Throughout his lifetime Mr Stevens is known for his distinctive voice that he used to narrate countless.
Radio and television commercials film documentaries video tributes and I might add. A radio spot for my campaign which won the last things I think he he did using that that voice of. He became a radio announcer at to the board to the White River valley at K. N. B. Y. new word and then later became the host and producer of Steve show which is a popular program on channel 11 in the fifties
and early sixties it was a a similar to American Bandstand sometime Steve was actually called the Dick Clark of Arkansas but he was so much more than that he was our regular newscaster on channel 11 for many many years he was known as if if you could think of a combination of of the captain kangaroo Steve Barnes and Craig o'neill all rolled up into one with the A. Senate bill 101 by Senator Irving to amend provisions of the Arkansas code concerning enhance student achievement funding and school funding and other public school funding active 2003 Senator Irvin is recognized. Senate members this is the ESA Fund teen and that name was changed from the national school lunch program by think Senator Clark in 1 of his Bills and so what the enhanced student achievement funding does it supplemental funding which is designed to provide districts
with additional resources to meet targeted and needs of struggling loan learners and to achieve at close achievement gaps so it is restricted in terms of allowable expenditures to items specifically identified and statute or rules and rags what's will sunset and 2022 over the past decade these demographics of these of the Arkansas Public School students has shifted to a poor and more racially diverse student population so what this proposed legislation will change in the way
of districts is the way that they planned their money in a they plan their funding they will this will allow for districts to have a 3 year plan a budget to demonstrate success ASA funding is achieving the desired outcomes improving achievement of Arkansas students I am a lot by July twenty twenty to each district will submit a 3 year plan and that will outline how the CS a E. SA funds will be allocated based on categories that are identified in the statutes
those categories are 7 different categories enhancement of stopping that exceeds requirements of of students standards for accreditation academic supports and interventions social emotional and behavioural supports physical and mental health resources early intervention resources expansion of academic or career education programs and access to post secondary supports including college career readiness and resources. And you know I think
the most exciting part about this bill is that allows for some flexibility within those big 7 categories and it also directs these districts to. Subnets a 3 year plan and a budget of how they are actually going to use these funds to strategically and intentionally targets the needs for their students and so what that's what this bill does to add the department will provide an annual report on the progress of schools and meeting their goals and also on how districts are spending
their ESA funding and one of the the testimonies with bye bye at. a lot of different things in the technology world there are many many programs that young people can used to 2 of game this one credit hour that they have to have before they graduate. Also gonna get this top down Little Rock knows best approach because I think it hurts our students self Arkansas creates more problems for schools first consider on the students we now all know that every student has a different learning habits and interests when it comes to school. One student doesn't work for another and what interest in like to fire one student will be dead on arrival or other streets this is
what I'm hearing about this proposed legislation it will for student when no interesting coloring Arkansas your sites your desire learners should not class for months on end. I talked to teachers who are doing this right now. They say for some of their students this course is like pulling teeth. Not because they're bad students but because this is a particular type of course that isn't for everyone. That's exactly what we're doing on this bill we're trying to take a class and force it on everyone no matter if they actually is best
for that student and their time. We have a real world example this right now I teacher reached out to me and told me that they are required 70 eighth grade coding blocks it's a small subsector of the class that they're forced to do it a certain amount of time. She says that most of our students paid. And that there was actually surprising happy whenever that quote reports is over what. She told me they're not blocked some kids just beg for demand she said she can't imagine forcing those
same kids sitting to a whole semester this not take it back to kindergarten your folks. We're trying to with this bill is jam a square peg into a round hole but unfortunately those tags are do not round hole is our future. I know this came from some Task Force idea no shot of passports I want to call it a call the surprise of the task force a computer science with surprisingly C. mandatory computer classes a way to get more students in the computer science. Use another saying when your
hammer everything looks like a nail. I'll give you know the real world example of this I took a couple classes as elective in college I was good at it but it required a lot of patience and time to actually do that. My first week there the class is full of people because the course looks like a computer or something class of generic title work after that first week about 2 thirds of that class then stepped away once they realized was to actually using tables. We also great for college you get to
