Members this resolution is is well written resolution however it's my really humble opportunity to be able to speak from the heart about this woman and and the child advocacy centers at instead of reading this resolution would just tell you about our former First Lady Susan Hutchinson and her passion and her desire for children I have been with her I have and I have been supportive of this because she took this on and she champions this because for children in the state of Arkansas who had been abused sexually who had been abused physically and mentally and and she has put this issue on her back and she carried it forward like a champion and she has spoken so eloquently and so passionately and emotionally about the children that she personally has been in contact with who had suffered the most horrendous sexual assaults and attacks as children and so her work as First Lady of the State of Arkansas was to really encourage and strengthen our support in the room very important role that children advocacy centers have while we are trying to prosecute those horrible criminals that do this to our children she she breaks down and cries almost every time. Because she has taken it so much into her heart she is a fabulous Christian woman she knows that god put her at this time for this very specific purpose and she brought that forward to our state and just has championed this and done so much great good for our state for children advocacy centers in their role and and I'm I can't be more proud to be just a fan but a friend's you are a fabulous inspiration to me and to so many of us for what you've done for these children and I love you so much and and I members I would just appreciate a great vote for this resolution and to recognize this woman for a tremendous work that she's done for the state of Arkansas for these children. Senator Hammer you're recognized thank you Mr the issue that this bill addresses is that many city and county local enforcement officers to have reached a service requirement under Lotfi full retirement officers having served almost thirty years as to which apply to are choosing not to retire and stay on force at their personal private insurance costs or don't have options of joining spouse's insurance for up to three five years gap until they reach the Medicare eligible in addition to D. incentivizing of sees an officer from enjoying earned retirement this also creates difficulty in recruiting new officers for the city or county force there was no no opposition and no fiscal impact the state per the amendment that was put on the bill all law enforcement so stations are in favor of this also a qualified officer near thirty years of service and payments into an insurance plans what that means would have the option to elect to purchase the full premium price of the current insurance plan with the city council within the first sixty days qualified retirement for them and their families until Medicare eligibility there's also a ninety day entry option for those who retire post one January first two thousand seventeen for those retirees to purchase it if they find value in this this is this is not important to mention unless question these officers are currently not retiring not only does that provide continue physical risk of those officers where she retired it also leaves a city and county subsidizing premiums for high risk members and holds up bring in a new younger officers this method Mears. That action could be brought and this is not this is to protect against protect teachers and their employment rights it does say that This is on page three it goes it says that a student shall not be subject to disciplinary action for declining to address a person using the name of the name listed on the birth certificate program or title that is it it takes inconsistent with the person's biological sex so so again we're not your kids so if we start prosecuting every kid that says something to another kid that is either wrong or a cat or whatever then then we better not just build more jails we need to build more court houses but I think is pretty well covers that and as us as a said you bring up a point that means litigation potentially it could I will I will agree with that. Now when you're eighteen years of age you oughta know what nickname you want to be called back. It also eliminates the spontaneity that comes with teaching. Because sweetheart is a nickname see I we're dealing with the pronouns now but the totality the bill is what we need to look at because it says in order for you to address a key it by name that they like. You gotta go and get permission that means a hundred sixty kids a day. Times I don't know how many teachers a day you've got to go get permission from their parents to call them by name that's not the name that's on their birth certificate. But first of all you got to figure out what's on their birth certificate. Because in my thirty years of education I never saw a birth certificate. Can show their birth certificate when their parents enroll them in school birth certificates are not passed around to teachers. Why would they be. It's not my business. But now you got to require every teacher to have a copy of every child's birth certificate and then you got a check. Is this the right name we say we're not going to deal with Robert and bill but you didn't say you weren't going to deal with Missy. You didn't say you were not going to deal with sweetheart. We cannot do that anymore by this bill not only couldn't we do it in junior high school which can't do it in college either were eighteen nineteen twenty twenty one year old however old you are when you get to college. But that's not all this bill does it puts an onus on teachers to try to find out something that is nebulous at best let me share my own story as we're dealing with these kids about home this bill is really written. I shared a Class As share the school with the teacher and I should call her name and there was a yellow young gay guy we knew we was but it didn't matter because he was one of god's children. And she said here comes that thing. Here comes that thing. And so we went home that night and put on a see through blouse abroad. As a make up and went to her classroom in any. Get it done here. Scared her to death. But by the time you got to my classroom he taken it off because he knew I didn't really care. What he was only he walks. He was one of my students who deserve my respect. And my best duty to provide him with a quality public education and at the end of the day that's all this is about. I did not dare sit up and decide which one of my kids mattered and which ones don't and what they want to be called because when we were coming up. Daniel was still dating. Jamie was still jim or James was still jam. I want to go back to a time. When children can't because we are. I want to go back to a time when they can't be called dear. If a kid comes in and the teacher says Hey big fellow. And he means it in a friendly way but the kid is sensitive about his weight room that teacher can now be sued so we know what's really going on in this bill and senator Chesterfield address that but what the bill does is it creates a mechanism for teachers and schools to be sued unless they follow a very specific guideline as set forth in the bill and that's a very odd way of protecting teachers this is a a poorly worded bill and and we need to kill it. Thank you Mr president