Thank you, Lord. Thank you for who you are and what you've done for us. We ask that you just help us and imprint your word onto our hearts, and that all that is pleasing and honoring to you, and you only just flow from our mouth and from our actions in this building and out of this building. And thank you for your son, ultimately for that sacrifice. Thank you that we get the honor to serve others and that you're the best example for us to look to for how to do that well. We pray that we do that well. We do it with courage and with honor and with dignity.
And we uphold the tradition of that from this building. We can't do it without you, so we ask that we keep our eyes fixed on you, the author and perfecter of our faith. And finally, we ask, Lord, just thank you for our men and women who serve this country and have served this country, that you be with them closely and with their families, especially here and abroad. In all this we

Hey, Ricky, do you have anything to say? If there's no further business
to come before the body in the morning hour,
the morning hour has expired. We will now begin the business agenda. I believe that we are going to temporarily pass over Senate Memorial Resolution 4. Representative Sperry's family is there beginning in the House, and they will come to the Senate side. Oh, they're here. Okay. Well, we will then, in fact, begin with Senate Memorial Resolution 4. And Senators, let me—a note

and maybe the next one. The rest of the resolutions, we will only have a very brief pause because we have so many to go through today. Senator Davis, you're recognized. Thank you, Madam Chair. Today we just want to take a few minutes to honor Representative Stanberry who passed away unexpectedly not very long ago, and Stan Berry, he was not just
my state representative, but he was also family, so I was, we were talking about stories in the back, and found out several years ago, was slipping through an old family tree book that my great-grandmother put together, and a senior picture that said 1972 slipped out of the book, and I said, that looks a lot like Stan Berry. Why would I have his senior picture in my family albums? And so So anyways, that was even before I was in the Senate, and I would see him around the Capitol and say, hey, cuz, how's it going? And so I knew his mother as my Aunt Elaine, though she was not my aunt, and they knew
my great-grandmother as Aunt Mildred. And so Pope County, we're all connected. And beyond that, we've got some of Stan Berry's grandkids here, and they played baseball with my kids. And I often would run into Stan and Mona at either a baseball tournament, sitting out at the fields, or at the Dover Harps. So that was, you know, where we cross paths pretty regularly around town. So I'll go ahead and turn this

And whereas Representative Berry had a strong history of leadership during his time in the House of Representatives where he served as chair or vice chair of numerous committees, including vice chair of the House Committee on Judiciary during the 94th General Assembly and chair of the House Juvenile Justice and Child Support Subcommittee and chair of the Committee on Educational Institutions of the Legislative Joint Auditing Committee

in the state of Arkansas. Senator Johnson. Thank you, Madam President, and thank you, Madam Secretary, for reading that. I apologize for the length of that, but that was just an abbreviated version of John Gill's accomplishments. I have, as many of you have, many friends that we've had to memorialize because we lost them recently.
John Gill was one of the few of those friends that I can truly say was a mentor to me. I first met him when I was a young cabinet member for Governor Frank White, and he was an absolute expert on local government and the things that I needed to know, and he was always a resource I can turn to. We became friends over the years. Mar, Jim, and Catherine and I, and John, we dined together and had a great long friendship.
John's passion was Arkansas history and Arkansas culture and heritage and certainly our park system. He loved Pinnacle Mountain State Park. He was there when we dedicated the new visitor center recently. and he's never ceased to remind me that it was in my district and I need to take care of it. I'm really grateful for the many things he did but I'm especially grateful for his writings. He's left a legacy of some wonderful books
including one, if you don't have it, you need it on your coffee table and that's the history of the Arkansas Governor's Mansion which was the definitive work on that subject. I want to introduce a few of the people that are here. Of course, David, his son, and Marjim I've been introduced, but Desi Gibson, his long, long time assistant. And John invited me to join, or the group invited me to join an organization called the Wise Old Goats. And I was truly floored because when I did join it, I was the youngest member.
And it is a group of august leaders of this state, both in business and in politics. I noticed when we started inviting him we lost a few including former Governor Tucker was a member Congressman Hill is a member and he could not be here he called me yesterday but he sent Hunter Sadler his staffer from the Little Rock office another dear friend of mine also our leader in the wise old goats
other than John is former UALR Chancellor Joel Anderson, who I'm honored that Joel could join us today, and we also have two members of their firm there. But John was one of these people that made Arkansas better, not just as a lawyer, but as a citizen that did so many great things. So it's with great honor that I move the adoption of this resolution, Madam President. Thank

for nurses that have passed away. I've seen them function at veteran services, and they carry themselves in a way that makes you proud to know that they reflect the best of the best of the nursing population that serve us. And so I wanted to bring them in front of you because one thing on a personal level, they also participated in Senator Flowers' sister's service a few weeks ago, which I think speaks testimony of how they have touched the Senate body personally. And just wanted to make you aware of their presence,
make aware of their organization and give you a chance to just know that if you have a nurse in your community maybe that passes away or someone that needs to be recognized this is a great group to do it and they will represent you well i want to take a point of personal privilege and be a little bit selfish here i pastor saline missionary baptist church i'd like those that are affiliated in one way or another with the church i pastor if you would please raise your hand i know several y'all are in here just speaks testimony to the church that I pastor that they're engaged and

