you, Madam Speaker. Members, I think all of us at some point have had our lives touched by cancer. And that's a scary thing. And, you know, you may not realize it, but the most common form of cancer in the United States is actually skin cancer. And the good thing about that is it's also one of the most preventable. Melanoma itself, which strikes fear into the heart of many people just saying that name, has a 99% cure rate with early detection. And so we're excited today to have the opportunity
to, with many other states in the country, to recognize May as Skin Cancer Awareness Month, have with us today some members of the UAMS student body of medical school. These are students that are interested in pursuing dermatology. They're going to be here today handing out information at the Capitol on skin cancer awareness. And, you know, we appreciate a good vote on this resolution. Thank you. I would love for her to read it in its entirety. Thank you, Madam Speaker and Madam Clerk.

cancer is the most diagnosed cancer in the United States, and whereas melanoma and other skin cancers are some of the most preventable forms of cancer and account for more than 50% of all cancers combined, including breast, lung, and prostate cancer, and whereas one in five Americans will develop skin cancer in their lifetime, and approximately 9,500 Americans are diagnosed with skin cancer each day. And whereas it is reported in the United States more than 5 million people are treated for one or more skin cancers each year. And whereas more than 1 million Americans are living with melanoma, and melanoma rates have doubled since the 1980s.
And whereas it is estimated that there will be 234,680 new cases of melanoma diagnosed in 2026. And whereas melanoma is the deadliest skin cancer, and close to 9,000 people die from melanoma each year, with one American dying from melanoma every 67 minutes. And whereas it is reported that of the 1 million newly diagnosed cases of melanoma and other skin cancers each year, an estimated 10,700 people will die.
and whereas the estimated total direct annual cost of melanoma treatment exceeds $290 million and whereas the annual cost of treating skin cancer in the United States is $8,100,000,000 with $3,300,000,000 allocated to treating melanoma specifically and whereas the objectives of the Arkansas Dermatology Society are to promote the highest possible standards of clinical practice, education and research in dermatolic medicine and related disciplines to promote the public interest relating to dermatology to advocate on behalf of dermatology and high-quality patient care
and to provide a forum for the discussion of medical and practice-related problems. And whereas the Arkansas chapter of the Dermatology Trainee Advocacy Group is the organization consisting of dermatology trainees and practicing physicians dedicated to promoting the highest standards of clinical practice, education, and research in dermatology, to advocating for policies that improve patient care in the practice of dermatology, to fostering engagement in health policy and community outreach, and to providing a forum for discussion of medical, legislative, and practice-related issues.
And whereas the University of Arkansas for Medical Science, College of Medicine, and the University of Arkansas for Medical Sciences Department of Dermatology are dedicated to advancing excellence in dermatologic medicine and surgery through leadership in clinical care, medical education, and innovative research while striving to improve patient outcomes and uphold the highest standards of practice. And whereas it is important to encourage public awareness for Arkansans of the dangers caused by excessive and unprotected direct exposure to the sun and to educate the people of Arkansas about preventative safety measures to decrease the chances of developing all skin cancers, especially melanoma, while still allowing for the safe enjoyment of outdoor activities.
And whereas May is an appropriate month to designate a skin cancer awareness month, now therefore be it resolved by the House of Representatives of the 95th General Assembly of the state of Arkansas that the House of Representatives encourages all of Arkansans to have a greater awareness of the risk of skin cancer and the need for the early diagnosis of skin cancer. Whereas Mr. Frederick Henry Middleton was born in Arkadelphia Arkansas graduated from Arkadelphia High School and resides in Arkadelphia Arkansas and whereas Mr. Middleton began his career at the street department of the city of Arkadelphia in January 1975 and whereas Mr. Middleton held the position of assistant superintendent of the street department until his retirement from the city of
Arkadelphia on December 31st 2025 and whereas Mr. Middleton served the citizens of Arkadelphia for 50 years and was honored by the city of Arkadelphia for the achievement. And whereas Mr. Middleton has been married to his wife Angela Middleton for 48 years and has three adult children, Robert, Brandon, and Ashton, and four grandchildren, Ryan, Dylan, Jordan, and Leonton. And whereas Mr. Middleton is a fisherman, an avid ham radio operator, and a member of Excelsior Universal Lodge number 13 with over 30 years of service. And whereas Mr. Middleton

