R. methods of finance on the first page is the letter from DFI accounting of the methods of financing they're sending over today for your review on page two starts the chart the first one is for Arkansas northeastern college it's for energy energy efficiency projects a little over three point seven million dollars and they know that they have plant and loan funds to cover it as well as federal funds then we have some for a issue Jones where the first one for bookstore renovation nine hundred sixty two thousand this is going to be covered under university reserve a issue Jones first farmers market they're building a construction of a new farmers market building this is a little over three point four million dollars they know that the majority of this will be funded through a private gift as well as university funds then you have campus lighting phase three five hundred forty four thousand three eighty they have university reserves for that project as well as for the lab sciences west fire alarm replacement which is a little over three hundred twenty eight thousand then you have number six national park college this is for student housing project to provide two hundred bed student housing facility two hundred fifty thousand dollars currently they have cash funds to get that project started essay you tech for a campus H. back upgrades this is for shoemaker hall and the GM H. fax systems a million one hundred sixty one thousand of a million one or sixty one thousand because that they have federal funds these are coming from the higher education emergency relief grant as well as the next one for them which also is funding from those of federal funds for other campus H. back upgrades for the technical engineering building and that was being re. The third one on the third page is the multi use silicon carbide national research fabrication laboratory they received seven construction project proposals and interviewed three of those contractors they selected the whiting Turner contracting company for the building of the building and the design press professional be it will be with buyer the last one of their alternative deliveries is there H. back equipment improvements are they receive for proposals interviewed all four of those entities selected CDI contractors and Henderson engineers so those of the alternative delivery construction projects on today's agenda all right members not seen any questions and without objection these items will stand as reviewed. The next items on our agenda are grants of the first batch comes from the health department D. one so the first one for the health department there is a federal grant fund for half million dollars for online on demand training technical support platform to address issues related to social determinants of health and two of collect development of action steps for community partners and local health departments statewide numbers two and three or both grants that are funded by state dollars the first one is to for comprehensive burn education and outreach program and the second one is for bar here education travel associated without reach education and educational materials number four on the next page is again a federally funded grant for diabetes self management education and support number of five is an amendment to an existing grant this is a land of federal as well as eighty percent state funds it is for the infant child death review program number six is amendment of adding to the grant to support the goals of the Arkansas cancer plan and real as it relates to tobacco control that one is funded by master to tack tobacco settlement money number seven through eleven also are funded under master tobacco settlement funds and these are all going to provide office space and administrative support for the community health nurse specialist and community health promotion specialist to carry out the requirements of their positions to provide technical assistance education and policy guidance to school district nurses health communities and community health coal lace coalitions in Arkansas that's seven through eleven number twelve on page four is an amendment to an existing federal grant and this one provides licensed clinical social worker. For services to community health worker assistance in non clinical locations throughout the state were HIV positive our Kansans can receive interventions psychological support and course plotting to expedite their HIV care and treatment assistance and the last one for the health department on page five is an amendment to an existing grant and this one is to provide administration and direct client services for low income HIV positive persons with medical and support services. Information they give them a based on where the people are at the conditions under which the people actually live. Because for example if they're giving them information about eating healthy foods and they live in a food desert. No that's not going to be that useful in many cases so that's what are they giving false information her their conditions are they just giving out the standard information that people can even access a way to use it. Right your. You know it's on the Arkansas. Read your on his back okay. So it is my understanding that that is that is part of the process so when it when they're doing this and that's what we're looking at on this or you know on the server areas and individuals that that usually can't that I missed out on is to be able to address them not only in their condition but in the area which they live and what's available to them. So when they submit their grants do you I don't know who looks at them but if I were to look at their submission is there is there something in there that will give me a good idea of how you are helping somebody for example who does live in a food desert or in order to do what they need to do is get exercise if there is a place where they can get out walking that kind of stuff in the submission enough. But that's okay that's okay. Because Mr cherry or somebody who represent staff would just get somebody from Baptist this is I just want to talk about this this is not to blame thing. Now Mister chairman today to these are the grants from the Department of Human Services numbers one three three or all going to be for recap providing recovery community organization services in various catchment areas these are federally funded number four is an amendment to an existing grant that they have for a sub grant for employment training services for snap recipients number five is to provide for us a family stability programs federally funded grant number six is an amendment to an existing grant that they have for early head start community hub assistance and those of the DHS grants all right members not seen any questions without objection these items will stand is reviewed the next group of grants are are Arkansas court appointed special advocates casa grants of all local calls all local casa programs in Arkansas recruit train supervise community volunteers to advocate for the best interest of the views in the collected children in circuit court of