experience different things you try to like to go to something else. With this legislation more forcing every single student in the state to do this course without a choice in fact this course will take over an elective in another course that could be thank you and other elected could be what leasing down the path to become a nurse become a teacher become a mechanic become a welder and we're taking that way by mandating this. Instead we should allow the students to have the option like they do now if they want
to take this as a like last went on this. Armitage's and right now we have students now right all that are in secondary technical centers are tending South Park can earn a certificate of general studies these are students are working hard to get a leg up either to workforce job for their college education but what this does is forced him to come back to school and changed our courts that they've been working on. Now I'll spend a little time in schools were closed. I've heard from teachers here and
administrators to send this will cost you more money right now they don't know where the funding is an end this bill there is no mechanism for additional funding it may come in the future it may be some other bank I haven't seen. Also this is a bottle port rule Arkansas. Former. Yeutter science teachers you have to actually have those teachers it is a very hard skill set to get down here Patel's teachers and they will have to hire an additional teacher one administrator told me they will for sure have to

computer science in computing courses to meet the requirements it allows for and earn credit to still be utilized as a flex credit to senator Clark's question you could still replace the student's fourth your math requirement for this you can replace the student's third science requirement which is not biology with this you're place one or more of the students 6 required career focus elective credits with this so there's multiple an unused credits that can be utilized in any of the requirement areas as a student needs so that automatically
M. and and then further more this isn't one to computer coding course I mean as what senator garner is referring to no. Who here has an aids program in their small rule school is programs start sometimes in elementary school to Senator Davis is point and then also in middle school and high school and East program does qualify for this legislation there were new quartz is were written to support 9 state develop specific pathways those
pathways are artificial intelligence and machine learning so if you have a welding program in your school this could be incorporated into that curriculum because as you know manufacturers and manufacturing facilities require now people that understand computers and computer coding in order to set the tool in the dynasty in San orders manufacture their parts so that can be incorporated computer engineering cyber security data science game development and
design mobile application development networking programming robotics if anybody's familiar with an ease program the ease facilitator is actually more like a coach it's not somebody who is Goulden explains the in computer coding and science language it's somebody who is trying to encourage the students to learn it on their own so they have the ability in their classrooms and they have the technology the software to figure it out on their own so no you don't necessarily
have to hire somebody who's completely schooled in all of these different things in order to meet this requirement and also you can talk to this will also be allowed for concurrent credit in internships an intern independent studies so you can actually use a computer science youth apprenticeship to center garner's point you don't have to come back to campus you could actually use a computer science a you the printer set up to 4 credits in computer science career prior to come options
up to 4 credits so you know I I think Center in these these booklets are very helpful and they will answer many of your questions and Senator English have them I think on her desk but if you would like one we can. You want it but I support this bill and I would appreciate a good vote on it and and I think that we're talkin fully about the impact of computer science. I would just I would close with this one thing your is programs
you can be somebody who's on zoom and doing an internship and understanding how to use that platform. That's what you're talking about people that are designing those programs the students design those programs we have fourth graders right now doing that so those will meet those requirements so there's a lot of flexibility design in this and I just think it's a great thing for role Arkansas it's a game changer Mounties a school small school district we have a thriving wonderful east program in rule Arkansas all over our rural
Arkansas you have starving ease programs so I just appreciate your your vote. Senator Clark is recognized to speak against. Then senator Chesterfield for senator Chesterfield is up there. This is not to be a popular thing to be against. You are fully
supported the governor's come computer coding initiative groundbreaking computer coding initiative that allowed all of our students across the state to be able to take computer coding courses if they wished. This is not that. If I went back to my own years in high school there's not a math course. There's not a my math courses that I could have given up to take computer science there's none of my science courses I could have given up headed for college.
