be here today, I, I want to pray over you and uh I wanna pray three specific things. I'm gonna go ahead and tell you in advance what I'm going to be asking the Lord to do for you. A week from today, I'm gonna be flying into Rome, Italy, be my first time to go to Rome, and uh I'm gonna visit a number of historic sites, but one site will be the burial place of the apostle Paul, and the apostle Paul, perhaps the greatest Christian who has ever lived, in one sense, wrote his own obituary. He wrote his own tombstone. It's
called 2 Timothy in the New Testament, where he said at the end of his life, he said, I have fought the good fight. Now that's more than being a good fighter. It means you fight good fights. You fight fights worth fighting. He said, I've finished the course, which means he understood what his course was to be, and he pursued and persevered in it. And then he said, and I have kept the faith, which means he did not compromise his moral compass as he served the Lord. So if you'd allow me, I wanna pray those three things for you today. Let's pray together.
Heavenly Father, thank you that we can come before your throne of grace. You've invited us to do that, or we have an audience with the King of Kings when we come to you. So Lord, thank you that I'm a privilege to pray for these servants, these men and women that serve the state of Arkansas. Lord, I pray for them that you will enable them to fight the good fight, living in challenging times, help them to understand the fights that are important, the fights that are
worth fighting and enable them to do that in the power of your spirit. And Lord, I pray that they will finish the course, that they will understand why the voter sent them here and what they stand for and what's at stake and that they would have perseverance and strength to run that race well in a way that would honor you. And Lord, I pray that they would keep the faith. They would not lose their moral compass that they will understand uh who it is they serve ultimately. Father, we know that those were all exemplified in your Son, the
Lord Jesus Christ, who fought the good fight. He finished the course, and on the cross, he said it is finished. It is paid in full. And was raised from the dead to show that he paid a full sacrifice for our sins. So Lord, we need you, we need your grace to do what you've called us to do, help us to do it, Lord, in a way that would honor you, glorify you in Jesus' name we pray. memorial resolution for a man of Arkansas.
Um, born in 1924 in Wilton, Arkansas, Little River County. And that man was L Clifford Davis. This is his family here with me today. Judge Davis passed. On On just two weeks ago, February 15, 2025. At the age of 100 years. Judge Davis was born in October 1924, as I said it.
He was one of 7 children born to Augustus and Dora Davis. They owned a small farm there and rented additional land to cultivate. They taught their children. Christian values. Entrepreneurial mindset and self-sufficiency. This memorial resolution is 5 pages long and I'm not gonna stand here and
read the whole 5 pages to you, but you can imagine that someone who has lived 100 years. had quite a life. But this was really special for Judge Davis because he of his accomplishments and I'll highlight some of them. He, um, Left Wilton, Arkansas. Because of
restrictions on secondary education for black
Arkansans in Little River County. So his family rented a home
here in Little Rock so that the children could attend the high school under the supervision of their aunt and Judge Davis ultimately graduated from Dunbar
High School here in Little Rock. He was a graduate of Philander Smith College. He got his bachelor's

degree there and then he attended Howard University.