the national pass costs association in Arkansas costs up require all programs to pass a rigorous quality assurance process based upon state national standards and be in compliance with state national standards for casa advocacy in program management these grants can be allowed to pay for salaries and related calls for program staff to work on recruiting and supervising and managing the volunteers and you the travel this necessary to stay in contact with children training that they provide supplies equipment assisting with rent utilities etcetera and membership in national costs or associations the chart that you received C. shows the judicial district the counties are the third column shows the grant amount from the state and then the next column shows the percentage of that poor. Tion of the agencies that their budget that is state funded and then there other funding sources this is a total of a little over seven one point seven million dollars in funding to these costs a grant programs that takes us through item the three. All right members not seen any questions without objections these I'll stand as reviewed the next group of grants are from the Arkansas soybean promotion board of these are going to be funded by this agency special revenues that they receive so the first one is fifteen thousand dollars for programming at the Arkansas agricultural learning center operated the for state fair for year round advances special programs related to both the industry and beef product nutrition the second one is a grand for midsouth soybean board to conduct research projects in collaboration with the states they work with Missouri Arkansas Mississippi Louisiana at a public researchers work to enhance the soybean industry through research across the mid south region the third one is for membership dues to the United States soybean export council for ten thousand dollars the fourth one is for two hundred five thousand four grow grow for the green to yield contest used to help promote the progressive nature of the soybean farmers in Arkansas and then number five is ten thousand dollars for the national biodiesel board grant or membership dues to that organization number six thirty thousand dollars for assisting in poultry education with the university of Arkansas center for poultry excellence in viable and then finally number seven forty eight thousand one hundred this is for expanding of the solely food value chain in Arkansas so those are the soybean promotion. Yes Sir this would be on our existing footprint at the North Little Rock headquarters across the regular bill all new construction yes Sir the total of the construction will be low. The amount is well we're at capped at three point three million we don't yet know exactly what the price will be because we haven't engaged architect on it but that's the the most it would be it would be the top twenty seven percent state who all was or any other consideration looked into it and other facilities that might be available that could be converted for that type use to got to be on campus yes Sir we've actually been looking into this for about a year now a little over a year looking at different various warehouse locations you may be familiar with the current warehouse where we store the core samples and there are a lot of them. And. That location is not really feasible anymore it's it's pretty dated and needs a lot of repair and so we've been looking at other options and then when we explored of the prices and and not let Aaron kind of talk to some of that because he's been involved in that process a little more this was kind of the the better option for a long term solution. Is the initiative all of by AD cures or any push from a EPA or anything saying we're we don't have Syracuse up regardless of the. No no we've not received this is actually the warehouse part of this building is going to court is. Store the core samples which Arkansas Geological Survey is the one that has has those samples so this will be a kind of a partnership where we have a warehouse for those samples as well as a training technology center for the entire department with this relieve any costs for current facilities that. Mister of the next group of contractor inter governmental contracts easy to beginning on page nine of the packet the first one is career read rehab services this one is a little over three and thirty three thousand six forty eight is for hiring teachers and program director to serve students with disabilities through injury educational co op services then we have education with a issue Jonesborough to oversee the evaluation and data collection activities as outlined in the Arkansas where project submission number three education with a issue of for positive behavior interventions and support training and coaching services to educational pilot site number for education with the university of Oregon this one is for online career and college planning system number five health department this is with all Rock ambulance authority Ms and this is to continue to establish and operate a statewide infrastructure for the Arkansas trauma system. number six health department this is for pregnancy risk assessment monitoring system of number seven health department with you a Monticello this is for Dr Keith Blount's objector Laboratory at you AM to provide technical support to the department of health do not it is the session section number eight health department to UAMS we do facilitate current real time access to imaging for Arkansas trauma patients number nine and ten these are going to be for DHS and there to continue early childhood technical assistance services. Jonathan bill Director of the Arkansas career development center I thank. Right thank you John I'm over here for far right is what that looks like this is a new program I'm just interested in learning more about it and uh who's going to target what you hope to accomplish and so forth. Gramlich John and a company. Yes we have been passed and the workforce innovation opportunity act to partner with secondary education for pre employment transition services to help prepare students with disabilities for jobs that exist in the communities and in doing so we we look at different ways of partnering both with school districts and it was just a natural fit with the educational services cooperative although this is fairly new we had we did our pilot program with the gas meter educational services cooperative on transportation and logistics I can tell you the first school that came on board we had sixteen stations that are all currently in internships around the alma areas they have out of the sixteen fourteen of already received credentials related to transportation and logistics and they were getting very favorable of response from the employers that are partnering with us that they will have they will be extended employment opportunities so we we're really looking at ways in which we can expand that role the educational services cooperative helps us to make sure that we're able to hire individuals that meet industry credentials but also meet the educational