To take computer science so there's something else I would have given up my taking it anyway as an elective. 55 possible courses but all rules schools are not going to offer 55 possible courses. Lot of folks are not. Do not fit this mold we talk about computer science as the future the but that's the buzzword let me tell you what else is the future agriculture. But we're not required no one is required to take anything to be exposed
to act tell you what else is the future Madison we're always in a we're always gonna need health care there's no requirement that we take anything to expose his health care we tell you what else is the future building we're always gonna have construction but there's nothing that exposes us to the electricity to being a plumber to being a carpenter and I will tell you we got a shortage in all the fields are just mentioned. Our average farmers over 60 years old we have a shortage of doctors we have a shortage of nurses
we have a shortage of like Christians we have a shortage of carpenters we have a shortage of plumbers. And. We're going to we're going to require one more year of something that doesn't fit a lot of research and we have and we always have those students on the bubble. Who are considering whether you'll stay in school or not stay in school. And we have a course that does not fit them at all. Just like you know I would just as soon have a course actually that that required small engine mechanics
now I could take this course in a suit. It takes it takes me all day to change my spark plugs. The all of us have different talents have different things. That we're good at that we should go toward and that's what we've been preaching an education that that we that we should help direct students no more just for college or no more just for this but toward but a basic education and then toward the things that they need or taken one thing away from home when we're saying everybody
needs this course because everybody doesn't need this course and in a few years of future legislature will repeal it thank you. Senator hammers recognized for a question. We're not talking about computer coding because one of the things that was of concern to me is how will it be of value to the individual was not going to college. If you are going to fix the car you must have a knowledge of
computers. If you're going to build a building we no longer scheduled out its gets down on a computer. If you're gonna get your from K. through 12 they must be able to compete in the world as it is today and it is a world of computers when I talk about computer coding we're talking about computers and their any number of professions. And I thought about cars because
so many young man and some young women love to fix cars I don't want somebody fix in mind we don't know what the heck they're doing. It's gonna require then we've got to step out of. From rule Arkansas. Children need to be able to compete in the world as it is not the future computers are now. Right. In
every child in this state has to get on a computer in every single day. Especially if they're Burch in many of them had no idea how to do it. This can be a beginning course this can be a course in robotics a committee of course and in engineering it can be a course in fixing Colorado back to cars because I'm so lousy and. But I urge you to think about the name. Right now our
kids got to have computer science of some can it doesn't have to be the coating. But it has to be something that say is no matter where you Leo. You can compete in this state. In this country and in a world that is moving right ahead with computers whether we decide we're going to pass this or not we have and take any questions Senate bill Miller senator garner as your question then Senator

That being said I think forcing a class like this whenever that may
or may not be when I'm here for school districts here in south Arkansas to say that we will be heard by this you can't teach additional courses my question is. Why don't we for some into multiple other things I need for today there's financial literacy bears I understand and social issues all these other classes we could be worse why is this particular subject area whenever they're already fairly computer literate from every study and everything I've seen the one what we're focusing enforcing
those students to be thank you ma'am I will I will meet myself now. Thank you. I think that you need to make sure that the knowledge that they have is being put to use in a way that not only benefits them not just by going on computer and talking about each other on social media media doxing as you say. But understanding that this can not only lead to my knowing how to do it but how to make a living by doing it. And to me that is the critical issue here are we
preparing our children for the jobs of the future and while many kids know how to use and I would venture to say probably better than we but are we directing them in a manner that will allow them to compete for the future and that to me is what's critical because every child is not going to go to college. I don't anticipate everyone of them going to college but if they have a good working knowledge not just of getting on the the sale phone or what on the computer and doing stuff but actually being able to
make that possible for them to get a job right out of college right out of high school. I think that's why this is necessary. Senate Chesterville. Senate bill of you made some good points about the R. use of computers today and that everyone from a young age uses them our even our for our phones or computers. But there's a difference
is there any like computer aided drafting. Computer aided drafting versus riding the program one is application one is science would you agree. I don't know what you said. What are some of the confusion with the bill well using my inability to understand what you just say it is a problem with the bill no well this. Probably my ability to communicate to some real what if you
to send me a text message out again it. It is computer aided drafting. Drawing that building. Is not computer science that application. Riding the program this computer science and you know taking a course on the excels how to use excel spreadsheet is application riding the program is computer science robotics is computer science it
is so the fact that we use computers and computer application which this course is not. Are you sure. It says it's computer science. Application is how to is how to use of the boss of the and. So would you agree those are 2 different things I think that there are 2 different things that can utilize the same instance like computer science so we're
not I'm not going to debate with you because you have your perspective and I know you well enough to know that no matter what I say is not going to change that however I do believe that what you just said to me makes my point we need to have it we need to understand that when our children need to be able to differentiate between application and the science of it and I think that's what makes education so exciting and that's why it changes every day and I am excited about this whether it passes or not I am excited about the opportunity for every child in this