During the school year 1945, 1946. Then he went to Atlanta University to study economics. That was in 1946, 1947. And in the meantime, that same year, he sought
admission to the more affordable University of Arkansas School of Law. However, Due to the racially discriminatory practices
considered in admitting black students. The school. admitted Judge Davis, but they required him to keep different financial requisites and separate instruction practices compared with white students, so he declined. The offer But he simultaneously opened the door for admission of blacks to the university.
And I think you can recall Silas Hunt being the
first. Black student admitted to the University of Arkansas Fayetteville's Law School. World War II veteran. who didn't survive, but he went in there and he uh survived those practices of separate class and instruction. But going on with Judge Davis's life.
He went on to Howard
University and Washington DC in the fall of 1947 and graduated from that school in 1949. He was admitted to the bar in Arkansas in July of 1949. It started his legal practice the next month in Pine Bluff under the tutelage of my father, Attorney Harold Flowers. They worked on civil rights and desegregation, litigation.
Judge Davis also assisted at the time, future Thurgood Marshall, justice of the Supreme Court. In the National Association for the Advancement of Colored People. With the landmark 1954 desegregation case Brown versus Board of Education. In 1952, Judge Davis moved to Texas. He taught there at Paul Quinn College in Waco. But then he established his
residency and took the Texas bar exam and was admitted to the bar in Texas in 19503. Then moved to Fort Worth, Texas to practice in 1954. He made
uh a preeminent mark on North Texas. In the pursuit of equality as
he played a pivotal role in desegregating the public schools of Mansfield and Fort Worth
Independent School Districts because of that accomplishment a school, in elementary school in
Fort Worth was named in his honor in
2002. And in 19 um 77. The black lawyers in Fort Worth formed
a law society. Called the Fort Worth Black Bar Association. Which later became the Tarrant
County Black Bar Association, but then became the El Clifford Davis Legal Association. He was the first elected black judge of a state district court in Tarrant County in 1984 and he served two decades as a district judge, including service as a senior visiting judge before his retirement retirement. And a district judge in Texas is equivalent to our circuit judges
here. So he, he, um, served at the top. Of the lower courts in Texas. And he was an advocate for civil rights in Arkansas and Texas. Not only working for integration in the public schools, but also expanding opportunities for jobs, voting rights, the holding of public office and housing for minorities while promoting civic responsibility for the greater
good among minority populations. He was inducted into the
Arkansas Black Hall of Fame. Along with the Little
Rock 9. He was a lifetime member of Omegai Phi fraternity for over 70 years and he achieved
the pinnacle of Freemasonry as a 33 degree. Mason. He
was 92 years old. In 2017, when the University of
Arkansas School of Law granted him an honorary doctorate in place of the one he was denied
via racial discrimination in 1949. He received dozens of legal
civic community service awards during his life and career. Including the National Bar Association's Hall
of Fame award, the National Association for the Advancement of Colored People's Robert Ming Award, the Tarrant County Bar Association
Silver Galvo and Blackstone Awards, the rally for Education Inc. Mentor Award and the anti
defamation League of North Texas Trailblazer award and the Tarrant County commissioner designated Judge
L. Clifford. Davi's day. As he approached 100 years of age. Judge Davis was inducted as a legend, a Texas legal legend
and was honored with the Dallas Bar Association's Legacy Award. He was named a living legend by the Black Academy of Arts and Letters of Dallas and the Tarrant County Black Historical and Genealogical Society, and this was also a time when many feature stories about his legendary
life and career appeared in preeminent Texas newspapers and magazines. He was married to Ethel Weaver
Davis for 59 years, and they had two daughters and I'm told they're watching live from Fort Worth, Texas. And many others all across the United States in the legal profession. are watching. born in Ashley County, uh, he would be senators, Senator Gilmore's constituent and so Senator Gilmore and I are able to bring this, but also as a graduate of the University of Central Arkansas, uh, in my hometown of Conway, it's such an honor to do this. Uh, I could read this whole thing. I'm gonna hit a few of the high points, but uh uh let's just start by saying, uh, whereas Scottie Pippen is one of the most talented and successful athletes from the state of Arkansas and
one of the most talented and successful athletes ever to play the game of basketball. Uh, but to me, Scotty's story is so important because he came to UCA. He was 6'1 and Coach Dyer made you manager. Is that right, Scotty, you were a manager of the team. So all you young people that haven't gotten your growth spurt yet and, and you're asked for the coach to to do some other duties to kind of earn your way onto the team. You hang in there because this is
the greatest example you're ever going to see. Uh. Uh, Scottie Pippen was born on September 25, 1965 in Hamburg, Ashley County, Arkansas to Preston and Ethel Pippen, was the youngest of their 12 children. He played baseball, football, and basketball as a child, but most, he wanted to imitate stars like Doctor J, Irving, despite the fact he was only 6 ft 1 inch tall and 150 pounds as a high
school senior, but Coach Dyer, as I said, invited him to come on as a basketball student manager at the University of Central Arkansas. So let's just say the rest is history. Scotty was uh only 2 time all NAIA and for those of you don't know, that's the smaller colleges, but two-time all NAIA all American, uh, he was selected in the first round as the 5th overall pick in
the NBA draft and through the way they do trades, he ended up with the Chicago Bulls and as I, I could probably say many times, the rest is history as well. During his career, he scored 18,940 points. earned 6,000135 assists and
secured 2,0307 steals. Now, I was thinking, Senator Des, that, you know, you know, we've allowed, been allowed to use ringers sometimes in in the Senate House basketball game, which we won, by the way, Scotty, but I think that might be a little bit overboard if we were to do that, but if they ever let us do it again, we'll call you. And I know that RJ will be upset because they'll want you to play for the house, but maybe one half on each te, uh, Scottie Pippen also said Chicago Bulls' records for the next 3-point
baskets made at 664, for which he's still ranked in the top 5 and still holds a position for the 3rd highest rebounds recorded at 5,726. Uh, I could go on and on. I want you all to read the resolution for yourself, but two things I want to mention, uh, and this of course endears him to me forever, uh, Scotty was a member of the 92 and 96 Olympic team, the dream team, and that has to be the greatest basketball team
ever to step on a court, and that was such a pleasure to all of us when NBA players were able to play. He's a member of the Naismith Memorial Basketball Hall of. twice actually, once for his own as an individual and as a member of the dream team. Um, uh, one of the things that I have, uh, uh, always appreciated is that, uh, you know, we, we see Scotty as, you know, he's a tall man and all that, but I will never forget in the playoff game and those of you that saw
it will remember it when, when you dunked on Patrick Ewing. I think you got a tech for that, didn't you? But, but here's 7 ft tall Patrick Ewing, Scotty goes right in and dunks it in his. face. So that, that was one of my favorite moments of, of basketball history, Scotty, when you did that, but I'm sorry you got the tick, maybe you can um, he was, Scotty was featured in the popular 2020 10 part Netflix docuseries, The Last Dance, which focused on the
Chicago Bulls' dominance of baseball in the 1990s. And whereas on June 14th, 2021, the basketball court inside the University of Central Arkansas's Ferris Center was dedicated in Scottie Pippen's. and the court features his name and signature. sure that a lot of you all do remember the transformation bill. And uh I didn't enjoy that, but there was one thing that uh came out of that, that is beneficial even for today because whenever we were going through that 207 100 page bill, we did not know what to do with the PSC because they were such a different entity and a different animal. Kept trying to figure it out, kept trying to figure it out, and actually in the end had
our staff at Leg Audit to kind of research back some cases with the Supreme Court and the Supreme Court Had looked at had has actually had to define them in cases before and they are as odd as this is going to sound, they are actually a legislative and an executive agency. The words they use is it's a quasi-legislative and executive agencies, so you can understand if you were put in that spot, uh, what that might lead to. But
I tell you that because of the motion I'm about to make today, which makes me know that we have the authority to do this, at least in my mind. So my motion today and again is is as it relates to Senate Bill 307 is that the Arkansas Senate requests that the PSC to give an analysis and recommend recommend language in regards to SB 307. By by this Monday, 9 a.m. March 10th, 2025. These recommendations should
include but are not limited to the following. First,
how to best allow the C whip, which will provide adequate protection to ratepayers while also providing the expediency to maintain an efficiency expand our energy generation. Number 2, How to require definitions as to what should be considered as a as a strategic investment and allowed under this rider. Number 3, any recommendations on how to quickly determine the
feasibility of projects and whether they are providing a positive cost benefit to the state of Arkansas. The next one, any recommendations on how to structure any
additional aspects of the bill which the PSC may deem problematic. And the next thing right here that I'm gonna add is this and I won't, I would want this to be followed exactly that we request Chairman Webb to establish and provide an environment in preparing this document in a way which is free from outside
influence from the legislative branch, the executive branch, any utilities, in the industry or other party who may have a vested interest in this bill. Again, as I stated, uh, yesterday, and a lot of you all, you know, we had a good debate. That's what this is about. I believe that this has the potential of one of the largest physical impacts. At least monetary for the whole state, uh, that we've seen in years, and I believe that we need to give it its utmost

