If I can have your attention, uh, I get to sit in a lot of meetings, uh, we're all busy and spread out, but uh from time to time I get updates on things that I think are just really good news that uh it's good for all of us to hear good news. It's good for us to be able to share good news with our constituents. And so I've got a few members lined up to just, uh, you know, one today, one Wednesday, one next week to just share an update on something that I just want to

former colleague Senator Keith Ingraham pulled together a task force to look at implementing rapid DNA technology in Arkansas. It's a way for law enforcement to be able to get much quicker results on DNA tests so they can make
quicker decisions about whether to pursue a lead or drop it. So with everybody's help in this chamber in 2023, Representative Carlton Wing and I passed the enabling legislation along with an appropriation to establish a pilot, and I want to thank the state crime lab for this thorough update. I'm only going to read just a couple of lines from the very end of it here. The state crime lab remains dedicated to working closely with our pilot agencies to ensure that the program is successfully implemented and continuously evaluated. They are looking for to continue the pilot, find some additional funding to expand the pilot with
a goal of eventually making sure that every county in Arkansas has access to this technology because, as I said, it's something that can really help law enforcement to make faster decisions in important situations. So I just wanted to appreciate, thank everybody for the support on this legislation and hopefully if we need further funding in the future, he'll be there to support it. Thank you. Thank you, Senator

um, want to stop and think about what we're doing here with this particular type of tax policy, um, Amendment 79 of the Constitution required us to do at a minimum $300 tax credit,
OK? So now we're at the General Assembly at the time, it didn't provide a mechanism for For paying for that tax credit. It just said, you got to do it, OK? So at the time that required the General Assembly to come up with the money, so they came up with a half cent sales tax. We have the 3rd highest sales tax in the nation, the state of Arkansas does. And so everyone pays an additional 0.5%.
That is dedicated to the property tax relief fund. Well, now we have doubled if this passes today, we will have doubled what we're required to do as a homestead property tax credit. Now I have no illusion that this is going to pass overwhelmingly. I mean, you say tax credit and everybody hates property taxes. It's the most hated tax out there. I agree. I hate it as well. However, we're going to get into a situation if our sales tax revenue.
dip that we are now Going to have a tax credit that exceeds what we're collecting. And so We're also collecting twice as much as we're required to collect. I just want to think about this. I've filed a bill to reduce the half cent sales tax of 3/8. I don't know if I'll have any support for it or not, but at some point in time we're going
to have to start lowering our sales tax in this state. While we're the 3rd highest in the nation, I'd like to see us get down to where we're not the highest in that category. Um I'm not asking you to vote against this. I'm not asking you to vote for it. I understand the politics of it, and that's why I hey, I've tried to talk to people individually throughout, throughout uh the years since I became aware of this. We are not required to have a half. We're not required to have a half cent
sales tax for this. We just do, and it continues to grow in the fund balance in there, and so we go in and we rate it for other things. So if we're going to write it for something, this is just as well we might well rate it for the purpose of it, which is property tax relief as opposed to something else. I totally agree we shouldn't be spending on anything other than property tax relief. However, I would far prefer that we stop taking money out of people's pockets, robbing Peter over here just to pay Paul and saying,

The story that was told was that
they received a complaint at one of the election polling sites and when they asked the individual that called said, Do you see that little redheaded lady sitting over the corner. He said, Yeah, that's the monitor. You can go ask her and she'll get it. straight. So what it's allowing is to make sure that we've got more monitors out at the polling sites to be able to address issues quicker, and it does not have an increase to their fund in order to do this, and so would appreciate a good vote. President. I'll stay on the amendment. There was some misrepresentation just took place. I hope it was a misunderstanding or a lack of knowledge or study, but anyway, on page 21, line 33, the money is being added to the county fairs. On page 21, line 31, it's
being taken away from, from the AY or it's reducing the AYE from 48,000 to 54. 100, 5400 is the level that we currently support our district fairs. County fairs are less than that. So when AYE was brought in at $48,000 it was an unprecedented number, and I'm trying to remember from back then how it compared to the state fair number, but it was very close to what we put in the state fair.
I, I also want to say there's a huge difference between shows and fairs. I've, I've participated in both. I love Cattle shows, horse shows, whatever kind of shows, those are great. And what happens is you have agriculture people with agriculture people showing their animals and, and kids are getting treated great. They're getting patted on the back. But a fair is different. It introduces the urban area, kids
to the country kids. They go to school together sometimes and, and that young person that has taken care of the show animals for month upon month and showed up at school with mud and muck on her shoes and on her boots and maybe been teased a little bit for that. Now they're the star of the show at a at a fair. And so there's a huge difference between fairs and shows. And, and we do currently support shows, but nothing to the tune
of $48,000. So anyway, I'd appreciate a good vote on the amendment.