this bill creates especially license plate for Little Rock Central High obviously we know to commemorate the rights right we have a statue of the Little Rock Nine on the State Capitol grounds so we don't know the history of Central I don't want to belabor that too much I will say that the end of laci P. recognized what happened Central in nineteen fifty seven is one of the ten most important Vance months of for African Americans in the entire world the sponsors of the bill are either sent central alarms are former central teachers in the case of representative McCollum we neglected to include senator Chesterfield man my deepest apologies to deter student teaching at Little Rock Central High School of course the other central grad who works on the second floor of this building governor Sanders is in full support of this legislation because it does create time that the special license plate for little rock's drive the the procedure for creating a license plate is identical to all of the rest with one exception. Not getting rid of another license plate when we create this one were creating a little bit of a workaround for that to say that any. Any site in Arkansas that's been designated by the United States Congress as a national storage site can get a special license plate there's only seven of those in the state of this bill only creates one for Little Rock Central I'm and with that I'd be happy to take any questions any questions Senator Irvin you're recognized. Eight presentation with your attorney skill however the bill is is really very broad with it only being able to be a historic site that you can bypass the normal process so having first on the issue you kind of cut right to the top of the line from the line where is a lot of people had to wait on this but it and I read in the bill correctly that they would open it up to basically buy across five five half the current process but only for an area of historical significance. Only an area. Of historical significance that's officially designated by the United States Congress as a national store site and that's what narrows it substantially there's only seven of those in Arkansas right but my point is if you are you know Arkansas right to life which already do have a license plate but they would not qualify they still have to wait until everyone was repealed that's right okay it's that woods an organization or cause or whatever would still have to wait until everyone was not being used. F. and I and I said give me the three license plates that are the least used and the one that is the most least uses of Little Rock Air Force base and that's a I assume one Senator Clark and another bill had designated that is the one to be repealed I do not want to come to you all and say let's get rid of the Little Rock Air Force Base license plate I personally do not support that and I know a number of you would not as well so I don't I the point I'm disputing is I don't think there are a number of not license plates that have never been created or used at least not according the information I got from the FNA they're all in use some obviously less than others I don't remember what the other two were in the three but they were also ones that I personally would not support getting rid of I think Central High that the bottom line here is whether central heights is worthy of its own specialty plate or not I hope that we all agree that it is it's one of the most historic things that's ever happened in the history not only of our state of our country and we ought to do this for the people that support what happened at Central so that's to me I'm I'm I'm not as worried about Pandora's box. Because I I do know that this notion exists that we need to protect that from happening but I I do believe Central High is worthy of jumping to the front of the line to use the senator Evans language. And so because as I read the bill are you concerned that every school in the state of Arkansas will come to us and asked us to run a similar bill for the error foundation for the wildcat foundation in the panther foundation in the yellowjacket foundation and the foundation in the rock. You saying like that will be really hard to say no to win your school to you and says will you run will you do this because it is a fundraiser for the I know I mean I we waited and and we repealed one that wasn't being used in and it is a good fundraiser I mean no doubt it I'm I'm just a little worried about that happening and and maybe it's not a big deal but I could just see that coming you can respond I could just see that becoming problematic because all they would have to do is come to a legislator rewrite the state code and bypasses just like you've done and create their own a fundraiser for their own foundation for every school in the state of Arkansas. So what as a sentence I got two answers that number one I'm not so sure that it's a good fundraiser the whoever's designate it has to spend I think the numbers twenty thousand dollars it's not twenty eight somewhere in that neighborhood so they have to lay out quite a bit of money on the front end and you know whether the title found in this case is the Tucker foundation that you do get some revenue from everyone who gets a license plate and over the course of time maybe it evens out maybe it doesn't maybe becomes a money maker but it's going to be several years down the line so that I know the tiger foundation is not doing this for the money just for what that's worth but I I also think I understand I was prepared for for that point that's why we wrote the bill the way that it that that we did. All of you all have a I think a very good answer to any school that comes to you and asked to get their own specially license plate you can say you can get your own as soon as your school is designated by the United States Congress as a nationalist worksite every school that we have in this state it's designated by Congress as a national story state has their own specially license plate. Sufficient loudly sufficiently loudly enough that after ten minutes of the bus being shut off that someone outside the bus will be noticed notice that there's an alarm going off and can check the bus to make sure they go to the back of the bus and train that alarm system off it also the delay on this is that every school bus owner operated is not until January first of twenty twenty nine so they'll have basically six years from right now to make sure it's on all the buses this is a simple safety device that As a hundred seventy five total dollars to the cost of a brand new bus so know if there's any questions on it but. Service made you're recognized for a question back up and so it's not just new buses you're saying they have had many years to put the mall but so any newly acquired by us so new or used at the if they district purchases that by January first of next year when they're purchasing it they have to have that installed. And check for paper and kids And windows down and everything else that's procedure and you know I could put alarms on the doors for the times of employees forget to lock them if I choose to but I sure hate for the government to tell me to and it's a small cost per bus but we just keep doing these things it's a large calls for the state for money they could spend for real safety or something else it's or wood bury small pay back as the problem and I appreciate your vote against this bill.