bill makes an important statement on how slow and
political our federal government can be in responding to the will of the people. While Ivermectin is not risk-free, specifically, it poses risks to unborn babies is used by a pregnant mom or possibly to breastfed babies if used by breastfeeding mom. It can also be neurotoxic, which is part of the reason why maybe it should be available over the counter because quite frankly, we can all walk into a feed store and and buy it, and it's not dosed accordingly. It's more concentrated in for animals than
in humans and and and arguably why this bill is so important. So, but in general ivermectin does appear safer to me than multiple other over the counter medications. While I do not believe, and I want to be very clear about this, while I do not believe our state can preempt the federal government on this issue. I do hope it leads to a challenge of that preemption. So I think this bill serves two purposes. One, I think it makes an important statement to the to the rest of the country about how we feel
about this issue, and number 2, it creates an opportunity to challenge whether or not the federal government really has preempted on the issue of determining whether a medication is over the counter or not. I want to reemphasize what Senator Boyd said. It makes a statement, this bill does, will this all of a sudden appear at Walmart or Walgreens on the shelf? No, because that is an FDA determination as how it's packaged by the manufacturer of the medication and how it would
be packaged and then being able to, uh, market it and sold and placed onto those shelves that we're talking about. So just so that he's really clear, just because we passed this bill does not mean that's going to automatically happen. So I think I just want to reemphasize what Senator Boyd said, but secondly, I want to also talk about what Senator Stubblefeld said. When COVID was introduced into this world. There were many, many doctors, pharmacists, and
individuals who understood the makeup of a virus looked at that virus and how that virus was constructed. And how the virus was constructed. The reason why it was called Coronavirus is because the construct of that cell, of that virus. It has spikes, which, which resemble a crown. Coronavirus. And so there are other types of viruses in the world that are constructed in that same fashion. Doctors had
to do the math, do the science, and figure out what drugs were available that were being utilized to combat those other types of coronaviruses that were constructed in the same way. There was not a single identified medication at the time to
be able to treat COVID and coronavirus in its form. So what brings me to this statement is that there were doctors doing this.
Because that, that's all they had. They had to rely on their education. They had to rely on their experience of treating these different viruses using the medications that were available to them, and many of them had to develop a cocktail of sorts of different types of medications, depending on what their patients were presenting at the time and studying and understanding the structure of that virus, which was available online, actually. So
the reason I say this is that The reason why a lot of people
could not obtain ivermectin or other medications was because their insurance companies denied the ability to pay for that. So a lot of doctors, pharmacists couldn't maybe fill the prescriptions, but it was because of how what was authorized to be paid for or not. There was a case actually in Washington County in the jail, where the doctor actually tried to give this and prescribe, got in trouble for it, for prescribing. Ivermectin in Washington County jail. That doctor got in trouble
for actually prescribing ivermectin, which was ridiculous and wrong in my opinion, because that doctor was just doing what all other doctors were trying to do at that time, in order to save patients' lives. So I I want to just frame that and speak to that. I, I am going to support the bill. I just want to make sure that the public doesn't know that if this bill goes through and passes and is signed into law, it's not gonna all of a sudden appear on the