I guess right my left there's the underclassmen and there's some champions there our MVP of the team is a freshman so just just I'm just warning you get ahead get get ready so this is their fifth consecutive title it's nine total counting the dual championships the dual state championships and we are currently tied uh for the longest reactive record in uh in arkansas so uh with the young team i'm i'm already gonna have the coach go ahead and book the the trip back down
here but uh again we were we were led in the in the men's section uh by 15 year old undefeated freshman, Peyton Boston, and he was named the most outstanding, if you would, Peyton, stand up. He was named the most outstanding wrestler in the lower classification. We qualified 11 out of 14 weight classes. I do want to do a shout out to the seniors.
We have senior Denzel Arce. He competed in the 113 pound class. We have Bryson Kersey. He was in the 157-pound class. And then we get up close to my class, senior Jace Ponder in the 215-pound class. And then senior A.J. Thompson was in the 285-pound class. And I've been trying, if you guys remember, the last few years to get Senator Penzo down here
for a demonstration with one of these guys. But he had a better idea. he had a better idea with our ladies performing as well as they have he said senator scott might be a good so one of no i'm kidding so for i do want to do a shout out for the ladies um we have we have uh three seniors here carly johnson uh senior evelyn ramira and then senior Deanna Ramirez. They all competed and represented well and helped them bring home the second
straight runner-up. And then our coach, obviously, is building a dynasty. He was the 5A wrestling coach of the year here. So I'm not going to read the resolution. It's been read across the table. future Senator Simon Senator Simon you're recognized thank you Madam President just want to recognize and congratulate Miss Kennedy Holland as your Miss Arkansas you know Miss Holland has a long list of accomplishments whenever we put this resolution together asked about her. And what I heard was servant leader. I heard, you know, extremely talented. And, you know, most
importantly, what I heard was that she's a role model. You know, a role model for young women and for all of us, actually. She's finishing up her degree right now at the University of Central Arkansas and going to get a master's degree, I believe, in non-profit management. I think that speaks to her heart and where her heart is. One of her awards that she received was the service above self award really speaks to her character. She exemplifies everything that Miss Arkansas should be, and we can all be proud to have her as our Miss Arkansas. Madam Secretary,
can we read the resolution? Whereas Kennedy Holland of Greenwood, Arkansas, was crowned Miss Arkansas 2025 on Saturday, June 14, 2025, during the 88th Miss Arkansas Scholarship pageant held at the Robinson Center Performance Hall in Little Rock, Arkansas, whereas Kennedy Holland won the title of Miss Arkansas while competing as Miss Metro 2025 and was Miss University of Central Arkansas in 2024, whereas in addition to her title, Kennedy Holland received
numerous other honors, including overall Service Above Self Award, the Journalism and Mass Communication Profession Scholarship sponsored by KARK Channel 4, and many other preliminary award celebrating her excellence throughout the competition, and whereas Kennedy is the 21-year-old daughter of Katie and Sean Holland of Greenwood, Arkansas, and attends college at the University of Central Arkansas in Conway, where she is a senior communications major and plans to pursue a master's degree in non-profit management. Now, therefore, be

Copper Kettle. Whereas Copper Kettle Candies is a beloved Arkansas candy maker with locations in Van
Buren and Fort Smith, Arkansas, and whereas Copper Kettle Candies was established in 1925 and has been a staple of the Arkansas River Valley for over 100 years, whereas it has been a family-owned business for three generations, whereas Copper Kettle Candies continues to craft high-quality chocolates, molded candies, and seasonal specialties with the
same dedication to craftsmanship that has defined the business for over 100 years. Whereas Copper Kettle Candies was honored as the number one candy store in Arkansas and the number five candy store in the United States, according to the recent nationwide ranking published by the culinary and travel website lovefood.com, whereas the prestigious ranking evaluated candy shops across the United States and highlighted establishments that offer exceptional quality, deep community ties, and a
unique customer experience. And whereas third-generation owner Thomas Greer said of the ranking, we are incredibly honored and humbled by this national recognition. This milestone is a testament to our hardworking team who pour their hearts into every batch of candy and to our wonderful customers in Van Buren, Fort Smith and beyond who have supported our family business for over 100 years. We carry our sweet history with pride and we are thrilled to put Arkansas on the map as a top destination for candy lovers. Now therefore be it
resolved by the Senate of the
95th General Assembly of the state of Arkansas that the Senate congratulate Copper
Kettle Candies for its national recognition as the top candy store in Arkansas and as the top fifth candy store in the United States. Thank
you, Madam Secretary. All those in favor of Senate Resolution 38 to recognize Copper Kettle Candies for its achievements in the art of candy making, please signify by saying aye.

