In twenty twenty pre pandemic there were nine hundred and forty eight we have increased the number of school nurses in the state of Arkansas by two hundred since twenty thirteen we still do not have a nurse on every campus but we are making strides imagine what the situation would be like in our school systems right now with this pandemic had those nurses not already been on those campuses. In twenty twenty the health department declared school nurses acts critical infrastructure the only school employee with that distinction critical infrastructure. A school nurse in New York was actually the very first to notify officials of the swine flu outbreak in two thousand nine which triggered a nation wide response. If you talk to some of the nurses in our schools they'll tell you that their office is more like a mini E. R.. Some of them see fifty to sixty children a day. Fifty to sixty a day in their school nurse office. In previous surveys this is pre pandemic. One hundred and fifty seven thousand six hundred ninety four public school students had at least one chronic health condition which represented thirty three percent of the total student population. One million nine hundred and twenty two thousand nearly two million public school students were seen by a school nurse and then return to class. Sixteen thousand nine hundred and three public school staff members were administered first aid by school nurses. Thank you Mr Speaker and members this was a bill that was also brought to me by Arkansas rehab services I thought it was a good bill to make sure that we are people making people held accountable for services that we're helping them with these amendments ensure that ARS Arkansas rehab services only contribute funds towards the forgiveness of students law student loans after eligible employees become entitled to the payments I wanna make it clear we are not starting a new student loan program this already existed there is no change there's no fiscal impact of this bill whatsoever this is an existing program we are just trying to make sure that people are doing the work that we expect them to do pre payment of funds toward student loan forgiveness can lead to collection efforts against former A. R. us employees if they retire or terminated before fully earning those payments prepayment is also difficult for a R. S. staff to manage administratively these problems would be eliminated as a R. S. made loan forgiveness payments once eligible employees had already worked two years for the agency thus earning the payments I appreciate a good vote. Would reducible arsons by making sure every woman obtaining an abortion in Arkansas knows about both the resources public and private available to her to support her pregnancy and parenting should she decide not to have an abortion. Many abortions are driven by so so opt economic concerns that pre existed pregnancy. To do this in my requires before obtaining an abortion or must first to receive a free resource access assistance offer from a train supported professional in which the professional explain services available to the woman and offers to connect her directly to them. The Bill supports extensive follow up services until the child's second birthday. All services are provided through a brief phone call to a toll free number. Data shows that if women are fully informed as many as a third will decide to keep their babies in Arkansas when Emma is fully implemented that would be roughly one thousand babies saved annually plus ongoing support to the children's mothers. This is set to go into effect if passed January first twenty twenty three. So imagine five years after this being fully implemented that would be the equivalent of forty plus new classrooms full of kindergartens. Is not required to do anything else you can then go ahead and and make whatever choice she decides to to go forward with should she decide to ask for additional resources then they would set up a care plan depending on her particular situation whatever those resources might be it might be trying to set up job training it might be a resume building it could be helping or signed up for Medicaid or any other type of resources but to try to help her hold hold her hand through getting both public and private resources that are locally available to wherever she happens to be in the state follow up Mr Speaker you're recognized thank you Mr Speaker so can you also address funding and what type of funding has to be used and is there a chance that this funding would run out at some point so this this would be set up through the department of health the estimates on the cost the program would be between one point two and one point five million dollars like I said it will not start until January first of twenty twenty three so we've got virtually two years before it be the second half of the next fiscal year before would be beginning to be implemented to find whatever resources through the department of health would be required in order to continue the program make it sustainable Funding like this typically would probably be through general revenue allocation of whatever surplus as we as we're budgeting things going forward. I ask the question I health department but later I found out this bill actually mandates my understanding that we contract the services out and to the health department's point that day in committee they think they could do this cheaper have you talked to them about that point are is that something we could amend on the bill or what what's your thoughts on they haven't brought that up to me and I haven't discussed it with them any further since then. When I haven't talked to him about that specifically banned brought that concern to me follow up respect recognize can you have that discussion before this bill runs in the Senate we can certainly have that discussion thank you. I mean it's possible as many will never be appropriated so what happens is that these people are stacked requiring the phone call that there's no one on the other end to answer the phone well the Department helpful to be in violation of the law if we set the policy that's what this is about is us determine the policy we determine what the policy is going forward should this bill pass in the law department health would have to then allocate resources toward implementing the policy and we as the appropriators would then have to make the determination through budgeting. How we allocate those resources through preparations going forward. Can I ask a follow up you're recognized as a thought I ask you just about every question in public health I could ask but who will be answering the telephones and will they be licensed counselors I mean or will it just be volunteers or is that decided at this point so in other states where this is set up the trained professionals I'm I'm not entirely sure exactly what all their specific qualifications are they're outlined in the bill as far as there has to be trained professionals that are answering that phone call on the other end so whatever entities that the Department of Health decides to contract with in order to supply the services would have to meet