requirements so that students can get credit for the for the classes that they're going through so they're getting credit both for the knowledge that they're learning the credentials and also for the internship component some are good programming students we all be able to help with the this program right now with the or pilot program with one class we had sixteen we're anticipating ramping up up to six class six classes by her instructor so you can say that that would be quite a few new statements and that's X.. Banding our current ability which was really located in the hot springs area alone so this gives us more of a state wide presence and actually spread that out and gets it into local areas where students don't have to be transported to hot springs or to have a a long term stay in hot springs area but will be able to be done primarily in the different school districts now we do this through a blended approach we do some distance learning but we also do some very targeted hands on labs so we get the best of both worlds and we also partner with special education instructor at those school districts many of the students that we work with our night at not able to take advantage of some of the safety courses that are available because they're doing course recovery or they just don't have the ACT scores to get into some of the career centers that they that have similar classes so this is really kind of a pre requisite for that and can lead us postsecondary training either at a college or through registered apprenticeship okay sounds like a good program thank you John. Why we're. Sending this study out to okay out of state well before we get there a couple or people that you all make sure that we don't have anything specific to this contracts under hammers yours okay and recognize Senator Hammer. You're recognized thank you Mr and and you just touched on the second goal as far as these of students have the opportunity to be trained in a career technical education center the do you have that in the in the plans for the future I'm I was trying to understand how this is going to help him segue into that work environment yes Sir a lot of the students don't have a lot of that Knowledge or experience toward those different career fields so one of the obligations of those instructors is to do career exploration specifically to these areas and those that are eligible to go to the career centers we help to facilitate that we also have programming at the hot spring center is called our student access and support systems so that we can put any kind of accommodations in place so that they can be successful at the career center's ideally we want those that can go to the career centers to go but we also want to make sure that there are opportunities for those that because of whatever reason are a good fit at the career center so that they can get that technical training okay and one of the things I understand is sometimes industry is a little bit hesitant for whatever reason the hire of folks with disabilities so what involvement how has the industry. Industrial world that would normally be associated with CTE center been involved in the discussion because to me would seem likely to be a natural fit if you've got industries in the community that are present at the city center so they could reject comfort level and remove that that that fear factor arson Sarli involved or not yes they are involved for each one of our training areas we have a business and industry advisory group very similar to what you would see with the CD programme and a high school setting in addition to that we work with that special education instructor who often has some very strong ties to the community in the business and industry area and and I almost for instance on a pilot program we were able to reach about seven different employers that were willing to give internship opportunities that are going to lead to jobs in that while there were some initial hesitation one of the things we're able to do is we have a business and engagement group that works with us through Arkansas rehabilitation services and I go in and can give a presentation on the benefits of hiring people with disabilities and also the income tax credits that are available to them so that has been very successful start thank you Mr president Senator. All right Senator Irvin is this your question for the okay I got. Representative or skews me Senator Elliot is a question for graduation okay you're recognized for a question thank you not that I'm glad alimony has got the pilot but how did you determined and how we determine going forward. Next. Okay one of the things that we've been doing is working with the school districts that are in the dos and cooperative and we start looking at different jobs that are available in the area and we've been doing career exploration with them with some of our existing programs they're located in hot springs and they felt like these will be very good yeah it's for them and their students we've got a really strong program with lake Hamilton school district and also fountain lake found like it's been one of our very strong schools that have partnered with us so we'll be rolling it out through the cooperative the FAQ Walker reaches multiple school districts what we already have school districts that are very excited about the expansion of those that programming for the students with disabilities yes I guess I should have asked Per next to include the next co op next call because I'm really trying to I'm looking at this in a regional way of of yeah all of the state we are we are looking our next co op we are currently partnering with great river co opts out of pine bluff and one of the things that we're looking for with them is not necessarily the CTP route but they're looking for some additional help for psychological services to help folks get on the right track and the ride mindset to get employed and stay employed because they have some very good CTP programs but were really kinda looking at partnering with them on both their alternative learning environment because a lot of those students have disabilities and because of the disabilities as a lot of frustration that is is kind of coin itself out as bad behaviors so if the like if we can provide those supportive services in that cooperative the like there will be a whole lot of opportunities are going to be available on the C. T. E. route so that's another cooperate we're looking at and also looking at providing some some opportunities and northeast Arkansas another even though they're located in a coop in it And as in a particular geographic region there are some collaborations across co ops so for instance cafe enter doesn't go all the way up to Prairie Grove but because of of the close location and the distance learning and the targeted labs we're going to be able to go across those cooperative lines to be able to provide that training and and be able to to help students in different school let me clarify Great Rivers quickly be sure I understand. So for the students in pine bluff. They've got the career tech opportunities voter in