members we have a supplemental agenda that we need to take care of first if The Department career education had a contract in progress they were anticipating switching to a new contract service that tractor client services that. Contract is not going to be ready for a couple months so they need to extend the current contract so that's what the supplemental agenda so I'd like a motion to adopt the supplemental agenda.
If motion are all in favor say aye hi all right we'll go ahead and take care that you want to read. Thank you Mr chairman Katy Wallin bureau of legislative research that afternoon members as chairman Bragg just said the supplemental packet item includes a letter from the department of transformation insured services just explaining the reasoning for this emergency review need as well as a copy of the contract as he stated this is with the department of career
education Arkansas rehab services with S. H. I. international for their case management system and as he stated this is just to extend the services for case management with rehab services for a few more months until their new case management system is ready. Senator Elliot you're recognized Mister this this looks like exactly what we got last yesterday evening in the mail or whatever yes this is the same thank you okay
Okay it'll stand reviewed without objection. And I let me Thank you Mr chairman members the first official item for our review agenda today is a rule review. It's item a one in your packet. This is the requested rule by the Department of transformation
and shared services for mandatory procurement training programs and because these rules pertaining to procurement they must first be reviewed by the subcommittee before going to their rule subcommittee and Secretary rouse and his staff are here to explain this rule. If you would state your name and position for the record please. Learn Ballard and interim chief counsel for the department of
transformation shared services recognized so thank you for the opportunity bring or rules before you today and we've got a rule that is related to act for nineteen of twenty nineteen and that was regarding some mandatory training that had to be conducted or in and set up by the office of state procurement to help educate individuals who are involved in the procurement process so essentially with the rule sets up is at the critical for training and also how can be documented and how and at four
nineteen contemplated some procedure that needs to be established for individuals who did not comply with the training and so that set up in the final part of the rule on how and. If it is reported to the office of state procurement those individuals and may have the rights to be involved in procurement taken away based on their compliance with that training I do want to note that the the training though this rule is coming here to stay for adoption because there's mandatory rulemaking built into the court for nineteen at the
offices it procurement has set up that training that was set up pretty soon after the Act is adopted and a tiered. Training set up was created to walk through people people three different types of recurrent training that they needed And I think if no we of course went through the making process we receive no public comment. Senate modifications were made in that respect and. I got some people here to answer questions help me answer
questions if if they're needed but I would be open to the question. Seeing no questions is to stand up to. Review. Okay okay. Sorry. You're recognized sorry Mr. I'm hungry okay is actual clarification and the response for the very first one read the rules the.
Setting the minimum number of hours and be through policy not formal rulemaking. It's not policy just with in their procurement division and determined by what that's my only my only question Mrs air. And Senator all the best answer that question that I may have to call in some others to help answer I'm so sorry. My answer would be at the right I think that is done by policy making by the director of procurement and and those
minimum hours were established I believe I think I had if you are procuring over two ACT over seventy five thousand there's a two hour training requirement every year an ongoing requirement and if you were under school during items under seventy five thousand is our and again I guess that tiered Education Act that would tear apart explains to me what I was concerned about that's good thank you yeah okay. That's it Mr. Senator Johnson you're recognized thank you Mr I will be very brief I believe in your
I'm also here to your left okay okay in your answer I think I just heard the answer my question this is how many hours annually. So it's a based upon the amount of procurement so for those procuring under I think moneys services under an hour it's I'm sorry under seventy five thousand it would be in our annually and then over seventy five it would be two hours okay I'm I'm I'm all for continuing education I just wondered if there was some I guess sliding scale and you're basically telling me there is yes and it's
my understanding there's about sixteen hours of education out there for them to work through that and to do that that progressive education. Thank you for clarifying thank you Mr. This is an fifty six let me make okay. You're recognized senator Hammer thank you best I remember this legislation was partly driven out the number of audit findings that were coming through and
this was intended to educate people at all they're areas as to what their requirements are just you know high level. In the rules is there any awareness made to the employee a potential liability they may be exposed to either for having not taken the course or for making a mistake having taken the course is that addressed in this at all. Hopefully I can answer that question as senator I think there's a it's bill ten basically that if those hours were not completed and that is made aware add to the office of
state procurement that person could lose their ability to participate in that procurement process I think that is done On the agency and to make sure that those certifications are completed I'm not sure that I answered your question I apologize it It partially okay but the deeper question would be does does in the training is employee made aware of any potential liability that they will bear if through the procurement process.