Speaker 183
1:03:11
Thank you. Honorable President, distinguished members of the Senate, I know what you're thinking. Is he going to give us a speech, or did he bring some candy? Yes on the candy, and sadly, yes on the speech. I'll keep this brief so I don't stand between you and your next sugar fix. in all seriousness it's been a profound privilege to be here today people often ask if staying in
business for a century requires a secret formula while we do have a few of those tucked away in the vault the real secret is much simpler resilience a bit of luck and the wisdom to bow your head and pray our story began in 1925 the copper kettle has survived the great depression the lean years of World War II and most recently the challenges of COVID-19. During the 40s national sugar rationing actually actually forced us to shut our doors for five years
and it turns out it's nearly impossible to make candy when the government has all the control of all the sugar. As a business owner I can tell you that coming back from a total five-year shutdown down is the ultimate stress test. But our best executive decision came later when we finally got smart, packed up the kettles, and we moved to Arkansas. We realized that if you're going to build a legacy based on hospitality and tradition, there's no better soil to plant your roots in
than the Arkansas River Valley. The people of Van Buren and Fort Smith didn't just become our customers, they became the reason we are still here a hundred years later. Being a third generation owner is about more than just maintaining a brand. It's about honoring the sweet traditions that connect the families across generations. When we look at our history, we don't see a timeline of dates. We see the faces of the best staff in the world, a community that supports us,
and our motto is simple do something you love with people you love for the people you love and the results will speak for themselves thank you for this incredible honor we are proud to be an arkansas original and we look forward to the next century of keeping things sweet in the natural state i yield my time thank you thank you Thank

please read the resolution. Whereas the week of May 3rd through 9th, 2026, has been designated as the
Public Service Recognition Week to honor employees of the federal government and state and local governments and members of the Uniformed Services who are entrusted with missions fundamental to the United States and deliver services upon which Americans depend. Whereas 21,000 federal employees, 70,000 state government employees, and 114,000 local government
employees serve the public in every county and city across the state of Arkansas. Whereas public servants make substantial contributions to Arkansas communities through teaching children and adults, protecting life and property, improving health, licensing businesses and professionals, building infrastructure, running elections, supporting families, managing natural resources in public lands, developing the workforce and the economy, and enforcing laws and recognitions that undergird private sector growth,
protect consumers, and sustain conditions for a competitive and innovative marketplace. Whereas public service is a noble calling, involving a variety of challenging and rewarding professions and highly skilled and trained individuals offer their knowledge, effort, and expertise in support of the public good. Now, therefore, be it resolved by the Senate of the 95th General Assembly of the state of Arkansas that the Senate commend the dedication, professionalism, and patriotism of the public servants of the state of Arkansas who deliver essential services to the people of Arkansas.
Recognize the indispensable role of public servants in strengthening the Arkansas economy, protecting the safety and security of the public, safeguarding individual rights, and sustaining the foundations of democratic self-governance. Honor the contributions of all
public servants during Public Service Recognition Week, May 3rd through the 9th, 2026, and throughout the year. And call upon the people of the state of

