I think I want to speak against the substitute motion. HB 1007 Amendment is my amendment. This was fully vetted in Special Language Committee and received a due pass. The reason why I believe that we should respect the work of the subcommittee of Special Language, we should accept their decision, which was due pass on this amendment. This amendment is very, very clear, and this is why I'm asking you not to vote for the substitute of motion. This amendment is necessary and critical for four schools in the state of Arkansas to be open and stay open August 1. If you vote for the substitute motion to discuss this amendment, you are going to issue a death sentence to Umpire School, Kingston School, Rural Special School, and Timbo School. This was fully vetted with excellent testimony from the Department of Education that testified that all of these schools were able to detach by a vote of the people that was overwhelming, 91%. People went to the polls in March and said, we want to detach. Senator, I don't mean... I'm asking for a no vote on the substitute motion, and I'm giving my reasons why you should vote to accept the recommendation by special language subcommittee.

stabilization law and schedule Thank you, Mr. Chairman. Item C. This is the revenue stabilization law and schedule. Your first item and item C is the schedule. There are two main differences from the balanced budget that the governor's staff presented in last month, and that is that the allocations for county operations and all institutions of higher ed, there were some allocations in category B. Those allocations in Item C have been moved to Category A, and that is the main difference from the governor's balanced budget proposal. Mr. Chair Adams, C1 and C2 are amendments. The amendments are identical. Senate Bill, excuse me, House Bill 1100 and Senate Bill 75 are identical bills filed in each chamber. The schedule is what you'll see on the first several pages. That was what has been reflected in the schedule. I will point out to the committee that beginning on page 11 of item C-1, there is fund transfer language. There is fund transfer language to four existing set-asides. Section 4 is a transfer, these are all transfers from the General Revenue Allotment Reserve Fund or surplus. On page 11, section 4 is a transfer of $100 million to the Medicaid Sustainability Set-Aside. Section 5, on page 12, is a transfer of $70 million to the Arkansas Children's Educational Freedom Account set-aside. Section 6 is a transfer of $43.7 million to the various general discretionary majority votes set-aside. Section 7, on page 13, is a $5 million request to the motor vehicle set-aside. Sections 8 and 9 are fund transfers to the Quick Action Closing Fund. Section 8 is for $150 million. Section 9 is also for $150 million for public highway improvements. bill thank you chairman this bill supports the Bella Vista Veterans Wall of Honor the wall is the largest veterans memorial in our four state area we have both busloads of tourists who come from around the south to visit the memorial and it sits along the bike trails as well as the walking trails around Lake Bella Vista so it receives a great deal of traffic and attention it is truly one of the jewels in Northwest Arkansas. Given that we're bringing a new veterans outpatient clinic to the area, we foresee that there will be increased demand for space to add more veterans names to the walls. Therefore, the organization is looking to expand its space. I filed this bill requesting $400,000 to help with this expansion. However, given the extensive spending that we have done during the session that's already been approved, I'm going to withdraw this bill and pursue alternate funding from other sources this summer.
