discuss this one, we've got one that just, uh, we passed out here
359 for out of school time programs by Senator Petty and, uh, those are grants which I believe can go to the Boys and Girls Club, um, this one, my understanding is that it's written in a way that is targeting, uh, the boys and girls club so that these funds cannot be directed there specifically, um, it also contains language. regarding, you know, DEI and all that sort of thing, and I understand there's different
views about DEI, but I think either way, whatever your views are there targeting an organization, uh, with, with these funds that we expend is is not the way we should go, so, uh, I'm a no on that. Thanks. Alright thank you. Uh, Senator Hammer, you recognized for

discussion on the bill. Thank you, Mr. Chairman. Um, I think characterizing as
Senator Kim Hammer
Unverified
7:46
targeting is a misrepresentation of what it does. What it does is establish the parameters that if you want to be able to utilize
these grants, uh, we have taken the language that is out of the Learns Act also has been upheld in the Supreme Court and if incorporated it into the bill. And if you are an organization that would like to access the money, uh, it's very simple. Just comply with the existing law, comply with the existing standards that are set forth in the Learns Act, and Also, if you are affiliated with the national organization, it has a capacity in there that you can have a memorandum of understanding that that national organization will not violate the law by forcing you as a
local entity to, um, be required to subject your participants or the distribution of other materials. So I think it's an unfair characterization. It also establishes a matching grant so that there's some skin in the game for all the local organizations, and it is weighted heavily to give those that are new start grants or new start youth out of school programs, uh, a 2575 match versus those that are 5 years or older. So there's some very practical components in the bill
as well. And so members, I would appreciate a good vote on this bill. All right. Thank you, members. Do we have any

9:57
Thank you, Mr. Chairman. I do have a question for the sponsor, um, with regard to, uh, these national organizations, I think you mentioned that they could enter into some kind of memorandum of understanding what that national organization, does that, is that required even if the local entity in the state of Arkansas is maybe not following any directive from the national organization. If they, if they, it's written
Senator Kim Hammer

10:29
in there and the rules will be promulgated by the Department of Ved that as long as they can produce evidence that they are not allowing those things that would violate the laws written into, into it, that they would not have to have that memorandum of understanding. However, the memorandum of understanding would be a good safety just to protect the local entity in the event that that, uh, things began to be pushed down that would violate, but I believe that the way the laws written as long as they can
produce evidence and the Department of Ed would be the, the gatekeeper of that determination, and it is promulgated in the rules that it could be such, uh, then I, I think there would be that safety net wouldn't be required. All right,

Senate Bill 3332. Hey, Mr. Chair, Senate Bill 332 is, um, an appropriation only for the Department of Education, uh, we had during the interim some committees that discussed uh some, some good programs in the state that are very limited in their scope, um, they only are in certain areas of the state and are not statewide. Because they don't have funding to take their program statewide
but have very good results for, for youth in in schools with their health programs, uh, particularly identifying and they're called uh um sexual risk avoidance in education programs. And so, um, there is no funding tied to this at the moment, but in order to begin to start that conversation, you have to have an appropriation available for the department to look into it and see if there might be um opportunities or funding available, uh, to begin to expand those programs which
right now are funded primarily through federal grants and so this would um help to identify areas of the state, hopefully that, um, uh, are not being served currently and expand these. programs in into those areas and that I'll take any questions. All members, you've heard an explanation of

Amendment one? Amendment one on Senate Bill 92. Seeing no questions, we've got a motion to adopt. We've got a second in discussion on the motion, seeing none, all those

Representative Crawford, are you here today? Alright. House Bill 1577
Representative Cindy Crawford
Unverified
18:07
thank you. House Bill 1577 is an act to make an appropriation for grants so that perpetual care cemeteries experiencing financial hardships may apply for funds to pay for infrastructure repairs. Uh, the funds are derived from cemetery sales including space, sales, graves, openings and closings. But the money has dried up over the past several decades due to cremations leading to fewer funerals and cemetery burials. Uh, they were also able to get
money off of their maintenance funds, but some of those range from $250 to a million dollars and they can only get 20% from a grant, uh, from a bill that was passed in 2021. If the cemeteries do not comply with maintenance regulations of the states that could be fined up to $10,000 for noncompliance with state laws and rules. If we don't make a plan. Uh, some of the cemeteries could
wind up in receivership, which is causing the city, county and state more money. So I'm asking for appropriation for, uh, cemeteries, uh, perpetual cemeteries in the state of Arkansas. All right, thank you for that explanation. One thing I want to say, if you're not a member of the committee and you've got a, a

to be able to see and have a conversation about a bill. Uh, if you're a member of the committee, I give you latitude to stay in the
chair. I've got one question that I know of so far, Senator Payton, you recognize her question. Thank you, Mr. Chair. Is

Senator Jimmy Hickey, Jr

but have we ever even tried to appropriate money? For this, I've just never seen this before was the reason I was asking that question. To my knowledge, no. OK. Thank you, ma'am. No Senator Blake

perpetual care cemeteries that are regulated by the state. Um, But they are not owned by the state at this time, but if we do not, they have got to have relief if we do not help them, they may be owned by the state because the state would have to come in and take them over. Is
Speaker 74

