They don't have an audio recording of that so now you have your choice do you want to be sued for a four year violation are you will be sued on executive session and I'm at the city council I probably not gonna speak executive session to speak freely these conversations can happen in the open in front of the of the public we heard in that committee from all the mayors that this would make
their jobs easier I mean I'm sympathetic to government being a mayor being elected position is not easy I found that out you have to you have to compromise and you have to you have to work you have to watch your comments and watch what you say. This is a bad bill. This is a horrible bill executive session to discuss things that should be discussed in open meetings with your citizens. During the committee session we were there for what maybe three hours for this discussion on
this bill time flew we heard from to individual citizens from the Fayetteville area. The rest were just mayors municipal league the county association that's vote but I listen to what those taxpayers. Those two ways said this is a bad bill we don't want you talking behind closed doors we want to know what to do with our taxpayer dollars. So based on those those issues
the fact that it's not about economic development is about eroding the protections and and lack of transparency to our our citizenry so with with those points I'll just ask for you to vote against this bill there are ways we can do this but what everyone needs to work together on this bill this is about I mean just read the bill if you read the bill you have to have concerns and with that I'd. I'm not beating this subject as much as I can representative eaves for what purpose question
you're recognized. In a baby other times where say company wants to move to your district and they have classified information or information they don't want to share public unless they're able to get some economic development incentives wouldn't this allow that information to be discussed on in private with the economic development commission of your district rather than in public my worry is if they do this in public these companies will not be able to come that they're gonna back out there they're gonna be disclosing information that they specifically ask you not to disclose well that those topics of discussion and that
information's already non formal and non disclosed to the public so trade secrets and things along those lines you can't disclose the the other side is they they argued that this was during the courting stage of the beginning stage of economic development what you can offer. To a project or to a corporation to come to your committee you know for coming to your committee that's not discussed on the front end they already know what you have to offer. and so a lot of those
discussions this would this would not interfere with those discussions and all. No other questions not I really urge you to vote against this we can work and we can turn out a better piece of legislation this bill. then they're required to go out and get a third party mental health professional to ensure that our offices have the support that they need to continue their their work. Nursing homes that participate in Medicare and Medicaid programs are subject to the very strict staffing standards that is established by both federal and state law. Those standards are enforced by DHS surveyors as well as CMS surveyors as it relates to both state and federal requirements these inspections are unannounced and they're very frequent they can and they can
occur at any time and failure to comply with those results and citations and fines. The current Arkansas state standards have been in place for over twenty years without any modification the purpose of this bill is to update the state standards and bring them in line with federal standards that have been kept modern. It is also the purpose of the bill is to allow the use of modern staffing practices permitted under federal regulations and recognize the full range of professions
available to care for the skill needs of our one of our most vulnerable populations that's our elderly nursing residents. A couple of questions that came up I'd like to address number one is does this actually strengthen or does it we can staffing requirements so under old staffing ratios those were equivalent to two point eight hours of staff time per resident per day if you had a resident and a home they were given two point eight hours under state regulations this bill bringing
it up the federal regulations for both our ends LPNs and CNHI brings the new standard up to three point three six hours so we're actually increasing almost one additional hour of care Furthermore the new state only standard is in addition to all federal staffing requirements and performance measures and you just give me an example of one thing that that this bill is doing to right to to bring us to a more modern strength in time.