Thank you, Madam President. I'd like to ask for leave for members of IBLA. So with me today I have Salvatore Moltisanti, Sherman Banks, Alan Storyguard, and then from Italy we have Gianni Berieschi, Maximilian Trebo, And from Poland, we have Wieslow Olfat and Maciej Zimka.
Not bad, huh? The Polish is tough. So this resolution is to recognize the winners of the Ibla Grand Prize International Music Competition and to commend the IBLA Grand Prize Music Competition and Festival for strengthening culture exchange through musical outreach. Whereas IBLA Grand Prize International Music Competition and Festival
is an annual music competition and festival that has taken place each summer in Ragusa, IBLA, Sicily, Italy for 35 years. And whereas the IBLA Grand Prize International Music Competition and Festival was founded by Dr. Salvatore Moltisante as part of his doctoral thesis and each year attracts talented musicians from across the globe. And whereas winners and participants of the IBLA Grand Prize International Music Competition and Festival travel and perform across the world,
across the United States of America, and across Arkansas, and with its final performance each year taking place at Carnegie Hall in New York City. Now there, be it resolved by the Senate of the 95th General Assembly of the State of Arkansas that the Senate extend a warm welcome to Gianni Bresci, Maximilian Trebo, Vieslof Olfat, and Maciej Zimka, congratulate them for their success as part of the IBLA Grand
Prize International Music Competition and Festival, and to recognize them for their achievements and expertise as musicians. Commend IBLA Grand Prize International Music Competition and Festival for its continued role in providing exposure to the highest level of musicianship to the people of Arkansas, enriching the communities of Arkansas through musical performances and educational programs, and strengthening international goodwill through musical cultural exchange. Be it further resolved that upon adoption of this resolution appropriate copies be
provided to the leadership of the IBLA Foundation, Gianni Bresci, Maximilian Trebo, Vieslof Olfat, and Maciej Zimka by the Secretary of the Senate. I met Sherman probably 14 years ago, and we've become friends. We've actually had them come do concerts in Tawny Town. They do concerts in the past in Lake Village. few words. Thank you, Madam President, the members of the Senate.
We do appreciate the opportunity of being here today. I've been involved with the IBLA Grand Prize for the last 25 years. Salvatore and I have been friends. He is the creative director of the IBLA Grand Prize. And I met Senator Penso at that time. He wasn't, I think he was a local city council member in Tonnetown. And I talked to him about IBLA and I talked to him about Sister Cities because I served as international president for Sister Cities Worldwide, which was started by President Eisenhower in 1956. We're celebrating our 70th anniversary this year,
and I served as the president for the 50th anniversary. So I have a lot of history with that, but I want you, Salvatore, just wave your hand because people need to know who you are. You are an incredible human being.

Senate will come back to order, and next we will take up House Bill
1103. House Bill 1103 by Representative Schultz and Senator Kroll to increase the homestead property tax credit. Senator Kroll,

you're recognized. Thank you. Colleagues, we did the resolution last week so that we could make this bill up, so that we could raise the homestead property rebate to $6.75.
That raises it another $75. We have a report that comes out every January that tells us where this pot of money sits and if we can afford to take it. It came out positive, so we are asking for a good vote on this. In the last three years, we have raised this from $3.75 after today. Hopefully, it will be at $6.75.

Seeing no other senator, please cast up
the ballot by a vote of 34 yea, 0 nay, 1 present. House Bill 1103 passes. Please return to the House. next we will take up our budget calendar senator dismaying you're recognized all right members here's how
we're going to handle you have a budget calendar on your desk the very last page has revenue stabilization senate bill 75 we are going to consider that before we consider the
appropriations the appropriations we'll do as a batch is two separate batches by page and so i'd like to at this point i'll read through the first page and the second page let me know if there's any of those that you would like to pull out for separate vote or discussion. House Bill 1005. House Bill 1008. We're going to pull out House Bill 1005. House Bill 1008. House Bill 1037. House Bill 1051. House Bill 1052. House Bill 1068.
We're going to pull out House Bill 1089 for separate vote. House Bill 1090. 1093. So on the first page, House Bill 1005 and House Bill 1089 are going to be pulled out for a separate vote. 289. Yes, 1090 should be up, supplemental. Yes, what's that?
We're going to vote on House Bill 1090 separately. All right. Now moving to the second page are Senate bills, Senate Bill 3, 4, 7, 15, 21, or 31. I'd like to pull any of those out. All right, so just to recap, House Bill 1005, House Bill 1089, and House Bill 1090 have been pulled out for a separate vote from the House bills.
But first up, we're going to
Chair

take up revenue stabilization. Senate Bill 75 by Senator Dismang, to amend the revenue stabilization law, to create funds, to make transfers to and from funds and fund accounts, and to declare an
emergency. Senator Dismang, you're recognized. Thank
you, Governor. Members, this RSA largely mimics what we've done or what the discussion was with the governor's balanced budget proposal.
There are a couple of small changes. The first is all the higher ed institutions originally had a Schedule B. All those fundings have been moved to Schedule A, and the same is true for county operations. That's your significant change that's happened. It still maintains about a 3% growth in GR. And then there are the RSA set-asides or requests that are set-asides for GAD. Those start on page 11 in your revenue stabilization. We have the $100 million, which was the Medicaid set-aside.
As we discussed, that adds to the already $100 million set-aside for Medicaid. There is a $70 million set-aside for EFAs. Again, both of those were part of the discussion they had on when the governor made her balanced budget proposal. In addition to that, there is a re-upping of the majority set-aside by $43.7 million. There's $5 million for a motor vehicle. And then there's a total of $300 million for quick action funding for a super project in West Memphis. That's broken out in two parts.
$150 million would be for the entity. It's my understanding that those funds would be provided to the entity as they met different, I guess, thresholds or requirements as part of whatever the ultimate agreement will be. And the rest of the $150 million is a budget that's been set aside for potential road improvements that they need to have in the area to have a project of that size. Again, largely, everything else
mimics what we've already discussed and what was presented in the governor's balanced budget.
