So this doesn't this isn't this is this is good is what I'm trying to say without saying it's good. This is good Okay, representative Lincoln spoken for the bill Appreciate
What Senator Malone's bill did in our last session, it says that no agency or no board or commission can charge fees and can set them without it being first in statute, which is here. So if they come before, they will still come before the Rules and Regs Committee, just as they always have. But this will at least let us all know that they are charging some sort of fee, although it won't set the amount. They'll still set the amount through Rules and Regs. This just lets us know which boards and commissions and stuff are allowed to charge fees
would straighten all this up i think what
just make a comment instead of a question it
Okay. I understand, but I believe that this body also has the right to make rules changes once every couple years. and when we feel that it's right for the people of our state. And so, anyway, thank you. Thank you, Mr. Chair.
this body does not have any say other than the three months that we're in session. So we don't really have a chance to affect the rules and the administrative procedures of environmental quality except during this three months. So if we decide to do so,
federal government. Which come down and then they're implemented
policy. But isn't it also a policy that, and I've seen it happen, that in rules, which is where a lot of your administrative rules are made,
for a question. That was a great explanation, Representative Barnett. Would you explain 359,
We're still supporting costs. It's a very simple form to do. They don't have to run up here and do statute. What we've done instead is we've put this body, the General Assembly of the State of Arkansas, whose charge is to run government for the State of Arkansas, into the bumper sticker business. I think we need to go back to the way our previous
and to send the same amount of money to these organizations without having to buy as many license plates as you have to buy. So it's actually easier for the organization. Every time we pass one of these bills, whether it's costs or, again, following officers or whatever, what we're doing is we're overriding the previous General Assembly that put together this statute, put together these rules, which makes a very simple process that allows people to honor themselves, honor the groups that are giving money. The money goes to the same place.
And we are, right now, we're using statute to create every license plate out there, where years ago we established by statute some rules for our Department of Finance to put together special license plates with decals, which allows CASA and the Tennis Association and the following officers and every other organization that comes before us every year, that opportunity to honor the people that make contributions and to also differentiate yourself with that special decal on the back of your license plates
The Alcosa is a good organization. We've got a really, really good chapter of it in Harrison. A great organization, great purpose, as is Following Soldiers. I think we're going to hear about it later. And the Arkansas Tennis Association, good group. I like them, too. The problem we have here is years ago we established Code 27-24-1404, which is an application process for additional special interest license plate decals. There's a difference between statute and rules and policy.
Any questions? Thank you, Mr. Froelich. Thank you for letting me talk. Representative Link, for what purpose? I have a motion, sir. What's your motion? In the interest of making sure we get to our session on time, and I know there's a lot of people signed up, but I think we should give them all a fair amount of time. I'd like to
shot on this. I'm proud to pull it down, and I may or may not be back. Okay. Thank
Yes, sir. I think continuing our debate may be the best way to say that. Representative Kozart. Representative Link, don't you believe that
I just kind of thought right of refusal there was, you know, you either had to take it or not take it. But from what I'm hearing from your questions is that you all feel like that a school could just sit there and not say yes or no for years.
I'm okay whichever way this committee sees it. Basically, the risk lies either in the community entity that takes it from the school that they may make improvements and then it go back to the school, or the risk lies with the school that they have to compensate for improvements if they
bring the building back with the
that's not the intent, but I don't read it that way. But anyway. Okay. I'm sorry. No,
