employee benefits division you are recognized to make your presentation yes if i'll we'll follow along in your packet i think it'll make a lot of sense what we're talking about here is public service student loan forgiveness program this is uh this company is aptus which has we're trying to get a contract with them to help our state employees gain public student i mean public service loan forgiveness um something about this plan you might want to know, this was established by George Bush in 2007. It only applies to working full-time employees. Any employee that participates in this plan will have to make at least 120 payments or 10 years of student loan payments and to be eligible to get their loans forgiven. as to who qualifies it hits any

basic jobs within state government it's going to be troopers, it's going to be family service workers, it's going to be people in the military, particularly nurses we have an interest in and anybody that works in the state government sector becomes eligible for this type of program and you may ask why do we need this in the state of Arkansas. We think of this as a long-term retention strategy for employees who have made 10-plus years of payments, and we think it's a recruiting advantage to us as well because, as we've found in the past, if we can get an employee to come to work for the state and public service loan forgiveness is very enticing to many state employees, if we can get them to come and they stay the full 10 years, generally we have them. I hate to say it. I don't want to act like we've captured them. But generally, they'll stay for us for the remaining years because of the retirement programs that we have. And so the criteria here is very important, though, that they must make their 120 payments. And you may ask, why is this necessary? Well, the federal government student loan program is very difficult to navigate. It's extremely complex, has all kind of possibilities. And what we found, if people who are experts in this area can help employees, it makes a huge difference in how they go through this program. So we've got some actual examples for you here that we'll just go about. When APTIS presented this contract to us and we initially started looking at it, they agreed to take four state employees as test cases just to see. And these employees represent from high-paid employees to low-paid employees. So this is just something we wanted to show you. The first employee, we're going to call Brenda, and Brenda had worked for the state for years, 20-plus years, and had student loans for herself and for her children. Knew about the public student loan forgiveness program, did not know that parents were eligible with PLUS loans. So that's something very important to consider. This person was paying about $1,250 a month in student loan payments. After this program, and after working with Aptis, she had over $84,000 in debt retirement, and then the feds sent her a check for $21,000 because she had overpaid on her student loans. So that was a very important case for us. Another employee was Gary. He has a series of loans. He did not understand the financial advantages of loan consolidation. So Aptis got with Gary. They reduced his monthly loan payment, which saved him about $8,300. And he has not worked long enough yet to qualify for debt relief, but he's on the path that he

The University of Arkansas in Fayetteville actually did a study and estimated that there's 166% multiplier effect for every loan dollar that's saved. So that's money that we're able to, as an employee, reinvest in the local economy, in ourselves as far as retirement savings, or in any kind of aspect that we do in our daily life. but this is also one of the largest amounts of debt that an employee will carry you know prior to covid student loans were the number one debt it has now shifted to credit card but this is a substantial burden to our employees and we have seen study after study show that when we can bring some assistance to helping navigate the stresses of life we're getting a more productive employee and a more loyal employee. And in this day and age, when we are in heavy recruitment battles for these positions of nurses, for caseworkers, for our frontline workers at DHS, we need every tool in our arsenal to really be able to go after and retain these employees in state government. I do want to emphasize two strong aspects of this. These are people who are paying on their loans they have made 120 consecutive payments and they have worked in the government space for 10 years so this is not some some kind of other plan like they are making they are being responsible we are just helping them navigate the ending aspect of this public loan public service loan program that the federal government affords non-profit and sector employees. I mean, there's huge denial rates. our employees have to have been with us for 10 years they can't just pop in and be a state employee for a year or two try to get their loans forgiven and you know pop out into another job another system they've got to be have been with us for 10 years and if i recall those of us who have been sitting on personal personnel for quite some time for years for years we have talked about finding ways to add value to our state employees when we can't always increase salary now we were able to do that just recently with our labor market rate plan and adjust salaries for a lot of employees across the state. But we have been looking for years to consistently find ways to add value to our state employees where we're not able to always maybe pay exactly like the private sector. But we want to incentivize good people to come work for us, be with us, stay with us.
