would affect private business owners is what you're... That is correct. Okay. Thank you for taking my question. I apologize for standing
Sure. I think it's pretty rude of him to leave. Mike, because he said he would answer any question. He did. My question to him, then, as a private business owner, there's a city code on lighting, and if this law was to be put into place, I have to have certain lighting. So if my neighbor next to me feels like my lighting's wrong, would that be considered my light?
and if he wants to comment or?
And so, when you're talking about light trespass, which I found in the presentation, I mean, that puts homeowners, I mean, it looked like on there in the city of Little Rock, you know, could be court put into the court system for you light trespassing I mean do you agree with that when you were watching that I do agree with that yes and I think one thing you also may see when we walk in downtown Little Rock we feel pretty safe because of the way you have your light system would you agree
Thank you, Mr. Chair. Mr. Lowe, have you not seen the amendments? I have not seen the amendments. Okay, I'm sorry you didn't get a chance. So you would agree with me then that any time the state government sends something to the local municipality and tells you to do something, that is considered a mandate? That is correct. Okay, and so, and one thing I find troubling in the amendments, it takes ADEQ out, and it puts in place of them, it takes the court system.
Representative Harris, you recognize. Thank you, Mr. Chair. Representative Douglas, just want to make sure this
so we can move forward. But let me tell you, there's more than just this 7-year-old that needs help. There's many children in the state of Arkansas that need the help, and that's why I'm doing this today. So I'd appreciate either a no vote or just not voting at all. Thank you.
And I have requested that their budgets be stopped until I get a meeting, and it hasn't happened. And that's why today, just out of respect, I asked for this appropriation to be held. Senator Bledsoe, I have much respect for. I believe she can help me in this matter, and I will have a discussion with her, but it is in due respect to her, and I will discuss it with her. But I would appreciate either not voting or a no vote so I can help this 7-year-old get the help that she needs
But today I'm not going to just stand here like a deer caught in headlights. But I made a commitment to a little seven-year-old girl that I would do everything I could to get her out of a mental institution. And I understand that this is just an appropriation, but I know what an appropriation is. It can be once it's given the money, then it goes out. But I have requested meeting after meeting with the state and with the mental health, behavioral health, and I've yet to receive a meeting after requesting meeting after meeting.
the bill. Thank you, Mr. Speaker, and thank you fellow members and friends, as Representative Vines often says when he comes down here.
Representative Harris, what purpose? Hold on Senate Bill 737. Do you want to hold
I'm surprised the Judiciary Committee didn't ask me that question. The reason I
And I'd appreciate a good
ammunition? That's a good question, Representative Linderman.
what we've seen in other states is where someone comes into, like the Expo Center or up in northwest Arkansas, the Holiday Inn where they have a gun sale going on, where they take videos and go in and they try to catch a gun seller doing wrong. And this is a private citizen going in and trying to capture the gun seller doing wrong. And this will prohibit that from happening. But this does not stop law enforcement from going in and trying to capture unlawful gun sales.
This bill is something I've worked on with the NRA. And this bill in particular puts more teeth in the state law where it's already federal law. And this restricts prohibited persons from attempting to purchase a firearm from a lawful seller. It adds a state penalty where it's already a federal penalty. And basically what it also does, when there's a sting operation going on,
Thank you, Mr. Speaker. Thank you, House members.
been made? No, you can make the motion if you want. After talking beforehand with Representative Edwards, I'd like to make a motion to amend House Bill 2010. To adopt the amendment of House Bill 2010.