make sure everyone is aware of that. So I want to make sure that everything's, everything's out in the open. Colleagues, this bill is just pretty, pretty simple. It keeps a bank from doing something that's not not lawful, not correct. It is a a bank cannot loan money on their own stock in state of work, so you cannot loan money on your own stock. You cannot use the stock for collateral in a bank in Arkansas. What this does is clears up if a bank acquires or merges with another bank from out of state.
That actually could loan money on their stocks or have made a loan on, on the stock. So this just keeps, keeps that from being. Unlawful in the state of Arkansas. And so this is gonna allow them to work with whomever had the stock when the merger or acquisition takes place, they can modify the loan and renew the loan and continue on that way you don't have to call them no do from a good customer or they would have to substitute the collateral. This just keeps everything, everything going until that loan is paid off. Now they can come up and renew the
loan and everything just like they they normally would and not be, not have their note call due just because they had the previous bank stock. It's just pretty simple. It keeps and we run into that with some other financial institutions that have bought some in Florida, Tennessee, and around. by a retired judge. Attorney, title company, and various retailers. Uh, I've done as much homework on this as possible. I'm not a Uh, law expert, but this is an 1899 law repeal. Uh, a short section, uh, it, I checked with the realtor's association with some, uh, also understood they checked with
some larger title insurance companies, uh, with title interest here in Little Rock and the, the response was, it probably does need to be repealed. The problem was, uh, that to get quite title. action, uh, still did not take care of the problem and you can imagine 1899, lack of communication, lack of any rapid communication like we have now.
We have a much more robust robust judicial system now uh than we had at the time, and at that time this was needed. What it's doing now is keeping people from buying title insurance because the title insurance companies won't insure some of this where you can't be found. And this came more to mind, although it happens occasionally, many places, uh, with the passing of some uh realtors that I knew all of my
life and, and they had cattle and farm and all stuff, but they would get little pieces of property anyway with their passing, uh, there's over 100 pieces sold at one time, and those over probably the 70 years of my lifetime, and they have They have had problems. There's no way you can run down every little thing they cannot get title insurance. Many of those things, by the way, they just bulldoze the old house that wasn't livable now they're
cleaning up our town in the areas around, uh, but this will, will make uh the, the quiet title action, uh, to be able to get title insurance, uh, repealing this section will allow more clean, efficient process for the citizens of Arkansas. I did. The only question I got committee was uh if I'd checked with the commissioner of lands that office I didn't check with and and they they're the ones that actually tell me it was 1899 law. a very good bill and I'm very proud to, to stand here and, and talk about it, you know, over the course of, I think probably the last decade or so, I think we've gotten more aware, painfully aware of the fact that retail theft happens frequently and in addition to that, organized retail theft happens quite, quite a bit more than I think we even are are realizing with that You know, and other, other states, maybe not so much in Arkansas, but it is happening
where retailers are locking up their goods and items that are on the shelf, and that's because there are people who are working in concert with each other who were perpetrating these crimes, um, frequently against retailers. Um, I know for a fact that um there are groups of people who are associated with cartels. I've heard this from law enforcement that are working to re havoc on retailers, um, for a lot of different reasons, oftentimes to get goods that
they can then turn around and sell on the black market, um, and with that it also impacts our economy because when items are stolen off the shelf, that in turn then impacts the end user which is uh or in consumer, which is you and me in this chamber, um, and certainly our constituents back home. So with that Senate Bill 300 creates a new uh section within in the Criminal Code section and and in the theft section that is titled Organized retail theft.
It goes through and it, and it, you know, defines consumer goods. It defines value, um, and then if you go over to page 2, it delineates the different um uh penalties associated with the amounts in there and so then it, it contemplates again, folks who are working with in tandem with each other and hitting stores and hitting stores, I mean, they're they're stealing from stores within a certain window of time. Um, with that, I'm not going to belabor the point, happy to to

