think this is one of them resolutions that I really don't think needs a whole lot of explanation. I think pretty much everybody in here knows Corporal Barham. I know for the past couple of years, whenever I come to the Capitol, You see him standing there knowing that he's not only protecting us, but he's also there to help assist us in any way, shape, or form. For me personally, he's always helped whenever I needed any help, answered any question that I needed.
He's served the state capitol for 10 years in the capitol police, but more than that, he's also served the Conway Police Department and the UCA Police Department. So he's, I believe it's 28 years that he's spent his life serving the public, protecting the public. And for that, we just wanted to show our appreciation. We want to wish him a good retirement. From what I understand, today is his last day. He's going off into retirement, and so we wish him the best as well.
But Corporal Barham and his family are with us today, and we appreciate that. And with that said, Mr. Speaker, I would ask that the resolution be read in its entirety.

Whereas Corporal Robert Barham has worked for the State Capitol Police for 10 years, and whereas Corporal Barham has shown an ability to work with the public that reflects well on the State Capitol Police in the state of Arkansas, and whereas Corporal Barham has been an effective officer working well with his fellow officers and with legislators, and whereas Corporal Barham is retiring from his job with the State Capitol Police on Friday, March 1, 2013,
and should be commended for his service to the state of Arkansas. Now, therefore, be it resolved by the House of Representatives for the 89th General Assembly of the State of Arkansas that the House of Representatives commends Corporal Robert Barham for his exemplary service to the State Capitol Police. Be it further resolved that upon adoption, a copy of this resolution be presented to Corporal Robert Barham.

Thank you, Mr. Speaker. Ladies and gentlemen, it is my very distinct pleasure to come before you to ask you to join me in commending Leonard Cooper on winning the Jeopardy Teen Tournament. And let me just begin by saying this is the real deal. This is Jeopardy! with Alex Trebek on national television. And even though the word teen is in the title, I very much doubt that any of us would want to stand against Leonard Cooper in that tournament.
So it truly is an outstanding achievement that he won this national tournament against some of the sharpest minds in the country. I'm bringing this resolution because Leonard Cooper attends the East Stem Charter High School in downtown Little Rock, which is in my district. And obviously, I was really proud of Leonard for his achievement, and I think it reflects well, not only on Little Rock, but on the entire state of Arkansas. But I just want to share with you that after I introduced this resolution, I heard from so many people in the Little Rock community,
his people who knew his family, his fellow classmates, the parents of his classmates, people who knew his parents and his grandparents, and by the way, all of whom are here with us this morning, and Leonard's up there with his mother, Judy. But I guess what I learned just in hearing what I did from so many people is that this accomplishment is really the product of an outstanding educational opportunity,
but a young man who was obviously nurtured by his family and his community and his teachers and the administrators at that school. It's really an achievement that we can all be proud of. And Leonard is really a role model for so many other young people in Little Rock and in Arkansas. He's an inspiration, and I think it's just something, again, that we need to recognize whenever it happens, because it happens all too rarely. So with that, Mr. Speaker, I'd ask you to direct the clerk to read the resolution.

Whereas Leonard Cooper, a senior at East M High Public Charter School in Little Rock, Arkansas, won the Jeopardy Teen Tournament by outwitting 14 of the sharpest teenage minds in America, and whereas Leonard Cooper beat great odds to come back and win the tournament, betting big on the daily double that paid off, And, whereas, Leonard Cooper said he didn't think anyone thought he would win, especially since the category and daily double that led to his eventual victory was in American literature, and the other competitors were more well-read than he in his mind.
And, whereas, Leonard Cooper won the $75,000 grand prize and plans to use the prize to fund his college education and to pursue his love of guitar. Now, therefore, be it resolved by the Arkansas House of Representatives of the 89th General Assembly of the State of Arkansas that the House of Representatives commends Leonard Cooper on winning the Jeopardy team tournament. Be it further resolved, upon adoption of this resolution, an appropriate copy shall be provided to Mr. Cooper by the Chief Clerk of the House of

