Or as in October nineteen oh eight a group of about sixty five boys form the White County corn and cotton club as a way to learn the latest in agricultural technology resulting in their learned agricultural practices being adopted by their counterparts in this club became the Arkansas four H. program and we're as well the activities that the participants enjoyed may have changed since nineteen oh eight the mission of the four H. is to help the youth of this country become productive citizens. The seeds and whereas the seeds planted by the first club provide the roots for program that today reaches more than one hundred forty thousand use in school Richmond programs in over two hundred fifty thousand use in all program areas ages five to nineteen across the seventy five counties in Arkansas including rule suburban and urban use and where's for at four H. as a premier. You development program conducted by the cooperative extension service of the University of Arkansas System Division. Whereas of the of the division of agriculture and whereas through informal scientific research based experimental education activities four H. participants gain knowledge enhance life skills enabling them to become positive productive capable and compassionate members of society and whereas four H. is designed to prepare young people to step up in the challenges to to the challenges in their communities and provide use use with the skills to lead for a lifetime the core elements of four H. include youth leadership adult. Use adult partnership's life skills learning and community services and we're at four H. members compete complete hands on projects in areas like science health agriculture and citizenship in a positive environment where they receive guidance from adult mentors and are encouraged to take proactive leadership role and whereas Arkansas four H. program fosters an innovative learn by doing approach with proven proven results and forage is committed to building outstanding leaders with remarks with marketable skills to succeed in today's global society through in school programs on military installations and through after school programs and we're as findings from the Tufts University four H. study of positive youth development indicate that when compared to their peers young people in four H. make more civic contributions to their communities and make healthier choices and whereas in twenty nineteen the national four H. council partnered with edge research to conduct a study of all four H. alumni across the country in the results found that a four H. experience correlates with long term success in life and we're at four H. is the nation's largest youth development organization empowering nearly six million young people throughout the United States and whereas the structured learning encouragement and adult mentoring provided by four H. members by thousands of hours given by Arkansas volunteers play a vital role in helping our youth achieve success now therefore be it resolved by the Senate the ninety fourth General Assembly of the State of Arkansas that the Senate recognize the positive impact of the Arkansas four H. program on or used to proclaim February twenty eighth twenty twenty three as for a stay in the State Capitol. So in if the if the state is paying for the primary all right and then the county is paying for the general the the issue a question is this that if counties have if counties choose to go away from what we are using now and they choose which they are allowed to do in this bill and they choose to go all paper ballots and to Senator Pitsch point the cost of the ballots should be borne by the county that chooses to go that route and deviate away from what is the current acceptable proven practice. Doing it does run a car there's one county in the state that has voted to it so far no it's been attempted in other counties in the quorum court in those counties as of now that I understand have chosen not to do that he said this one county disability. There's one county that has voted to go that direction which raises the question of why do we need to bring some clarity. And allow all process that if a county chooses to do so then we need to have the standards established whereby all seventy five counties go play by the same set of rules number one and number two for county is voted to do that then we need to have a process whereby they could move forward to do it again to the point of fairness if the council chooses to do that is my position than that council needs to bear the cost of that decision what. The manager Senator can you give us some day I know we talked about accuracy of our our voting machines I think a lot of questions that have been related to the accident paper ballots for the machine that I think a lot of folks would like to know some of the data around not getting data about the taxes fees I do thank you for the question I was going to dress as my closing comments but thank you for now bring up now the machines which incidently when it comes to change remember that when they land at the county they are they are audited at the time so they run a test Ballinger there make sure the machines are actually producing what they say they are in that they'll put up they'll take the best illustration of take you'll take four hundred ballots to fifty for this candid you know one under for this one and fifty no votes at all they run through the check the machine they come out and it's a hundred percent accurate before the machines or ever put available to the public to vote okay and in twenty twenty they audited ten thousand ballots in twenty twenty they audited ten thousand ballots with a hundred percent accuracy in other words the machines were a hundred percent accurate as a audit them afterwards all right and by that what they do is they go in they get those paper ballots they get those paper ballots and they sit down and they don't run through the tabulator again what they do is actually sit there and count those paper ballots and using that process came up a hundred percent accurate in twenty twenty which we all know is the election that brought the lightning rods in twenty twenty two so far so far because they're continuing to audit they have done five thousand ballots with a hundred percent accuracy of the machines so the theories that are out there in Arkansas are not substantiated by. I'm a if we want to run a bill this is they have to do it. This way and the secretary of state is going to run it in and they're going to do it within those parties that let's pass that bill but this bill pretends to. Give them an option to use the paper ballots. But it's still ties into the equipment for the mistrust has has taken place now knowing what we know down here about the audit process and that they've counted those ballots in in close elections for the recounts and the accuracy was a hundred percent our confidence is high and if we do a good job communicating that to our constituents I think we can dispel some of the mistrust out there but passing a bill like this is just going to build more mistrust because we're telling on. Will it to use paper ballots but you got to use this machine and that's the machine that they don't trust. And As Michael I'm from Cleburne County. As as my constituents in JP's call about whether or not they're going to pass that resolution to go to paper I told him I said the evidence is in the bottom of the tabulator pull out those paper ballots and count them and see if they match the the. What the machine said as we know from other districts that did that in recounts it was a hundred percent accurate as we know from the audit process it's been a hundred percent accurate. we need to do a better job community communicating that to our counties and to our constituents. I think it's counterproductive to pass the bill this says we're not gonna let you move away from these machines that you mistrust so the reality is there's people out there mistrust on and this is just going build more mistrust in my opinion. P. for the past twelve years in garland county working diligently to make sure our local elections were secure this is something I've had quite a bit of experience with number one making sure that we do have proper backups the proper transparency the proper accuracy checks before the elections are conducted I think Senator Payton very eloquently. Discussed we know that the machines we use are working we know that they're secure we know that the secretary of state is constantly trying to. Clean up the system wherever possible to make sure that there are zero weaknesses in the system unfortunately we've had a lot of misinformation in the last few months about problems that are occurring in other states that are not occurring in Arkansas and it's created an atmosphere of distrust but if we have a job as a state of Arkansas the state legislature it is election integrity it is election security and we're not taking any decisions away from local governments we're still allowing them to make that decision but we're putting the incentive there that number one we trust the system and number two it. Well the results of the recount did not change the outcome of the race the transparency and speed with which they accomplish the recount leaves nothing to be desired. That is a Republican who lost to a Democrat. In a close race. And the final comment. Arkansas can be proud knowing that every lawful vote was counted every those voice was heard and that we are blessed to live in a country with free and fair elections. You know I lost the first time I ran in two thousand six. I lost by three hundred seventy six votes I remember that day that number like I remember my social security number. You know what I did. I don't go blaming somebody else. I didn't go casting doubt. On my own party or the other party. I didn't act like a sore loser I couldn't take it that I lost once. Some people lose twice they still can't accept it sometimes people run races and when anything. So why do. I projected to be everybody else's fault but my own. Could maybe I don't want accept responsibility that and run my race is good as I did. Maybe I who knows maybe I had polls run that told me what I want to hear instead of what I needed to hear. We got a hundred percent accuracy. What do we want leave something that has a hundred percent accuracy in the State of Arkansas to go off to somewhere that there's a book on my desk that's entitled how I stole elections you what they stole it through the store through paper ballots all but we got better improve paper ballots now.
