can have your attention for a second, we have something very important that we need to do. As you are probably aware, we have someone who's been with us for a very long time in state government who's done an impeccable job, and she's with us today, and we want to honor her.
So I'm going to ask Ms. Lori McDonald from DHS if you would come to the table and have a seat. And, members, if you know Ms. McDonald, you know what a great loss to the state and to DHS in particular this is going to be after her 28 years of service. I have a resolution that I'm going to read in its entirety because I think she is worthy of that. And I just would like to point out there's no one, I think, that exemplifies what it means to, as was talked about at her reception last night, a Christ follower.
that's done her job with dedication with grace and done it in a way that honors her lord and savior so with that i'm going to read the resolution honoring miss laurie mcdonald whereas laurie mcdonald chief of staff the department of human services will retire june 30th 2026 after serving state government for nearly 28 years and whereas miss laurie mcdonald is a seasoned public service professional with more than two decades of experience in state Government, known for her expertise in legislative affairs, advocacy, constituent
services, and organizational leadership. And whereas throughout her career, Lori McDonald has built a reputation as flexible, creative, highly adaptive leader who excels in fast-paced, high-visibility environments. And whereas before joining the Department of Human Services, Lori McDonald built a strong foundation in state government through working at the Office of Child Support Enforcement. And whereas while at the Office of Child Support Enforcement, Lori McDonald gained extensive experience in staff supervision, statewide training, auditing, policy interpretation, customer service, and managed large caseloads, led
comprehensive training programs, and worked closely with both the public and with elected officials. And whereas Lori McDonald's early roles honed the communication, analytical, and leadership skills that would later define her success at the Department of Human Services. And whereas Lori McDonald's work with the Department of Human Services has spanned multiple leadership roles, each increasing in level of responsibility. And whereas beginning with her initial roles as program manager and program administrator at the Department of Human Services, Lori McDonald developed deep knowledge of policy, operations, intergovernmental communication. And whereas
Lori McDonald advanced at the Department of Human Services, she became a trusted liaison to legislators, the office of the governor and congressional staff, and consistently ensured that the priorities, concerns, and needs of the Department of Human Services were communicated accurately and effectively. And whereas in her roles as program manager, program administrator at the Department of Human Services, Lori led critical functions including litigation assignment, constituent services, human resources, financial oversight, legislative tracking, budget development managed, complex workflows, coordinated legislative reports, responded inquiries from elected
officials, and supervised teams responsible for sensitive time-bound processes. And her work required strong judgment, diplomacy, and the ability to interpret state and federal law in real time. And whereas Lori McDonald's later roles in the Department of Human Services as Assistant Deputy Director and Deputy Chief of Staff of Legislative Affairs and then Chief of Staff showcased the full breadth of her expertise. And in these positions she led the Department of Human Services legislative strategy, managed high-level legislative requests and communications, and provided testimony, proactively briefed lawmakers on issues critical
to the Department of Human Services programs and services. And whereas Lori McDonald's leadership has strengthened the Department of Human Services relationships with elected officials and ensured that complex policy matters are communicated clearly, accurately, and effectively. And whereas in addition to her legislative leadership, Lori McDonald oversees consensual services, provides internal training on legislative processes, and serves as a key advisor to the Department of Human Services leadership on emerging issues. And whereas Lori McDonald represents the Department of Human Services in high-priority statewide initiatives,
including serving as a liaison to the governor's office on faith-based initiatives. And whereas Lori McDonald's ability to step into emergency response roles, such as serving as a housing manager during the Department of Human Services tornado response in March of 2023, demonstrates her ability, steady leadership, and commitment to public service. And whereas Lori McDonald's career demonstrates a long-standing commitment to public service, A talent for legislative and intergovernment management, improving ability to lead teams, solve problems, and support mission-critical operations across the state.
And members, I'll just add, as someone who got to know Ms. McDonald quite a few years ago, I was a young, brand-new staffer for Congressman-elect Westerman at the time, and I got to know Ms. McDonald. And I can tell you, she was someone who poured into me as someone who didn't know anything, still don't, I would argue. But she was always ready to invest time and information and knowledge and be gracious with that and also patient.
And so I am personally deeply grateful for her commitment and her service. And so with that, now therefore be it resolved by the Arkansas Legislative Council of the 95th General Assembly of the State of Arkansas, that the Legislative Council recognizes and honors Lori McDonald for her service to the state of Arkansas. upon the occasion of her retirement from the Department of Human Services. And Mr. Chairman, I would ask for a motion to adopt this and a good vote. All right, members, we have a motion to adopt.