There are many persons like him, but Leonard stands out above most people irrespective of his haircut or his attire. And it all goes back to his family and his community and the support that he has plus his tremendous man. simply adds the National Hispanic Recognition Program to one of the two other programs for which a person, upon being selected as a finalist, becomes eligible for the Distinguished Governor's Scholarship. For those who may not be familiar with the Distinguished Governor's Scholarship, in order to qualify for consideration as a Governor's Distinguished Scholar, you have to score a certain amount on the ACT and SAT, and you have to have either a 3.5 grade point average
or be a National Merit finalist or be a finalist for the National Achievement Scholarship. This bill adds the National Hispanic Recognition Program to that list. All three programs, the National Merit Scholarship, the National Hispanic Recognition Program, and the National Achievement Scholarship, is my understanding all three are based on the scores on the PSAT test. The National Hispanic Recognition Program is administered by the College Board, which most are probably familiar with.
In consultation with Director Broadway, it's my understanding that this may impact one or two students a year at most. And one of the reasons I bring this bill is that actually I had a finalist in the National Hispanic Recognition Program for my district. And under current law, that distinction did not rise to the level of giving them qualification for that scholarship. I'll be glad to take any questions.

That's the first part of it. The second part amends ACA 21-6-310. It's proposed this bill would simply align the two codes because there's a conflict in the law. you recognize, to explain your bill. Thank you, Mr. Chairman. House Bill 1369, if you will notice the sponsors that are on there, was a cooperative effort between Representative Cozart and Representative McCrary.
We were all working on different legislation, and they did the same thing any good legislator would do. They dumped it in my lap and told me to take care of it. And we did work very closely together with this. We have Tim Collier, who is with the Pawn Brokers Association. We have Ronnie Baldwin, who is with the Arkansas Sheriff's Association, both of who were worked with very closely on this legislation and are on board with this. At this present time, a pawnbroker must keep a detailed record of all of his transactions.
That is readily available for inspection by law enforcement. This bill simply requires it to be available electronically. There is no cost to the pawnbrokers unless there is someone that does not have a computer and in this day and age conducting a business. Those people are very, very few and far between. This allows law enforcement only, it will not allow private citizens to go online and see the transactions. But the pawnbrokers are required to post electronically their transactions so that a police agency can look and see if there is something that,
if there is a report of a crime or an item that is stolen, they can simply go online and look. And if they see a description of that, then they can go. It is a help in time savings for law enforcement agencies. The pawnbrokers are required to have this information now. Some of them simply have it. A very few have it in a logbook. Almost all of them have it online now. Approximately 80%, according to my research, of the law enforcement agencies in Arkansas subscribe to this.
One of the most common ones that we hear is leads online, and this does not have to be leads online. It can be used. We require this now for the purchase of certain over-the-counter drugs. We require this for certain heavy metals and things that are sold. This is a bill that there is no organized opposition at all to, and we have the blessing of the Pawn Brokers Association and Arkansas Sheriff's Association. I would appreciate a good vote. Thank you.

to explain the bill. Thank you, Mr. Speaker and colleagues. We're looking at House Bill 1365. It's an act to omit the obsolete language from the Arkansas Water Well Construction Act. Under the current program, an individual applying to be a certified water well driller or pump installer must first complete the apprenticeship program.
That's from one to three years in length. and then prior to the inception of the apprenticeship in 2003, a person applying to be certified had to have two years of experience as a driller or pump installer. And this bill removes all the reference to the old two-year experience requirement and the language added to the law to facilitate the introduction of the apprenticeship program. I'd appreciate a good

As the membership is probably well aware, the Speaker of the House and the President Pro Tem of the Senate have contracted with two different entities for a review of the proposal. It's
anticipated that Representative Hodges will be the lead sponsor on legislation related to this project. In an effort to continue vetting this proposal, it's in all likelihood this proposal, this bill will come through the House Ag Committee.