thank you madam speaker i'm here to do house resolution 1022 first thing i want to do is
recognize the guys I have down here with me, Coach Jared Johnson, Player Juwan Pickens, and Player MVP Jeff Glassbrenner. Also want to recognize up in the West Gallery, we also have some more team members, coaches, people associated with the team. I think there's a big contingency up here in the other gallery, in the East Gallery, to cheer them on. So the Rolling Razorbacks are from Sherwood, Arkansas.
They won the Division II National Wheelchair Basketball Championship game on March 29, 2026, in West Monroe, Louisiana, defeating the Memorial Rehabilitation Sharks from Fort Lauderdale, Florida, with a final score of 61-51. The championship win marked the sixth national championship title in the program's history, I'm sorry, the sixth, yeah, national title in the program's history in the first national championship title in 26 years.
So it was a little bit of a dry spell, but we're back. We're back. Yeah. The Rolling Razorbacks ended their 25-26 regular season with 15 wins, four losses, and zero ties going into the championship as the number two seed. The Rolling Razorbacks were led to victory by head coach Jared Johnson, assistant coaches Bob Hagen and Jason Monroe, along with staff members Carla Hagen and Curtis Tompkins, and the Berlin Razorbacks sought and achieved a national championship under players Dennis Crave, Jeff Glasbrenner, Tim Eldridge, Anthony Tate,
Michael Tompkins, Mark Ritchie, Juwan Pickens, and David Satter. Jeff Glasbrenner was named the MVP of the game with a total of 24 points, 16 rebounds, and 5 assists. And they competed in the 2026 Adult Division II National Championship, March 26th through the 29th, which was a 16-team format. in three adult divisions with a total of 45 teams and more than 500 athletes from across the United States. They defeated the Charlotte Rolling Hornets.
Well, y'all blew them out, didn't you? 70-44, the Naval Academy Center San Diego Wolfpack with a score of 62-20 in the quarterfinal round and the Ability 360 Phoenix Wheelchair Suns with a score of 57-56. Eek that one out. in the final seconds of the semifinal round. When interviewed following the championship win, Coach Jared Johnson remarked on his coaching role, which requires a coach to prepare your players for adversity
so they are ready to overcome these moments that are really hard. I just want to say that I coached high school girls basketball. We were talking about this before for 26 years, and it is so difficult to win any kind of championship, much less a state championship, much less a national championship. And I want you guys to know that all of the House members here, all of the state, we're all so proud of you guys and so happy for your championship win. So, Madam Clerk, if

Madam Speaker, it's an honor for me to stand here and recognize the Parkview Patriots who won the 5A state championship. Jason Harrison, I've known Harrison for a long time. We grew
up in the same neighborhood together. His daddy was my best friend
and I can remember when he was a kid, his daddy bought him a basketball goal and put it in the driveway. And every evening when I come in from work, Jason would be out there working on his free throws, working on his jump shot, working on his moves as a basketball player. Little did I know that he would become the head coach at Parkview Magnet School. As you know, before Jason became head coach there,
it had been several years since they had won a championship. I think the last time Parkview won a championship, it was under late Al Flanagan. And when Jason accepted the position as head coach, immediately Coach Al Flanagan told him that you all will win a 5A championship. He's the first coach ever to win a 5A championship in his first year. Also, what I want to do is recognize all the team members of the Parkview Patriots. I would ask them to stand there in the East Gallery up there.
Those are your 5A champions. Before Jason became head coach there, Parkview had only won four games and lost 25. This year, he won 28 games and only lost five. Head coach Jason Harrison was awarded the 5A Coach of the Year He was also named the Association Coach of the Year in 2025.
And he was also the Arkansas Democrat Coach of the Year and the Arkansas Democrat Gazette Boys Coach of the Year. It's amazing how one person can take a team and turn that team around. It was once said that if a
coach is going to be a great coach, he would have to have a great player. and Jason, I'm so proud of you and proud of what you all have done this year it's very remarkable because it's unheard of and I want to sincerely
thank you guys for all the things that you all have done on the basketball court
and off the basketball court and I would say without a doubt that this is one of the best Parkview teams that we've had in the state of Arkansas in a long time And as you all know, Parkview is rich in tradition. That's where Derek Fisher went to school, and he left his mark there. Now these guys have left their mark, and many of them will go on to college and leave their mark.
If they don't leave their mark in college, they will be successful in life because what Jason has done, he has helped lay a foundation for these kids to be successful in life. And again, congratulations to
the Parkview Patriots who won in overtime by beating Marion. I can't say it any better that I'm proud of Parkview. I'm proud of every player on the team. I'm proud of what they're doing in our community. And more important than that, I'm proud of them as citizens.

to present your resolution thank you madam speaker what a great day it is to be a bomber uh the 5a uh cross country state championship was won by the bombers they scored 30 points 62 points fewer uh than the next ranking team and that kind of confused me for a minute because i played football and whoever scores the most points win but in cross country it's a little bit different who gets the least points wins so uh learning curve for me on that the boy the bombers have
won four consecutive state titles, and won five out of the last seven years. But this is a bigger deal than that because it's the first time in Mountain Home High School history that both the boys and the girls won both the 5A state championships. So very proud. Golf Team as not only the 2025 Class 6A state champion, but as the three in a row state champions and who have now won three state championships for Mount St. Mary Academy. Sounds like a dynasty to me. I don't know. We'll see next year, right? Three's pretty good. The Bells
team members are seniors Chloe Frevel,
Annabella Gutierrez, and Maria Izai. And these three are on the floor here with me. Juniors Lily York and Maddie Hernandez and sophomores Liv Erk and Amelia Green. Bells team member Lily York placed second in the individual results of the state championship, placed second in Class 6A individual overall title tournament, held at the Pleasant Valley Country Club in Little Rock. October and earned all state honors, all conference honors, and all Arkansas prep honors in girls high school golf. Annabella Gutierrez placed third in the
individual results of the state championship, winning a three-way playoff round by making a birdie putt, lots of pressure, and earned all state honors, all conference honors, and all Arkansas prep honors in girls high school golf. All three senior Bills team members will play golf in college, attending Arkansas Tech University in Russellville, Henderson State University in Arkadelphia, and the College of St. Mary in Omaha, Nebraska. The Bells were supported by my very good friend, Athletic Director Lane West, and Head of School
Sarah Jones, and the Bells were led by Head Coach Laura Frevel. And Head Coach said of the team and of the victory, what an awesome feeling. It's been one heck of an exciting day. I'm so proud of these girls, and I've been so blessed to be a part of this group. They fought, and we had some ups and downs, but they fought hard and kept the group score where
they needed to be. I wish Representative Carr was still in here, because the one thing that Rogers didn't win this year was girls golf. But he left, so I'm not getting to dig him, but I will later for sure, girls.

