This bill would amend the Arkansas statutes regarding the purchase of natural gas by natural gas utilities to remove a possible barrier to the purchase of these alternative fuels by providing that the Arkansas Public Service Commission may allow a gas company to recover the cost of reasonable purchases of natural gas or natural gas alternatives, including RNG and hydrogen if the purchase is determined to be in the public interest. Living in a rural part of the state of Arkansas, this particularly, this bill is important to me because I heat my house using propane and a lot of people in rural Arkansas do and what this bill would do is prevent a local ordinance from basically saying that that's not an environmental friendly fuel and therefore ban it leaving a lot of folks without the ability to use that either renewable natural gas or propane to heat their homes and operate their businesses etc so I just this is a great bill. I want to thank Senator Beckham. I know that he could probably speak about some of his experiences personally in dealing with the energy fuel markets, particularly in the state of California. And then we discussed the amendment last week. This is a great bill by Representative Dalby that allows jurors to donate their per diem and mileage directly to nonprofits. I appreciate her doing that. where it makes it very easy for people to donate. It's usually a small amount of money. And the objections we had before was that there said only five. We took that out. There is no limit to the number that the administrative office of the courts shall compile. There will be public meetings. We did not. The one thing we did not do, as we discussed in the amendment the other day, is we did not have it where you could donate to someone who's not on the list once they compile it. And the reason for that is they may put someone down who's not actually a non-profit, etc. And that presents all kinds of bookkeeping and labor headaches for the clerks that we do not wish to create. this is mostly a technical cleanup bill. It was brought by the Department of Education and their Division of Academic Facilities and Transportation, but there's also a few changes that I do want to bring your attention to. In Section 1, they add a provision to one of the reasons to disqualify someone from being able to drive a bus. They've added, while under the influence of intoxicating liquor or drugs to that to keep people from driving the buses in section two if you'll notice there is an elimination of the requirement to print and mail individual paper certificates to each driver each year so that the school can send out a list total list and they can post it on their website and the division will post on their website as well to save the time and money associated with sending out all those certificates in section three school districts don't have to wait until a piece of equipment completely fails and then request a replacement they can submit what's called a proof of the need to replace the equipment if they feel like it's you know just about to fail so they can be prudent and timely and make sure that they're prepared for when those things are about to go out and to help better prepare for planning when those situations arise section four they've added the word unscheduled maintenance they're required currently to list any scheduled maintenances that they do on the education facilities this adds them a requirement to list any unscheduled maintenance so that we have a better understanding of kind of the standing of each of our facilities around the state. And then in Section 6, it eliminates the requirement for every school district to consult with the division as part of their master planning program. They still have the ability to ask them to partner on those, but most of the schools are well-versed in this area and have the ability to do this on their own. They can still consult with them if need, but it's not a requirement for every single time. And then in the last section, section 7, it says that they have to notify all charter schools and organizations statewide by posting petitions on the division website and emailing them instead of sending them by certified mail if there's a facility that becomes available that could be used by somebody else. Mr. President. All this bill does is require counties to post their sample ballots online to the Secretary of State's website, VoterView. Currently, 55 out of 75 counties are already doing this. We know transparency has been a big deal in elections recently and also a convenience factor for the public. So this will just allow the other or make the other 20 counties that are not already putting this online go ahead and put it online for the voters. One of the Republican election commissioners in Pulaski County, Christy Starr, is a supporter of this bill, and she mentioned that posting the sample ballots online helped Pulaski County identify an error in one of their ballots this year that they were able to then address quickly rather than after Election Day. So these are ballots that counties are already preparing. They're already preparing sample ballots, typically just taping them on windows of election headquarters. It takes about 90 seconds to process each ballot, put it online. The county that has the highest number of ballots, Pulaski County, around 600, they're already doing this. It takes them one to two days to do it, and our smallest county is already doing it as well. The Secretary of State supports this bill, the Association of Counties, the State Board of Elections, elections, and the Association of Counties also reached out to all of the county clerks, and nobody raised any objections.