recognized. Thank you, Mr. Chair. Um, this bill is an appropriation for $5 million to help build an Arkansas veterinary hospital at the zoo. The idea for the hospital came first with the, uh, news for the addition of the two vet schools here in Arkansas, one at Arkansas State University in Jonesboro, and of course, the
other with Lyon College, which would be in Cabot. The idea was further explored because of a, uh, knowledge of a partnership in Alabama with the Alabama state legislature for the Alabama State Teaching Hospital that is at the Birmingham Zoo. Um, the Little Rock Zoo has established a partnership with Lion and with Arkansas State University, but the zoo's facilities are grossly inadequate and would only be able to probably take one, student, um, and, uh, during
rotations instead of the 5 to 10 that could be done with a different facility. Um, there is a, uh, the project is supported by both of the universities, and this would add, um, 5 to 10 additional internship. externship clinics that could be offered for the students every 6 weeks. There's going to be a huge need for these opportunities for students so that they can have hands-on training with animals, where they can learn practical skills for their veterinary medicine and especially the
internship in the large hoof stock and equine animals is a much needed field of veterinary medicine that our state needs support for. The hospital would also provide an opportunity to inspire the next generation of veterinarians and STEM learners here in Arkansas, because it would be a place that inspires K through 12 students as well. The zoo has about 300,000 people come through on any, uh, given year, and this would be built in a way where there would be a viewing window where guests to the zoo would be able to go, come
through and actually watch this work happen by taking tours through the hospital. So hopefully, this would inspire our next generation of veterinarians, biologists, and researchers and would also help to keep these students here in Arkansas, in Arkansas instead of going to other states. So the ask is for the $5 million appropriation, but this would be done through a public-private partnership, the total cost would be expected to be 8 to 10 million, which the zoo would be willing to, to work to raise the rest of that.

Uh, for the zoo, and, uh, we've got a limited number of animals that's going to be serviced, uh, so I, I'll be a no vote on this. Thank you. Thank Senator, uh, do you

I think that our students, um, right now we have, um, the places that our students are going to have to go, uh, would be probably Oak Lawn, the prisons, um, And, uh, maybe some private places, and we just believe with the number of students that are gonna be coming through with all of these, uh, with both of these schools doing the vet schools that we need, we're gonna need
places for them to do their internships and externships and once again, um, we have a lot of, uh, big, big hoof, um, from what I understand, animals here in Arkansas, especially horses, and that this is going to help, um, provide that help. For people in state. Thank you. Alright thank you members do we have any more questions on House

I, I didn't know this was on the agenda. I don't have my notes with me. Uh, I had a senator tell me the other day, just talk from your heart, not from your paper, so that's what I'm doing this morning, so this bill, uh, you might recall we had a uh 10 year plan to basically reconstruct the human development centers. We spent over $20 million at Boonville to do that, took a
couple 3 years, uh, Warren is in good shape. Uh, we had 8, we have $8 million allocated to Jonesboro to redo that. Development Center. We need $20 million more. I know that's a lot of money, and I know money is getting tighter. But these folks in these human development centers, and I've said this many times, but we treat them worse than we do people in our prisons. There are 4 people sleeping in a room. If you've ever been in a hospital where they had 4 beds in a room and you're in there
for surgery or whatever, that's what it's like, but these people aren't there for surgery. They're, they're there for life. This is their life. This is where they live. Many of them don't have parents. Uh Some of them have nobody that comes to see them. They need this. And I know money's tight, I know it's hard to get. But this is one of the needs that we really, really need to meet. Um, I spent a lot of time there. I visited all the human development centers. These people work hard.
Uh, they, they don't care how much money they make. Excuse me, how much money they make is what they care about is getting the check. And, and feeling like they're contributing to to their community, so. That's why I'm asking for this. We need it, we need to find this money somewhere, and I think if we dig far enough, we can do that. So Mr. Chairman, with that, I'd take any questions. All right, thank you. Members, do we have any questions on House Bill 1389.
Senator Jonathan Dismang

All right, seeing no questions, we've got a motion to pass. We've got a second. Do we have any discussion on House Bill 1389. In question, seeing none, all those in favor signify by saying aye, all those opposed, motion carries, members, we have a handout that's coming around right now. It's a piece of special language. It is not on our agenda today. We will not be taking it up today, but we do need to make a motion to suspend the rules to add it to our calendars so that we can send it
to special language. And so that's coming around, uh, right now, uh, while we're waiting on that handout, I'm gonna go ahead and announce next week's schedule and if you have a standing committee. Please do not cover up our budget subcommittee so that we can have attendance in those and that you can have attendance in your regular committees, so please, if you, you are a chair of a standing committee, do not double up the meetings with our, uh budget committee meetings. So
on Tuesday, April 8th, personnel is going to meet at 8. Special language is going to meet at 8:30 and we will come back in here at 9. On Wednesday, Pierre will meet at 8, and we will come back here at 9 on Thursday we will be in here again at 9, so plan on being in joint budget, Tuesday, Wednesday and Thursday of next week, uh, again, I think we're still handing things out, so I'll go ahead and say this and I'll probably say it again before we leave. If you have a hold on a
budget, please reconcile whatever it is you have going on, uh, with the agency. If you cannot get it reconciled by Tuesday, we will ask you. To state the reason for your hold. So just be prepared
if you have a hold and it is not and you can't get, you know you're at an impasse, you will be asked on Tuesday in joint budget to state why you have a hold. If you are not here. And you have a hold, we will
release your hold if you're not here to state your reason on Tuesday, we will release your hold. Is everybody clear, have questions on that?
All right, thank you. I think we've got the handout here, so I need motion to spin to add uh this amendment to the calendar. We've got a motion. We've got a second in discussion on the motion, seeing none, all those in favor signified by saying aye, althoughposed, motion carries special language. All
right, so now we're gonna go to uh. No, OK. Uh which I'm hearing it on uh Personnel chairs. Y'all may not have any business, uh, at 8 o'clock. We, we will have you pigeonholed there at 8. If nothing comes up between now and then, which it should not, then we will not meet at 8. All right, that'll work. Alright, thank you.