and to congratulate a coach who has left a lasting mark on our state. Today we honor Dave Wilbers for his incredible achievements leading the Arkansas Tech Golden Suns women's basketball program and to wish him the very best in his retirement. Coach Wilbers took over the program in 2007 and right from the start he set the tone. In his very first season he led the Golden Suns to a 26
and six record, a top 10 national ranking, and a trip to the NCAA Division II Tournament. That kind of start tells you everything you need to know about the standard that he brought with him. But what's even more impressive is what followed. In 2010, his team fought through double overtime to win a conference tournament championship, and just days later, they defeated that same opponent again to advance to the NCAA Elite Eight, something the program hadn't seen in over a
decade. The very next season, they reached the number one ranking in the nation, won another conference tournament, and captured a regional championship. Over the course of 19 seasons, Coach Wilbers built one of the most successful programs in Division II basketball. His teams recorded 382 wins, made nine NCAA tournament appearances, won seven regular season conference titles,
five conference tournament championships, as well as two regional titles. That kind of consistency does not happen by accident. It comes from leadership, discipline, and a commitment to excellence year after year. And his impact goes beyond just the wins. As noted by Athletic Director Abby Davis, Coach Wilbers not only met expectations, he exceeded them, while also ensuring his student-athletes succeeded in the classroom and were prepared for life after basketball.
Madam Speaker, achievements like this make me proud to call Arkansas home. They remind us of the level of excellence Arkansans are capable of when we commit to something, work for it, and see it through. Coach Wilbers and his program represent the very best of our state. He finishes his career as one of the winningest coaches in Arkansas Tech history, tied for the most seasons as a head coach and second all-time in wins across both men's and women's programs.
Madam Speaker, careers like this don't come around often. Coach Wilbers didn't just build winning teams, he built a legacy. And with that, Madam Speaker, I'd ask that the resolution be read in title only. Madam

thank you madam speaker colleagues i come to you today to recognize an exceptional group of student athletes who have made our state proud the arkansas Tech University Golden Suns achieved a historic milestone this past October, winning the great
American Conference Championship in women's cross country. This was a long time coming. Over the past five years, this program never finished lower than third place and was runner up four straight times. They stayed disciplined, stayed focused, and this year they prevailed to win their first conference championship. This was a true team victory, so I'd like to take a moment to recognize the full roster of this championship team.
Ellie Aikens, Libby Booth, Emily Caldwell, Rachel Caldwell, Peyton Carson, Mackenzie Epperson, Aiden Fisher, Sophia Gorlick, Amaya Grant, Allison Greathouse, Audrey Hill, Kate Holbrook, Molly Holt, Regan Jones, Addison Lefke, Julia Minton, Passion Perez, Ansley Rollins, Avery Stanley, Kate Weber, and Carol Werner. All five scoring runners finished
in the top 25, including Hill, Grant, Stanley, Carson, and Booth, who helped lead the way on the course. Hill, Grant, and Stanley also earned first team all-conference honors by finishing in the top 10, while Peyton Carson earned second team all-conference recognition. Beyond their athletic success, these young women have also excelled academically. Epperson and Greathouse were named elite scholar-athletes with perfect 4.0 GPAs, while Akins, Caldwell, Carson, Fisher, Rollins,
and Stanley earned academic honor roll recognitions. This team is led by head coach Gabe Sams who was named conference coach of the year alongside assistant coach Jackson Schwartz and volunteer assistant Mike Waller. Their leadership has built a culture of discipline, accountability, and belief. Madam Speaker colleagues this championship is more than just a win it's about perseverance

The Lady Charging Wildcats defeated the Harbor High School Wildcats 46-40. This is the Charging Wildcats of North Little Rock's sixth state title and first since 2022. It truly is title town in North Little Rock. The Lady Charging Wildcats finished their season 30-3. Also with us up in the gallery is Coach Fimple. Coach Fimple, I love his saying, I want this team to be legendary at the end.
Did he really say that? Okay. Well, it worked out, didn't it, Coach? It worked out so well, and I think it's fitting that Representative Duffield was honoring the Golden Suns head coach because the new head coach of the Golden Suns will be Coach Fimple.