state to get a shot. Because right now only those key to or in certain schools get that shot we said the same thing about a P. not too long ago this is really going to hurt bill small school districts now those small school districts but thriving the AP classes and making sure that our kids who are so capable have every opportunity to continue to learn. What you made an excellent point center just bill do we require every student to take an AP course to
graduate but we offer it to every child in this and AP is becoming almost an acceptable part but I do believe Sir. They have more as 80 is not a requirement for everybody knowing how to use computers in a productive way is a requirement that every child in this state and I appreciate a good vote. can't find the people to teach it or they're going to have to take money away from somewhere else how are we going to address that 1 of the things that is there is that you don't have to be this 1 not the requirement will take place to 202222202223 however we are using the coops to train teachers who are already teaching. And so it's not like you have to hire a new person because you will have those individuals who are really trying and they can go to the collapse like they do for
every other thing that we learned and we're training those individuals and they have gone out to try to make sure that the pool is available for training and that's what I was still in the in the US session by the gentleman who presented the bill or follows president thank you so the teachers could be trained to do this will not have to go back and get additional college courses in order to make the record or they will not no they will not thank you. However and now anyone would

Senate speaking and is president real reason why I wanted to do this and make mark this momentum momentous occasion when I'm disagreeing with senator garner agree with senator Chesterfield making public. You know we sure there are some things that and let me say this first
I mean I approved everybody's concerned about mandating something else right and taking away taking away an elective all those are completely legitimate concerns that we should be thinking about but the reason why we mandate things like a math course and so many credits a math so many credits of history so many credits of history of a of English and and so many things like that is because those are things that make a person a better well rounded citizens and in today's society I mean it I
think that the Sir Clark's position was right no matter what they're doing or what no matter what course they're taking they're going to get some computer science but having a course that's dedicated to help them have a better understanding of the computer science working through applications and so forth is I thank invaluable and and there's no better quarters for remote learning then a complete computer science course the fourth of them almost like in any by Kate absolutely inclusion like you would in language or whatever where they have to work through that
and if the rule schools don't have the ability to do that yet they need to or else they're falling behind because it doesn't matter if you're going to be a welder if you're going to be an auto mechanic if you're going to be in construction of whatever you do in life you need to have the ability to it I work with a variety different clients and their life it's a struggle if they can't use email it makes it more difficult for me to represent them in and what they're having to do if they don't use email and and it's it's going to get more more so

is so when we say it is not for everybody to build computers be able to work on however if we don't kind of put people in this environment you never know who it is it's actually going to have an interest in that if they don't have to take a credit they may blossom and realize that's exactly what they're what they need to do but even if you don't like we're talking about it doesn't matter what you do have in some fundamental understanding of of computers and how they work and how to work on how to download applications and how to all those things
are going to permeate whatever you do and that's why I see this is you know I'm old history teacher love it I think it makes you a better person the better you understand history but the reality is if I had to give up one history credit requirement to be able to have a a a time of really focusing on computer science I would say would be worth it even though I'd prefer not to do that all right thank you so much thank you. Thank you Mr president of I have enjoyed this debate only because I've changed my mind on the bill about 4 times since I've been listening to it and I've got friends both for and against it. A when we were sitting here citizens legislators a lot of times we don't have the advantage of being lifelong educators like Senator Chesterfield Elliott we have to kind of draw on our own experience. My experience is that I have 2 daughters.
Maybe I'll know the older one pretty well my younger daughter lives in the Denver area. And she's a self described geek. When she was a kid I got a computer and it changed her life. And she now. Does very well professionally I think she works 80 hours a week but she loves what she does and she is in a facet of computer science has nothing do with coding side of it.
I just know that except for the opportunity to be exposed to it she were never known what this would be now. Before you get carried away so she's your typical little geek with the pocket protector she also has 3 state championship rings in tennis so she's pretty well rounded young lady but she she loves. Computer science she loves what she does she work for apple for 7 years she writes the apps many you have in
your pocket on your iPhone. And that's what she does she does a portion of that it's not one person sitting down anymore it's a. Portion of it what she does is call the user interface for the the user experience and I'm for this bill because I know that they're going to be kids I could care less about looking at a bunch of code numbers and and and I have the same reaction senator garner when I was in college we had computers it had punch cards you had a
stack of a Maria that was not for Mark Johnson I can assure you but fortunately there were people they're willing to do that in the technological things is given our country and our world is very wonderful thing I worry about Arkansas falling behind I don't think this is going to be a panacea to anybody but I do know that when I pick up the turn on the radio and listen to the car guys talking about. Working on cars
with the computer tells them how they use it for diagnostics the computer power that your typical car has now ill tell you what you need to change what you need to fix and that's going to permeate everything we do specialize this thing they're calling 5 G. becomes more more reality in this world so I would while I'm not 100 percent sure Senator English at this bill just perfect in this regard I think it's a step in the right direction I know you will do the right things to tweak it as we go down the road