this case there bills disability is. Their disability is. What I'm not understanding why with their disabilities all right that a lot of the disabilities are learning disabilities but because of the learning this eighties and the need for support on those they often demonstrate as behavioral issues that are kind of keeping them they've got the skill set the successful in the C. T. E. programs but because of some behavioral set backs there's some problems with them being able to continue on their their training area so this is one of the supports that we feel we can put into place in that area to really help enhance the CD model it's already in place because that cooperative also manages the safety programs of for those school districts in that area I don't think I don't think this is a question that the panel if you can answer but. I would like from somebody from a staff to find out if in the case of pine bluff if we're quoting behavior with to set this up disability because I know that actually does happen and it should not happen because because somebody hit as bad behavior doesn't necessarily mean they have a disability so I'd like that just clarifies and I don't have any questions for where they stand thank you thank you Senator Elliot. You're recognized no okay go ahead he's got a it's another agencies okay sorry yet just follow up questions I think just following up with what Senator Elliot just stated I think I'm very concerned that children that are having behavioral health behavioral issues that is not equated to disability or to mental health issues and what I don't want to see our children who do have a learning disability might have dyslexia or has a difficult reading that they are put into an alien program and then. You know that we are feeding that pipeline I don't I don't want that to happen because those are children that are not supposed to be in that environment they need they need to be and so I'm just cautioning because when we start to hand out big contracts or contracts that have a lot of monetary value to them what I do not want to see is creating the justification for the amount of money in the contract. Not to my knowledge at you know to meet CMS requirements in that federal mandate there were there was and the ability to have both a relief medical and religious exemption know whether they terminated employees after that mandate went into effect I don't know that okay was that is the health department funding a facility like that if they did not follow federal federally federal guidelines is there any any call back on that if if they don't follow federal guidelines we you know our surveyors actually under CMS rules and state licensure rules we go in and make sure that those facilities are following on. Regulations and so you know part of what we look at is they do have that exemption available in look at those exemptions that that have been requested in in you know this this is behind us we don't know that we will face it again in the future very soon it could well have that is here and here's my concern. There were entities that we're all trying to do a good job protecting the vote yes I mean the old I'm said with all the criticism we've given department after whatever we all. And I I hear that my colleagues to they may not tell you but we've tried to say that some as we go along thank you here's my concern sure is towards the end. Around this funding time. There are certain facilities that. They seem to. Be very genuine. And how far they could push. What the federal rules say they can do. For extreme hailed. Beliefs. We column religious exemptions but it's not always has to be. Exactly what I'm our minds definition thanks that is all. So we had some paper what I thank. Did some good things in and really looked at it to see what they could do to keep their facility staffed and all in all everybody wonderfully stay we had some already known that came out and said. You don't paid it but this deadline your girl. And I would I would say they did not have the same mindset looking at exemptions that others and I'm again I'm not preaching the health department yes Sir I'm saying in the future I hope we can find a way. That we do not disrupt and invests five. We all had had people we know the past relative had one two. But I wish we could have come up with some kind of guideline that everybody. TransCanada same level to find a way to get some dead and we funded them just like the ones that did. I just wanted for transparency talk about not only the amount of money we're talking about. But the amount of lives again that were lost due to the. I just kind of wanted a clarification on. Sir I don't I don't have would you have could you yeah what was that contract number again it's. Page five of thirteen. And paid six. What I can I can explain to you the you know the contract and the arrangement with Baptist health and maybe they can explain it initially when they submitted their their proposal to us they only had two locations identified so we had a certain amount of money at the time and this the same rate the four thousand five hundred dollar per be it rate and then they submitted. A revised proposal so as we did we use the same amount of money the same total award but we just force and or we allocate a proportion of that amount to a third location so does that kind of help well maybe are I mean so would would you be saying then that the total contract amount would be more like six and a half million yes if we combine all of those it would be closer to about almost seven million okay at the only thing that confused me was that that the description and the contract somewhere the same twenty eight I guess beds the Conway twenty four port Smith and eleven Van Buren on both contract numbers. Yes what I'm what I the only thing I can sum up with that is that there was a change along during the process we didn't increase the amount that was being given to that hospitals different locations but because they did request to allocate funds to another location it's probably confusing and however the paperwork is set up so so you would say then that that contract amount it's not too contracts for three million something it's one contract center that was over six million. We'll it was a contract to Baptist health for three different locations within back to sell so yes one contract three different locations and each location had their own amount within that contract so those would Baptist I guess the part that's confusing is the description of. But at least these two contracts seems to indicate that it's the exact same sixty three beds being funded twice is that makes sense that is not that was not the case and I apologize for any of you in that but it should have been one contract three locations would actually have the amounts of how much we allocated it was three point five million to Conway one point three million to Van Buren and three million to Fort Smith what was the first amount three point six three point five to Conway okay thank you appreciate the representatives I think that for just looks like maybe just sloppy reporting.
