Thank you, Mr. Speaker, colleagues, I would like to recognize today some of the hardest working people in the state of Arkansas, Ms. Karen Fox from Cleveland County in the Arkansas Extension Homemakers' Council, and I'm sure you all know about them, but they are a local county groups that, uh, are connected to have fellowship in Vonn and uh they're one of the largest nonprofit volunteer groups, uh, in Arkansas with the membership of around 3000 and over 200. Clubs statewide. We have, uh, some in the East gallery today, and those are the, uh, could not get in the East gallery or in wheelchairs or in the West gallery, so we're glad to have them, but their mission actually is to empower members to improve the quality of life, uh, through continuing education and leadership and development of community service. Uh, they partner with the cooperative extension service. Uh, they are connected to teach families the best practice for for consumer service. is health and wellness, uh, such as personal finance and economics, food and nutrition, uh, and actually family and uh personal development. But, uh, they, by working together enrich lives and strengthen communities in 2024, they reported that they had over 7000 volunteers which contributed to about over $9 million. And so in 2024, they had clubs and councils that would not provide 29. scholarships and about the value of a little over $16,000 but we are happy to have them today. They are both known nationally, our, excuse me, nationally and internationally. So, colleagues, would you help me make the Arkansas Extension Homemakers Council, welcome today. It it's known as Titletown in the past, they've They've had a historic tradition of excellence in baseball and football in particular, but now cheer is something that they've become known for. They were an undefeated 8 to 0. They never trailed at any point in any game. The AAA sportsmanship rule was invoked in every single season game. And listen to this. Speaker and colleagues, uh, in this his month of, uh, Women's History Month, I thought it'd be great for us to recognize the very first nurse practitioner in the United States of America, Ms. Loretta Ford is considered the mother of the nurse practitioner field. She was born on January 22nd. Excuse me, she had to hide on January 22nd, 2025 at the age of 104. She was a co-founder of the first academic program for nurse practitioners, and the first advanced practice registered nurse. In the United States. Loretta was born in December 28, 1920 in New York City, and she was raised in New Jersey. In 1937, she started working at the Middlesex General Hospital as a nurse's aide. As many of us nurses start as a nurse's aide at the hospital. Ms. Loretta entered nursing school, excuse me, and her nursing diploma in 1941, when her fiance died in 1942 during World War II. Loretta Jones, what was then known as the United States Army Air Force, and now the United States Air Force. She discerned in 1949, she attended the University of Colorado, where she got her bachelor of science degree in nursing. And in 1951, got her master's of public health degree from the university. She became a director of nursing at the Boulder City County Health Department then in 1951. In, um, excuse me, she earned her doctorate of education in the University of Colorado, the year that I was born, 1961, and became an assistant professor at the University then. And she earned full professorship in 1965. She started the pediatric nurse practitioner program at the University of Colorado in 1965 and the first academic program for nurse practitioners in the United States history then in 1965. Loretta received numerous awards and recognitions throughout her lifetime, including awards from the American Public Health Association, the National Academy of Medicine, the American Academy of Nursing, and she was inducted into the nursing, the National Women's Hall of Fame and the Colorado Women's Hall of Fame as well. I'd like all the nurse practitioners that are here in the audience to stand if they will for me. There's some that are still here. There they are. Oh, there we got the nurse practitioners here today. So, um, again, members, this is Women's History Month. I would love to learn about the first nurse practitioner in the United States of America who died. 104 and just really owe a lot to her and we owe a lot to her for all the wonderful nursing care that we receive around our state to our constituents. is a Senate bill that comes to us trying to clarify an issue around what is and isn't marketing when you're when you're a DD provider. So currently, DD providers, uh, have, uh, have providers that are enrolled in passes, right? There are 4 different passes in our state. Um, sometimes passes are in-network and sometimes they're out of network with the particular provider. There was an issue in the interim over whether or not, uh, informing, uh, different consumers of whether or not they're past was in or out of network with the provider, whether that was construed as marketing or not marketing. There's some pretty stringent federal laws around what providers can do to market around which path you might or might not choose, uh, and the attempt this bill was to try to clarify for us what really is what really would constitute marketing, what wouldn't.