the the R. F. P. qualifications and make sure that they're they're hiring the appropriately trained professionals in order to to be receiving those phone calls okay thank you represent Hodges for what purpose question recognized where did you get the what did you get your does your impact dollars from the annual impact dollars from because the Department health estimated between forty five million dollars yes so the the Department of Health hadn't ever put together any sort of data on this type of a program specifically before so the data that I had came primarily from organizations that do this type of work in other states and create this type of a have this type of program in operation there's a program similar to this in Texas that over the last couple years it's had over ten thousand women call into their their resource line and make offers of assistance and connecting them to services and that sort of thing about a third of those that that's where the statistics come from that a third of those once they've been made that offer they choose not to move forward with the abortion and then they on average have about five months worth of services that that women seek out and and continue with them for about five months so. That's the entity that had actual data and numbers on what the cost to to develop and maintain a program like this and is made the offer to work with the department of health to create a program Should this bill pass. This is expanding on a program that we passed a couple years ago that provided the opportunity for the department helped move sort and forward and create this type of program that was out reach to everyone in the state In two years they haven't moved forward with that that was a may do it so. Currently we're not operation doing anything for that type of outreach this rather than having a expanded program that is I mean I I would love to do what you what you're suggesting I wish they would of implementing the program but you're talking about out reach that is a little bit more expensive this is much more Taylor Lee focused specifically on the three thousand roughly women who are actively seeking an abortion and. Is targeted specifically toward making sure that they have the resources they know or they need before they make that final decision. Hello Mister Speaker you're recognized. Why not put a shall on that legislation that was previously pass so that the owners would then be on that agency to follow through with the out reach that you'd intended in the first place thank you. Of the baby's safety. So if that holds true in Arkansas which I don't know why it would not. that would be a thousand babies. Now. Talking about cost. You know we had a flood recently couple years ago on the Arkansas River that tore up a lot of stuff. You know what if that's what killed a thousand people sales a major flood and we knew that was going to occur every year we had a tornado go through Jonesborough downtown Jonesborough through the middle of Jones brought five PM on a Saturday that could have easily killed hundreds of people. If we knew a disaster like that was coming. It occurred annually. It took a thousand lines we would spend a million dollars to stop that. If we had data that said it probably would stop that. So we've got data this is this would save a thousand lives. No matter. With their birthday is minus three months or nine. All right thank you Mr Speaker and this one ACT concerning the prison prison construction trust fund and to declare an emergency so it's a little bit misleading in the title and I've had a couple people reach out to me let me tell you real quick what it does first and then I'll explain the title of it and essentially right now this this prison trust trust fund is for construction only instruction construction or to equip new facilities and so what the department of corrections would like today is now be able to use this fund not just for construction and equipping new facilities but also the purchase and equipping of existing facilities that would allow them to buy facilities that are already in place maybe aren't being used or they can repurpose a building at a much cheaper cost than actually constructing new buildings and so is actually fairly straightforward and the comments that I've had so far in the title it says prison construction trust fund and so there was some questions as to whether or not this monies could be used only for prisons that's just in the title one page T. one line sixteen it says correction or prison facilities Secretary graves was very clear and that it's correction or prison facilities such as re injury parole probation or community a community correction center so and also has the Representative Garner nodding at me a secretary graves did say he would look to see if it be possible to change the name so it doesn't just say prison but also corrections in the title there are some bonds that have been issued so he's looking into it to see if that's something we could change if so we would change that on the Senate intended concur in the amendment on the side so I'll be glad to take any questions. Related to the Henderson state financial issues in questioning Dr Maria Markham we asked if she if her department the higher ed Corning board was receiving adequate information from all the institutions of higher is about the financial standing if you remember the news reports and even the testimony within joint performance what happened is that even the Board of Henderson state did not know the full ramifications of their financial status and so we asked Dr Markham would it be helpful to her if she had information about several areas one of which being Henderson states vice president finance and the president were reporting that they had substantial accounts receivable of. Mainly in the area of of student accounts but there was no aging report showing that some of the student accounts had been due overdue for for five years a really beyond the time of when they should not have been considered to be accounts receivable so one of the requirements of that is in this law is that there would be an aging report given to the board but it also would be provided in annual financial statements to the Division of higher ed the higher a coordinating board the other issue and was one that requires a A ballot statement showing cash on hand and how much operating cash on hand of the university had that is something that was not previously required that information would also be required to be presented to the board of the institution as well as to the hiring and coordinating board in their annual financial report Dr mark of felt like that this would be an extremely good effort for transparency and other institutions of talked to two members from. The issue system you of a statement all of them have been involved in the drafting of this none of them have any concerns that have been voiced I think that this is something that is is well over overtime needed especially the the standard of meeting the requirement of cash on hand so for those reasons I would ask you for your support of this bill and and I'm available for any questions.