They have failed to do something that ends up say in audit funding I see I don't know the specifics of that training material I can certainly find out an answer for that and and get back with you that would be okay if you don't mind I'd like to get back let me know if the child thank you. Thank you Mr. Without objection this will stand review. Thank you. Thank you Mr chairman I can be in your packet or the methods of finance.

Representative Cavenaugh you're recognized for a question thank you. Thank you I was wrong the last time we're just now review in the contract that I would like to ask the question on so if I can have the if they come out management services.
Okay if you would identify yourself in her department and what number was at number seven on page seven. You're recognized for a question thank you I'm over to the right so on this we're asking for additional amendment to a contract because it says that we're extending by nine months the that go live date on this new system why is there a delay in the the development of the system. Hi
my name's Clark regular on the chief information officer for the department of finance and administration. Hi. What we are trying to. Do by standing this contract was to work with OPM and the Office budget and make sure that the we coordinate with the on going success factors project. Not. Overly complicate the implementations of both systems at the same time. Okay needed additional time.
But it says with the new go live date seven one of two thousand twenty three yes I mean what was the original go live date September thirtieth. Okay we were trying to coordinate to make sure that we didn't adversely impact any speak closer yes ma'am we're trying to. Avoid inadvertently impacting the budget for the biennial this year so because of resource constraints issue. Work with OPM the office budget
project team India today okay. I don't understand what you mean by it was a budget constraint I mean either resource a resource construct either they were able to finish the project on time or they're not able to finish it on time. Yes ma'am. We are trying to finish the project without adversely affecting the other ongoing operations that are going on within the office of budget and within the office of personnel management and their SuccessFactors project.
Because the budget system was gonna have to interface with the SuccessFactors project we're trying to coordinate the timing of the work that has to be done between the two different projects okay so you're extend in this because it has to coordinate with another program another project yes yes. And that project is not done by this company. No ma'am it's it's the work that's being done within the office of personnel management. And that's scheduled to go live in the. Spring I think.
Okay thank you. Thank you. The representative for. Flowers you're recognized thank you Mr chairman I just had a quick question about item eight on page eight. And I just wanted to get a little clarification on that item it looks like it's an amendment to an existing
contract but it I don't understand. What the amendment is for and it looks like imminent amounts to almost five million dollars. So my from the FNA of the. That that's for additional contract resources within the office of information services to add to cover the cost of existing. I T. contractors and and add a couple more to the.
Over it's over the course of three years that's a total cost of. What you're seeing there. So we enter the contract for one point one. In dollars an hour asking for almost five million more. Melanie Haislip a TFA yes ma'am the original contract I believe was for one year we're asking at this point for an additional three years to make sure that were covered so where that first year was the one point one
million the next three years will be covered by the five million that we're requesting here so instead of coming back every year asking for additional this will cover us for that three year period. And in this role click what are these what are the I. T. contractors for what is related. They support the application's development team within ops and information services they also support the heirs integrated revenue system support of that
at the tactical level database administration system administration as well as Here's the technical services the infrastructure department of finance and administration cabinet the different servers and PC's in the network that is used by the F. nine these different consultants are hired to support those systems okay thank you so much. Turner Hammer you're recognized Mister could I ask you the
fill question please. It would state your name and position for the record please. Rebecca Haley university of
Arkansas Fayetteville. Melissa rush university of Arkansas system Senator recognized thank you Mr this is on here on Khan a consulting contract. The the definition is clarification compensation else's can you just record play are they going to do a comparison of the salaries of the of the twenty seven hundred employees to do realignment to bring it in with you know with where we are in today's world or what's that about yes Sir it
really is it's a completely new analysis of the bill a new study that we come in with the North P. to really look at not just the compensation but the classification the committee the communication change management and the training so it's really from start to finish with all these twenty seven hundred positions to come and tell us give us a data analysis of career pathways projects of job families in those types of things some going back to discussion in this morning's meeting about nursing in about you know recruitment of
instructors how will this have an effect as far as the tailing by profession like a professor that teaches engineering or a professor teaches nursing and doing alignment so that we get a real number is far as critical need areas and what it takes to get the the staff to teach exactly right so what they'll be looking at all of that doing a geographical Nash national analysis seeing what's out there where those critical areas or how we need to bring in hold on just recruit them but also retain them once we get them to campus show them my career
pathway of where they're going to grow at the university what do you expect this to be done and out will be when will it be available it's a it's a police twelve twenty four month process every year to two years out it takes a while it's all the data that has to come in to be analysis. Okay thank you thank Mr thank you thank you. Saying no more questions without objection this item of a review. Thank you Mr chairman the last
