Thank you Mr Speaker colleagues house bill seventeen thirty six deals with youth that have exited foster care and then choose to re enter foster care this bill is inspired by one of my former foster kids who is with us for about a year and a half and he left care at the age of eighteen and moved back with his mom and over the course of the year his mom passed away he was carjacked at gunpoint and he was essentially homeless or bouncing from couch to couch he reached out to me and told me that he tried to reenter care but he missed his court date
because he didn't have transportation and I thought it shouldn't be this complicated for use was going through all this chaos to also try to navigate the court system to re enter care to receive the help he needs I reached out to a DCFS director Mr Martin with this idea that we should just do away with the court process and she says yes you say that's a great idea ninety nine percent of the time we accept you know you've back anyway so if you want to if the court process and then in
the on the one percent that they don't accept initially the court Avenue is still there for you know the for the used to petition the court to for state just to let him back and that still exist we amended it To make the attorney ad litem happy about it they said they still wanted a court case to be opened for if and when in the future they need to use the court to maybe four stage us to do what they are supposed to be doing but the initial trial to reenter care does not have to
take place so if this bill passes all the youth would have to do to reenter care is to reach out either in writing can be attacks message to a case worker or an email or they can even walk into DHS office and just say Hey I need help I want to come back and care and if DHS says yes then they're back that simple so with with that I want to I'll take any questions. They will get state high average
final salary for their retirement pay calculation those who have only been in one system will be subject to the terms of that system or any other system they work and for final average pay all members will continue to get to count years of service in the system for years worked toward retirement there will be a cost savings for the systems with this in the coming years I would appreciate a good vote. when we started lottery we should allow the lottery is set up in the running for a while before we started putting unit operations and started putting out the proceeds in an account and see how much money we have before we started doing that but we did. So Years of past and spending I'll scholarship basically announcmenet in the case and did not match the most of what we were taking in so we have had perform all sorts of drastic restructuring on our scholarships and to do some additional things within the
lottery to help maintain its sovereignty we have never been able to or willing to correct this ongoing financial issue because we would have to stop paying out scholarship for a year which is not possible with the ones that are already into the system. So we have students that are in the pipeline it would just it would really tell them out I would have no money so What we plan on doing is we have a hundred billion dollars in the But one there to receive what your role the right notes but
anyway we have a hundred million numbers are in a trust fund that was set up a few years back when we were tempted correct the cashflow issues we were having with the lottery scholarship this bill will allow for those funds to be used to pulling of. Fund our current lottery scholarships between seven one of twenty one and six thirty of twenty two while we are using the trust fund proceeds the lottery with will build up and we will know how much money we're making and the the most
