I was just thinking if you know as you're as long as we're in our seats we could keep working through sometimes you get lost, you know,
Speaker 23
43:24
once the afternoon happens, but I can go either way. My opinion is that you guys up there are the boss.
We should go with y'all. I have that on record and I appreciate
Representative John Catlett
Unverified
43:38
that. Representative Catlett. Yeah. Thank you, Madam Chair. You know, the thing about it is, ma'am, I would hope that we would not work much past two hours because I do believe that we lose effectiveness after two hours and maybe
Maybe you could break these things up to where we could hear them two hours at a time and not try to cram. That's a good idea. Because as far as being alert, as far as – I just feel like
that should be considered. Thank you. I think that's an excellent consideration, and that would go towards breaking up and coming back in the afternoon. We're going to have to do it over several days
because then we will then go into joint meetings with the Senate. Representative Nichols? Last
session, one of the subcommittees had the, I'd call them informational types of meetings over the various constitutional amendments, and I think a lot of those meetings were after session, and that might be a possibility because if I recall, we really don't start taking votes until the joint committees meet.
Is that what happened two years ago? That's correct. So if we're not going to be taking votes and they're going to be informational, it might be better for you to empower that particular committee to do that. But, of course, every member is welcome to be there for that. And then the full committee
Speaker 96
45:09
can continue doing our normal work. So what I
hear you saying, basically what I'm getting then is to break and come back in the afternoon. Then that's what we'll plan on doing on Wednesday.
I do not know at this point if we're going to have a special order I'm waiting to hear about that on Wednesday morning but let's go ahead and plan on running represent Nichols I know what you're talking about I at the outset of a starting state agencies though I told you that my wish was that the entire committee do it instead of the subcommittee so that's how it's going to to be run
Representative Denny Altes

45:56
Altus of representive Altus you had a comment yes thank you I've
served on this committee several times over the past 15 16 years but it's always different
we start considering these amendments so could we like group all these by subject matter and then possibly hear them every everything in the group like let's say there's several in on term limits for instance could we like hear all the bills on term limits and then make a decision on all the
bills in term limits and then and then look at another group and hear all those bills
Speaker 78
46:43
and then that's a good idea getting with staff and grouping them by subject matter I think it's
an excellent idea thank you all right then our plan will be to meet Wednesday at our normal time and just work through until we're done with our business and then come back in the afternoon to start hearing them thank you all for being willing to work on Friday mornings we're getting done with the fair amount of business and keeping our calendar clean would
anyone be open to meeting after the following Monday after the close of session instead of just waiting till Wednesday of the pardon me the week after next so we would come in next week on Wednesday but the following week we would attempt to do Monday after and Wednesday after to continue hearing the constitutional amendment okay all right sounds good that's our plan a motion to
adjourn from representative Hobbs thank you