and I think it's important to give our kids And exposure to it and there it mentions or things are coming along being done involved in some way computer science that affect up plumbing and and other like like creations is certainly wiring used to be I run the water over there that a lot of that receptacle now it's going to be smart receptacles and things like that so it's hard to to separate those anymore and that's why I think seeing the direction technology's going I think this
doesn't conflict with what you just brought up I think it to complements what you're you're bringing up I think it will help those types of trades and allow young people with that exposure to enhance their job skills. But it is a 0 sum every time that we add a required course we have to take one away so which one would you take away. Well I think we have to go back and look at some of the things that we used to have when you and I were in school I member we had we had shop and you had people that would get in there and
make things out of wood and it be careful not to cut their fingers all I think this is some cases compliments that type of work but might replace some of the specific skill areas that that we had back then so I don't have a particular list of that that's when the reasons I got off Education Committee because I don't know those answers thank you Sir thank you Sir. and if we're talking about getting a work force ready to take on jobs in the computer science field that I think we have to ask ourselves what's the best policy to make that happen and that is doing it in elementary school and quite honestly I think waiting until eighth to twelfth grade to enter these kids to something really puts them at a disadvantage and we see a lot of studies that show even waiting for foreign languages I'm until they're older that their brains are already developed in a way that make it harder for them to learn and we know that
coding is the language it's something that we're teaching our kids a language that only some can understand so I think it's important that if we're gonna mandate something that we look at the policy and say is this the best way to do it to have an educated work force ready to take on the jobs and and have the skill set needed so my kids personally and my own children have benefited greatly from computer science in schools. Is in the Russellville school district or learn and are taught to code in kindergarten they're trying out for a bike steams
in the third grade my kids of and traveled across the country on our school robotics team they love it so please understand I'm a proponent of codeine of computer science of robotics it's a very important thing and it's something I was so glad to see our state take on and but I'm just not sure that waiting until that late in their educational journey is the best policy and to have a work force that we want. And I'd also just to make one more point about it is we have teachers
and he teach math and science that typically are taking summer training courses to teach some of these coding classes at they're not people who are trained and in this skill so I wish that if we were going to wait to do it an 8 to 12 grade that we would create some kind of waiver program for teachers to bring people in from the industry and just like I'd love to see it in our engineering classes bring an engineer to the classroom bring holders into the classroom maybe first semester at a time since we're
allowed to take semester classes and and high school bring them in from the industry from the field they have relevant current experience that they could teach our kids so our kids can understand what the bill actually looks like what it would mean for them if they'd John Dan and hone their skill and that specific subject that's something that if we wait till 8 to 12 great I'd love to see some kind of waiver program that we have with the Department of that so that we can bring people in from industry into the classrooms to actually teach

for all of our kids to have an opportunity I think as parents we all wanted to have our lead our kids have an opportunity to try a number of different things maybe they were not going to be the tennis champion of the world maybe they are not going to be on the high school football team maybe they were not going to be the chess champion but we wanted to give them those opportunities to at least try some of these different things so that they could figure out what they wanted to do what they wanted
to be. This is the same thing we're talking about work force and in a Senator Clark you mentioned about agriculture but if you think about the the computers and the technology that is now out there in the agriculture world that senator Johnson works with every single day with his ricin is beans and all these other things I mean there is no way that we can. Shelter our kids or keep them away from learning about all of these things it's really
about exposure you don't know if you want to go to space until you have a chance to at least see what space could be like you don't know if you want to be a rocket scientist until you've had an opportunity to see what those kinds of things and those people are what they do what does that mean and I think what this is doing is giving all of our young people just an opportunity to have a flavor and the taste of and if they like it and they would receive it it's great if they don't
they can go off and be a mathematician or something and add subtract but I think we owe it to them as anybody had had their washing machine fix lately we used to be a time when my husband and I could rebuild our washer and dryer we had never would call a repairman to come in and do that my new washing machine went out 2 days after I got it have the service men come here to get on his computer thing figure out because the computer and the thing and it all had a little code and all that and we could take 3 weeks to get the
part well in my old world we can fix that thank that you can't do that in today's world it doesn't matter what you're doing people have to have this technology and as I say that may not be their wife's choice plan but at least let's give them the opportunity to make those decisions for themselves. of mine that I've known for years who owns one of the larger suppliers of bicycles in northwest Arkansas and said that some people have been coming into their store saying they've been cited and given a ticket for having a bike rack on the back of the vehicle so he started doing some research and found out that there's no exemption for that in code and if it secures any portion of the license plate they're pulling it behind a vehicle that's in violation of the current statute and they were given a ticket so I had a bill or do some research and we found that Texas and Utah number other
states already this specifically stated some exceptions in code that are normal standard practice for people to put on the back their vehicle that could possibly of score secure a portion of their license plate an example if you'll if you noticed in the bill I've got a trailer hitch you got some privileges to go up or down that might block a little portion of your license plate is sometimes a trailer being towed by the motor vehicle can you imagine in the middle of summer all the people pulling a boat they're technically in violation of current statute or in the fall if you're going to the doctor lodging or was pulling their their