and we wanted to recognize also Senate because she's been a great value to all the Senators and for all she's had to put up with out of us House members and Senators. We figure we at least give her a flag and a citation for everything she's had to put up. So, Ms. McDonald, we wanted to give you this Senate citation this morning in an act of appreciation from the Senate, but also this is a flag that was flown this morning. It's a U.S. flag that was flown over the state capitol. for the record, and you can begin. Thank you, Mr. Chairman. Carlos Silva, Bureau Legislative Research. And today I'm here to present the May 2026 monthly revenue report. Gross adjusted collections for this fiscal year to date $7.76 billion. There is up 4.4% from the last fiscal year today at $7.44 billion. As we go down, we're going to see the net available for distribution at $6.36 billion.
That is up $7.7 billion from the last fiscal year today, which was $5.9 billion. As we look into the 6.361, you might remember that RSA was set up for the fiscal year 6.494, so $130 million here in order to reach RSA for this month of June. As we look into the estimates for the month of June up to today, Those are moving forward, and they are moving slightly higher than the last June.
So as we look into the next page, you're going to see here we have a new adjustment from the F&A updated forecast. There's a new updated forecast for May 2026. On that forecast, they take into account this growth that we have seen here from February to May, and they have the surplus for this fiscal year, $585.8 billion. As we move from the following page, we're going to have general revenue collections and the special revenue collections.
As we have seen the last of the year, there's not much movement there. The only major change that we have here that we'd like to take note for the upcoming months here is, as we have seen, CPI is slightly higher, kind of hot this month. But this was mostly driven by gas prices, and as we have seen, the war end here. This is expected to slow down in the upcoming months, at least when we talk about the headline.
We have some other pressures, of course, CPI, but those are the major things that we have here for May 2026. With that, I'll take any further questions. Thank you, Dr. Members. Any questions? All right. Seeing none, thank

committee met on june 9th and approved premiums and deductibles for the state captive insurance program as presented by stevens insurance per night subcommittee also authorized blr to move forward with a contract with claims administration agreement for the captive for both the contract and the premiums and deductibles the subcommittee authorized ALC co-chairs to finalize the authorization by emergency action, and those actions are attached to your report. At its June 9th meeting, the executive subcommittee also adopted a motion to cancel the regular ALC meetings for July this year and to authorize all ALC subcommittees to meet in July only
to take up items that have an imminent need and cannot wait until the regularly scheduled August ALC meetings. The subcommittees that need to meet in July are permitted to meet outside of regular ALC meeting week and all actions that are normally that normally would have been reported at July 2025 or 2026 ALC meeting will be final reported to ALC as at its August 15th meeting subcommittee met again yesterday June 19th and reviewed improved emergency rules for DHS regarding psychiatric residential treatment facilities services for children under age 21 mr. and I realize