With that is oftentimes cargo theft, um, there's their package of bills, there's another one on the agenda that I will get to in a little bit and tend to um not hear that one today for a reason, and I'll talk about that in a second, um, but these bills
are targeting uh crime that's happening, organized crime that's happening, um, again, it's happening everywhere, it's happening in Arkansas. I know that. Representative Moore, who's a co-sponsor of this bill, has a constituent that's impacted by um cargo theft, they have a logistics company and they are experiencing um you know, theft and being impacted by what's what's transpiring again, similar to what we've already talked about related to organized retail crime. There
are folks in particular, the Sinaloa cartel is one that's been identified in several articles of of late. That is targeting cargo, whether it be trains or trucks on the highway, um, and this bill creates an enhancement, an enhanced penalty, uh, associated with cargo theft, um, so again this would be some somebody who has been found guilty of a theft statute currently in law and then based on the the judge and the prosecutor's consultation, uh, there could be an
enhancement added to that up to 10 years, uh, so it'd be 10 years or less. associated to that conviction um and so I, I would like to point out because I think it's important to talk about just the impact that this is having on our economy. Uh right now cargo theft is an industry of about $35 billion. That means that that there's cargo goods that are being stolen to a total of about $35 billion in our, in our country. Um, FBI has talked
about it. Forbes had an article recently about it and some some other. uh, publications have talked about it extensively as well. And again, I'll go back to what I said on organized retail crime, uh, it has an impact to the end consumer and that's all of us in our constituents. Uh, this bill and this series of bills were vetted heavily in committee. So again, I'm not going to belabor the point. I'm happy to take questions if you have any, so I'll open myself up at this

