to speak against the substitute motion HB1007 amendment is my amendment this was fully vetted in special language committee and received a due pass the reason why I believe that we should respect the work of the subcommittee of special language we should accept their decision which was doath on this amendment
this amendment is very very clear and this is why I'm asking you not to vote for the substitute motion this amendment is necessary and critical for four schools in the state of Arkansas to be open and stay open august 1 if you vote for the substitute motion to discuss this amendment you're going to issue a death sentence to umpire school Kingston school rural special school and timbo
school. This was fully vetted with excellent testimony from the department of Education that testified that all of these schools were able to detach by a vote of the people that was overwhelming 91% people went to the polls in March and said we want to detachenator I don't I'm asking for a no vote on the substitute motion and I'm giving my reasons why you should vote to accept the recommendation by
special language subcommittee so there'll be a so as I understand it I want to clarify this with Representative Kavanaugh sopresentative Kavanaugh, your motion is to pull this right now we're just talking about a substitute motion to adopt the report without item 15 in the report and so if we did that we would have a separate vote on that item and then there would be opportunity at that time to discuss and debate the vote on that item. I'm just curious, I think this this in and of itself will impact a lot of other school districts and
you know I'm not on special language and so I didn't get to hear how that may impact everybody else but my concern I know this is a very local issue and very contested issue but my my questions that I would like to be able to talk about would be how this impacts other school districts that qualify in the same way and if we're changing the funding permanently for them as well and what that looks like long term and I I'd love to be able to to discuss that in in debate. there are two main differences from the balanced budget that the governor's staff presented in last month and that is that the allocations for county operations and all institutions of higher ed there were some allocations in category B those allocations in item C have been moved to category A and that is the main difference from the governor's balanced budget proposal Mr Chair adams C1 and C2 are amendments. the
amendments are identical Senate bill excuse me House Bill1100 and Senate Bill75 are identical bills filed in each chamber the schedule is what you'll see on the first several pages that was those were had been reflected in the schedule I will point out to the committee that beginning on page 11 of item C1, there is fund transfer language. there's fund transfer language to four existing set asides.
Section4 is a transfer. these are all transfers from the general revenue allotment reserveund or surplus on page 11, section4 is a transfer of $100 million to the medicaid sustainability set aside? Section5 on page tel is a transfer of70 million to the Arkansas Children's Educational Freedomccount set aside Section6 is a transfer of43.7 million to the various general discretionary majority vote set aside

chairman this bill supports the Bella Vista Veteran's Wall of Honor. The wall is the largest veterans
memorial in our fourt state area we have bus busloads of tourists who come from around the south to visit the memorial and it sits along the bike trails as well as the walking trails around Lake Bellavista so it receives a great deal of traffic and attention it is truly one of the jewels in northwest Arkansas given that we're bringing a new veterans outpatient clinic to the area we foresee that there will be increased demand for space to add more veterans' names to the walls. therefore, the organization is looking to expand its space I filed this bill
