We have with us today, and I hope I don't miss any of the schools, but we have FFA chapters and advisors and members from Dover, Danville, Melbourne, BB, Marmaduke, Rosebud, Texarkana, Quitman, and Greenbrier. Many of you in this room have FFA histories. You were former FFA members. Arkansas FFA boasts over 12,000 members. Their motto is a good motto for this chapter, for this chamber to remember, learning to do, doing to learn, earning to live, and living to serve.

Okay. So I've been a fair amount of questions on the bill, and I think we've squelched all concerns. What this bill really does is it increases communication. If a county emergency management team needs to use a piece of property, they're welcome to right now, and this bill won't change, they're still welcome to use it. They just need to communicate what they're doing, not even what they're going to do. If they need to use a property now, use it, but at least communicate to the owner what we're doing in a reasonable amount of time.
It also closes a little gap in there where counties are required to reimburse the owner for whatever damages and whatever monetary concerns there are. But there's no time limit on it, and we've seen some cases where that time goes on and on and on. And this closes that gap to 60 days, and we've got the blessing of the Associates of Arkansas Counties and most everyone else, and I don't see any opposition to it. Thank you, Mr. Speaker. explain the bill. Thank you, Mr. Speaker. Colleagues, I bring you Senate Bill 219 today. This is a bill that we had in judiciary.
It deals with Title IX, and it is to make technical revisions to Article IX of the Uniform Commercial Code. 30 states have passed this legislation, and it's important that we get this passed so we can join those as it deals with documents securing interest in personal property when there's a financial transaction. The last major revision to Article 9 was in 1998. This bill simply adopts the amendments made in 2010.

Some of the changes include better instructions on a financing statement for individuals and business entities, adds a grace period for filing a security interest when the debtor moves into a new jurisdiction. It allows a secured party to file an information statement if he, she, it believes that an authorized amendment has been filed in the financing statement that might conflict with its interest, made some changes to the financing statement,
and also adds provision regarding chattel papers. So I would appreciate a good vote. We'll answer any questions. It's been brought to us by the American Bar Association, the Arkansas Bar Association. The Secretary of State's office has vetted it and is already planning on incorporating these changes as it goes forward in its forms and the services it provides to our state through its business services division. explain the bill. Thank you, Mr. Speaker. Members, this is the proposed statutory fix to the Supreme Court's opinion in the famous case of Hobbs v. Jones that found our statute ineffective for technical reasons.
The Attorney General's office vetted this. They've got some of the most brilliant lawyers in the country over there that understand this law really well. They vetted this really, we went over it several times with the prosecutors, the Attorney General's office, and there's been a lot of input from different folks, including the Press Association on some of the FOI exemptions and other things. But basically, for those of you that aren't aware, the Supreme Court struck down our statute for two reasons. One, separation of powers issue. We delegated too much authority to the Department of Corrections and how they administered lethal injection. And secondly, we didn't have a severability clause in the statute
that made other portions of the statute effective where other portions were not. So this statute fixes both of those things. It identifies the class of drugs to be used in lethal injection as barbiturates. That's as specific as we believe we can be and pass constitutional muster. and secondly it does contain several billy clause there on you'll see on the fourth page line 34 so I'll be happy to take any questions if there are any appreciate a good vote

Thank you, Mr. Speaker. Colleagues, Senate Bill 57 is an ACIC bill that is the product of concerns about gaps in sex offender law raised by prosecutors, judges, and law enforcement officials. Section 1 adds a definition of temporary residency. This term is used in the sex offender code but was never before defined. Section 2 clarifies that the filing of false paperwork or documentation in connection with regards to registration, verification, or petition to be removed is a violation of the code.
Section 3 changes three business days to seven calendar days to be consistent throughout the code and addresses a ruling by the Attorney General that Arkansas can't register juvenile sex offenders moving here from another state before our law doesn't have any provision to assess them. Section 4 clarifies the law about the process an out-of-state sex offender must follow to a petition in the court to be removed from the

you have these big medical corporation groups of doctors, like 50 or 60 people, the statute now says that all 50 members of the group, even though they don't come to Arkansas practice, have to have an Arkansas medical license. This just changes the statute where it says that only the doctors in the corporation who actually practice in Arkansas have to have an Arkansas license. Representative Ferguson has explained
