I was sick and then I had to go to an event with the governor. But uh so fate worked out well. legislature together for how long? Since 2012, we came in at the same time and the first time that I was able to get him to go to dinner with me was this past week. may be the first time ever this has happened on the Senate floor. We're recognizing today one of
the most vital industries in the state of Arkansas. The trucking industry. Today we have from my district, from Austin, Arkansas, Mr. Josh Fordner, who was a 2023 truck driver of the year is awarded that in 24 and I thought it was such a special occasion cause there's only one in the state of Arkansas per year that gets this award. And so I want to bring him today. He's sitting up here in the gallery with his beautiful wife Nikki, Mr. Josh Fortner, the 2023 truck. driver of the Year.
I'm gonna throw a little bit more in here to you, not, not just to see the truck driver of the year. He said a 25 year career, he's driven more than 3 million miles accident-free. That's an accomplishment. Uh, if you, if you're giving lessons, I've got
a 20 year old and a fifteen-year-old that could use some advice, I'm pretty sure. Hey, also, we're, we're not gonna stop there, right? So I mean, we're always
winning in White County, so we've got a little bit more happening real quick before I jump into that. We have our White County leadership group here with us today. Appreciate them being here in the gallery so we can give them a high. I Alright, so what Ricky was just reminding me was is that our driver of the year also drives for stallion trucking, located in BB, Arkansas, but, uh, so we're, we're grateful for that, but also we have butch rice here
with stallion trucking, and so we didn't just have the driver of the year here in Arkansas, but Butch has been operation in BB or NorthRock, one or the other for 27 years, he has 150 employees and 100 drivers. He opened his business in 1992, expanded it in 19. 98. Again from an office in North Rock all the way back to BB. Again, we're grateful for that. Um, and so every year, the truckload carriers Association announces their division winners
for the 49th or and this was for the forty-ninth annual TCA Fleet Safety Awards competition. Uh, these awards recognize truckload carriers that exhibit an exceptional dedication to safety by achieving the lowest accident frequency ratios per million miles. So the division award winner, and that's from 5 million to 15 million miles, the first place was stallion trucking, uh, transportation group out of BB so grateful to have you here.
So great people make great organizations and I've got to know Butch over the years and what you don't know is all the things that he's doing behind the scenes and all of the organizations that he supports, whether it be a Special Olympics, Harding University, to whatever it may be, this guy steps to the plate and no one knows about it until after it happens. And so again, I think it's just a testament to who you are as a reflection of how successful that business has been. Thank you. Other announcements.

Uh, Jordan Nelson is from the state of Idaho and Ronan, Ronan Palin. I'm, I'm, I I didn't get that correct, but he's originally from Normandy, uh, but has come to us from the state of Nevada. Uh, senators you have with uh on your desk a bottle of their water, crystal Geyser Natural Alpine spring water as a gift from them, and it's just really my honor to uh pro uh present this resolution, um, And so I'd just like to read it
to celebrate 35 years of family owned in Arkansas based CG Roxanne LLC and it's crystal Geyser Alpine Spring water at CG Roxanne LLC is a family owned and family operated bottled water company that has been bottling crystal Geyser LLC Alpine Spring Water since its establishment in 1990 and Crystal Geyser LLC Alpine Spring Water is the number one nationally Distributed bottled spring water in the United States.
It's most well-known product is a square-shaped gallon, which is produced at 5 of the company's 7 spring sources including the Norman Arkansas Springs Source, and whereas the Norman Arkansas, CG Roxanne, LLC plant has been in operation since 2008. Last year from Norman, Arkansas, they shipped 132 million bottles of spring water and 8 million,200,000.
cases of spring water all produced with a 50% recyclable uh polyethylene tariff flat. I can't say that word. Uh, there you go, um, they take pride in supporting their local communities, uh, where the plants are operated with a total of 32 team members in Norman, Arkansas, um, they, uh, strive to constantly improve uh their sustainability by abiding by its founding principle of bottling spring water.
less than 1 and 5/10 miles, 1.5 miles from the natural spring source, including offering Arkansas consumers, crystal Geyser natural spring water from the Washita Mountains and Norman, Arkansas. Um, folks, I think this is pretty doggone cool that we're the bottle that they are bottling uh the number one, number one, nationally distributed bottled spring water in in the United States of America comes from Norman, Arkansas. and these great folks, uh, with
Crystal Geyser, um, are responsible for that, and they maintain those jobs and that critical operation in Norman, Arkansas, family owned business, and I just thought it was a really cool thing to celebrate, uh, that today and bring you a bottle of water. yourself a registered forester, you have to have a minimum of a 4-year degree in forestry from an accredited university. You have to have a certain minimum number of years of experience and passing examination to be qualified to hold yourself out as a registered forester. Occasionally people who want to enter into the timber business, which is wide open and I encourage anybody to get in any
business they want to, but it, it, it is illegal to call yourself a registered forester if in fact you are not, it would be the equivalent if someone holding their staff out to be a CPA just because they might have been a bookkeeper somewhere and that, you know, that is not tolerated either. Currently, if someone is holding their sap out to be a registered forester. the enforcement division of the Forestry Commission under the Department of Agriculture really has one option which would be a class A misdemeanor which would
result in in that person's arrest. They're wanting to add an intermediate step in there just in case somebody knowingly or sometimes unknowingly broke the law. It gives him the ability to um to assess the situation. It may be give them a fine just to get their attention and make a point before they physically have to arrest them. Uh, Senate Bill 257 changes the timeline and the Medicare, Medicaid appeals process, um. Currently, it's 35 days. This bill would extend it out to 65 days. The reason we're doing this is because there's a lot of inefficiencies, um, these, these notices are mailed out that a claim has been denied and sometimes they've expired by the time the hospitals receive them, depending on the male and unknown conditions, sometimes there's just a couple of weeks
left on it. Um, currently, there is a most insurance companies have a minimum of 90 days. Uh, on for them, uh, I think passes I have 120 days, so all we're doing is increasing this from 35 to 65, uh, won't be a physical impact because even if a claim is denied, there's ways for them to open up a claim, but in that process of reopening a claim. the state of Arkansas, um, there's a subcommittee of the Arkansas Forestry Commission that administers the, that administers the exam for registered foresters, and they also investigate any complaints that come before the commission that may be leveled and that
that may be levied against a registered forester. So there's concerns since all of the rest of forces on the commission have to be on the investigation team that they may be prejudiced if they come back to the commission because they've done the investigation and that they had to be recused, then you might, you might not even be able to have a quorum in front of the whole commission. I know this is something that was kind of I think brought to the attention by the Supreme Court that there could be a conflict of interest. So what they're proposing is is just allowing
3 fresh forces from the commission to stay on the investigation panel. One member from the School of Forestry at UAM and then give them the flexibility to bring on 3 more arrest reporters on an ad hoc basis to make the investigation team that way they know that they have a minimum number of members to meet a quorum to um to pass judgment if someone is brought before them, and I'm closed or not closed, but I'm open for questions.