One, reviewed and approved emergency rules for the Department of Human Services and the Department of Education, all of which have been reported to members and alternates of alc in accordance with alc rules and to approve waiver requests from school districts for cooperative purchasing and construction services by this report the alc co-chairs report emergency actions taken may 18th 2026 as authorized with executive subcommittee concerning a waiver request under act 929 for jonesborough water and light the emergency action
report is attached to the executive subcommittee report in your packet as required by alc rule 16 in addition the subcommittee recommended committee fund allegations for fiscal year 2027 be set at same levels as for fiscal year 2026 the allocations were included in your packet finally the subcommittee voted to quote uh cancel the regularly scheduled july alc meeting authorized alc subcommittees to meet at any time in the month of july take up items that have imminent need and cannot wait until august and give final action authority to subcommittees for actions taken during the month of july 2026 which shall be reported alc its regular scheduled meeting on july or on august

We had multiple meetings for the rules subcommittee
this week. On June 15th, we met and there were two rules that were pulled by the agencies and all other rules were reviewed and approved as noted in the report. Then we met again on June 18th and the subcommittee filed reports from the executive review and state insurance programs oversight committees. The subcommittee filed quarterly reports by the Department of Corrections and Post-Prison Transfer Board. The subcommittee approved two agency requests for exclusion from the reporting requirements for rulemaking. The subcommittee accepted the recommendations of the
Division of Career and Technical Education concerning the extension of rules pursuant to Act 781 of 2017. And also the subcommittee received agency updates on outstanding rulemaking from 2023 regular session and filed agency's monthly written updates on rulemaking from the 2025 regular session two rules were pulled by the agency and one rule was held in public health all other rules were reviewed and approved and noted in the report i move adoption of the report all right senator we're going to hang on

people did but there was a lot of good stuff came out of that i just need some clarification uh the public testimony that we had uh was very good for for some of us to be able to have and we talked about uh some of the things that were the problems some of them had problems i don't think can be fixed mainly about the class wallet and and what i garnered out of that the class wallet was probably uh one that maybe was lacking a little bit but as i had a contract pulled
uh and and read that this is eight million dollar contract it has a 14 million dollar projected contract and i think greg is one sign reason i want you up here to do it uh but there are performance standards and the performance standards are all in the 90 percentiles varying in there and they have two three and ten day time requirements on different performance deals so if you've got some new information that you think are going to fix
some of the things that we heard i've been told that i would appreciate you sharing that that that may help the education department and class wallet to take care of some of the delay problems, the losing vendors, small vendors, because they just can't wait 30 to 60 days. I would appreciate if you'd share that. But have there been any standards from reading contracts as they have to be in writing?
Have we altered the standards from what the contract was is one question. Have there been any penalties or reason for penalties? Or is it the department telling Class Wallet, let us do what we want to do and review, and I don't have a problem with that, but that's what's delayed these people that say they're being hurt. Can you give us an update on that? And is there some help that you've received since the meeting this week that we think is going to improve this?

So, yes, we do continue to meet with ClassWallet regularly, our staff, with their staff, and provide updates on progress and things that are happening. You're correct that there are performance standards in the contract that we are and will hold them to. And we continue to let them know when there are areas that need to be addressed. There are some points at which, yes, they have offered services such as review of expenses that we have chosen to do in-house instead. Because we feel our staff is more highly trained, knowledgeable about our rules and our expectations, as opposed to trusting a vendor who operates in multiple states to be reviewing those expenses, which you all know are very heavily scrutinized and looked at.
So we prefer to keep that in-house and with our staff. They have agreed and given us assurances that there will be upgrades to their technology, including the use of AI and certain other functions that will help expedite. But I think we've already demonstrated with cancellation of the first vendor contract that we will ensure this program is at the highest level. And if ClassWallet or any other vendor cannot meet those needs, that we will look at terminating that contract and going with another vendor.
but based on the conversations we've had we we don't believe that that will be necessary we believe that they will meet those expectations as I stated the other day the staff department is committed to ensuring we have enough staff to review expenses given the volume of things that come through for review daily in the five to ten thousand it's almost impossible to be on a 24 to 48-hour review period but we definitely are going to commit enough staff that we can make that more
reasonable and get it down to less than the 30 days it's about it's currently at okay
