ALC-Policy Making — Nov. 13, 2019 (1:01:31)

Like if I wanted to send something to the public health committee that the public health committee hadn't dealt with in the first time, can I

ALC-Policy Making — Nov. 13, 2019 (1:01:05)

Let's hear a motion then. Yes. Do we have the authority to send something to the education committee

ALC-Policy Making — Nov. 13, 2019 (1:01:13)

that the education committee didn't send to us in the first place? Do we

ALC-Policy Making — Nov. 13, 2019 (59:21)

You can tell me it's snowing outside, but I know better. Thank you. Senator

ALC-Policy Making — Nov. 13, 2019 (58:49)

whether or not what they decide is going to be okay, and we know how that turns out. I will just put on record, Madam Chair, that my question was, what's the rationale? And right now, I have no rationale for doing this and send it to the ALC Executive Committee as opposed to follow the process that we have laid out, not one that I think is respectful of the intellect of the folks on this committee anyway.

ALC-Policy Making — Nov. 13, 2019 (58:15)

recommended that we do. There would be nothing else to talk about. But since we don't want to do that and we want to do something else, now we have to hurry up and let a smaller body decide something, which was my big fear, When we gave all of this power and authority to the ALC Executive Committee, that things like this would come up just exactly like this, and here we are. When we will say a small body will decide what we're going to do, and then, oh, by the way, somewhere down the road, you get to say yes or no to it,

ALC-Policy Making — Nov. 13, 2019 (57:44)

Because if there is a reason that we need to go this route, I assume, I would like to assume that somebody thought about something other than this is just how we want to do it. And apparently not. because if we wait until, if we just go through the process that we have right now on the table, we could have passed, for example, we could have passed that first motion if we're in such a hurry, we would be done with this if we would just do what the Education Committee

ALC-Policy Making — Nov. 13, 2019 (57:40)

anybody else want to say? Madam Chair, I wanted you to finish with trying to get the rationale down.

ALC-Policy Making — Nov. 13, 2019 (54:41)

Bledsoe, is your motion? I guess I'm asking Senator Bledsoe,

ALC-Policy Making — Nov. 13, 2019 (54:28)

What's the problem? That we cannot wait till December 20th. I just want a rational reason for that. Senator

ALC-Policy Making — Nov. 13, 2019 (54:12)

20th. So if it's December 20th, we're going to go to the ALC executive committee because we can't wait until December. 20th.

ALC-Policy Making — Nov. 13, 2019 (54:04)

we get sure about December 20th? It is.

ALC-Policy Making — Nov. 13, 2019 (54:20)

I don't, why is that? Could somebody tell me why we can't wait till December 20th?

ALC-Policy Making — Nov. 13, 2019 (52:49)

why it's going to ALC Executive. Is there some kind of parliamentary reason for that that requires that? Is that just a choice made in the motion? And

ALC-Policy Making — Nov. 13, 2019 (52:44)

your head. Madam Chair, I would need to understand

ALC-Policy Making — Nov. 13, 2019 (49:31)

I wouldn't say dangerous, that's an overstatement, but clearly out of step with what we ought to be doing. So I would urge you to please vote for this

ALC-Policy Making — Nov. 13, 2019 (49:42)

motion and respect the work of the committee and respect what this committee is formed to

ALC-Policy Making — Nov. 13, 2019 (48:57)

and never even push that I'm gonna do it just because I have the votes. I'm just longing for somebody to help me understand why this is good policy, as opposed to something that I just want for reasons that are not obvious to all of us, but clearly obvious to some of us, leaving the rest of us to speculate. And I think I know probably enough to do some informed speculation. And what it leads me to is something that I consider,

ALC-Policy Making — Nov. 13, 2019 (48:24)

and at least be in line with what we are designed to do. And out of respect for what the folks did who studied this and studied it to ad nauseum, I can promise you, and have some respect for that. Whether you get what you want or not, it's almost as if, you know, I've had a lot of practice of not getting what I want. I've never had the privilege of thinking that I'm gonna get what I want just because it's what I want,

ALC-Policy Making — Nov. 13, 2019 (47:54)

When the Senate education side voted on the motion, there was no conflict with any kind of parliamentary procedure or what we were there to do. And the first motion is obviously in conflict with what we are designed to do in here. And I just ask us, regardless of what the issues are we have going on, I think it would be prudent for us to pass this motion.