concern here is with the language in the bill. There's a real issue that Senator Gilmore described well about cargo theft in the United States, and I think We ought to be able to address that. The, the justifications for the bill are it's organized crime. That's that's doing this. There's nothing about organized crime in the bill. Another justification for the bill is the impact on the economy, $35 billion. There's nothing about a dollar threshold in the bill, so the language in the bill does not reflect the goal of what
we're trying to accomplish, and that's my criticism of the bill. You know, in our,
I think that aside, we need to be thoughtful about sentences that that we impose on people, and this is 2 years. old this
data that I have, but when we're looking at the ProTECT Act 2 years ago, I looked at the average sentence length in Arkansas and also the average incarceration time, and I didn't look at theft admittedly, but the crimes that I looked at Arkansas was number one, not in sentence length, but
in time incarcerated, and this adds a 10 year sentence regardless of the level of offense of theft. And so just as a reminder, you know, there are a class D felony, which is if you if you steal something between $1000.05. $1000 and you should be punished for that. The class D felony has a penalty range of 0 to 6 years. Well, if you take something off a cargo truck, you're not part of organized crime, but you take something off a cargo truck. Well, you're subject to a 10 year enhanced penalty, which is more than the original sentence length. That's not handled in the bill. So I, I just think we
need to be careful, you know, about, about what we're doing if you're not part of organized crime and you take a couple laptops off a cargo truck instead of out of Best Buy, then you know, that's a class C felony and your sentence range goes from 3 to 10 years to another 10 years on top of that, and as I mentioned, you're not eligible for earned release credits as a part of this penalty enhancement. So you know, Senator Clark made the point in committee that we're already filling up that 3000 bed prison before we even get it built. We have a lot of people who need prison space, adding 10
years may be justified in some circumstances, but, but that rationale is not placed into the bill. I think if we put that and I know we can put organized crime type language in legis l ation because it was in Senate Bill 300, which Senator Gilmore just ran a well written bill, and I give him and the stakeholders who worked on that credit for that, but that language is not in this bill, and it should be, in my opinion, along with some notion of the scope

that, that's OK. And he raised some really good questions in committee. Um, I, I do want to point out because I I'd want to make sure that we clear the record on this. This would be up to, because I think it's, I think at one point he did say that this would be a 10-year enhancement. It'd be up to a 10-year enhancement, meaning it could be, according to, you know, the judge and discussion with the prosecution. and a lot of the elements of the case, um, there could be a reason for this, this enhancement doesn't have to be

I, I think that it's important to note that oftentimes with these types of crimes, there are a lot of organizations associated with it. is no substantive change in this bill. It took countless volunteer hours by stakeholders, including parent counsel. foster parents, DCFS, CASA, ad litems, juvenile judges and legislators with the primary credit going to the administrative office of the courts, Children's advisory council, um, with our bill, there will be a complete reorganization of Arkansas's juvenile code. Again, there's no
substantive changes to the law, instead, it was just a tireless work by many with a singular goal to make the laws. more usable and accessible for the public, uh, that all of those individuals serve, um, the, our Republican Women's Legislative Caucus. Now I recognize that these people are volunteers and we want to get them to serve, but on the other hand, uh, you know, this, it's pretty good,
each county's got, I think got enough good people and as we all know, some public servants are better than others, and I, but I do understand the dilemma that

the law concerning computer crimes against minors.

Thank you, Madam President, the second one of the 2nd bills, the 2 bills that we worked with the juvenile judges and the administrative office of the courts on is this bill that's also part of our um Republican Women's Legislative Caucus dreamed big package, um, and what we are addressing are sexually explicit images of children to further protect children from the horrific trauma and abuse that occurs. When the images of them are
taken, modified, and used for sexually explicit purposes, we are acting in this piece of legislation to eliminate any loopholes that might allow predators to escape the full weight of the law. This is really in response to, um, a gray area, uh, in the law, um, as it related to a certain case that was brought, um, it was thrown out on appeal, 11 images were thrown out on appeal and allowed the sexual predator to escape the full weight of the law. So to prevent that from happening, we need to change the
law. So we're not going to let these legal technicalities prevent justice for these children. Unfortunately that occurred. This bill fixes that so it doesn't happen again. If there's any question as to whether the images are children, a jury of 12 will decide, not a judge acting unilaterally. It also, uh, changes the age, uh, to be consistent with other areas of the code where a child is considered under the age of 18. The code sections that were changing um regarding regard

um, in Arkansas, um, they are currently only authorized by the state Board of Nursing to work in skilled nursing facilities, and this category has existed for some time, but the education program was not widely available. Um, the broader use of certified Me as a medication assistance and long-term care has been a game changer. Um, so what under current law, an individual must have one year of experience at CNA before they can begin education and must complete at least 100 hours of classroom and
clinical education. This bill would require only status as a CNA to qualify to obtain additional education as a certified medication assistant, um, many states require less experience or even no experience to enter into this education. program, um, and so that's what the bill does, and it changes it. It creates a a lot of, a really a ladder where you can earn more money, um, for them and just it's a workforce issue, uh, which is badly needed in our long term care settings. Happy
