Colleagues a free press has been sometimes referred to as the fourth branch of government for a representative democratic representative government to function the public needs to know and we appreciate the role that the free press plays in our functioning government. Here in Little Rock we had a station a few stations actually that suffered great loss in a short period of time and we have brought together some of our friends. From K. R. K. K. L. R. T. K. A. T. V. and others who have recently had to mourn the loss within three days of Louis short haven Hughes and Chris Scott. Having issues with one of the bright young reporters for K. R. K. she was twenty two years old Chris Scott forty six and Louis short was a fifty five year veteran at K. A. R. K. he was there when I worked at K. R. K. he was always good for a humorous comment and sometimes humorous correction when we listen to him we knew that we were doing well I have brought this these colleagues here because we all had it days either as constituents or colleagues in the media representative Holcomb understand you have some things I'd like to say. Members I come to you today with a heavy heart thinking about my friend Chris Scott. I had my first interaction with Chris twelve years ago while doing high school sports coverage on KTV daybreak I was young I had didn't really know much about little rock at the time and Chris made me feel welcome he he gave me an idea of but you don't have to be nervous just talk about what you know. Chris Scott was in nineteen ninety six graduate of Catholic high school here in Little Rock at two thousand graduate university of Arkansas in Fayetteville. Chris is broadcasting crew was nothing short of amazing from serving as an internet KTV in nineteen ninety nine to making it to the assistant news director Chris is work ethic was one to be admired. Over the years if you were able to watch the razorback preseason coverage or postseason coverage on KTV nine times out of ten that was the mastermind work of Chris Scott. I'll never forget this is about twelve years ago my dear friend David Basel he and are working on the rules award and he came up with the idea to take a an award that was created in Little Rock. And broadcast across the state and then across the nation he got with K. TV news director McGinty and Chris Scott said how do we do this how do we make this look as professionals can be in making award that was started in Little Rock something that has national press. Prevalence. Well after a couple hours net got his team together and you he put Chris in charge of the look and we had people from all over the country talk about how great that looks and originated in downtown little rock from Little Rock guy. Chris captured multiple Emmy awards for his work. And it right before his death he he was he took a new job at K. R. K. fox sixteen and those folks over there realize the work ethic that he has news director any Paulson he saw what Christina KTVN said he would be a huge addition to what we do okay RK. I get up here and talk about this because so much in our lives we hear politicians we hear constituents talk about how bad the media's. Hi Chris Scott. Not any of the three that passed away because you know what they wore bias. They just did their job. And they they left this earth way too soon so. With that being said if you look up in the east gallery a law other colleagues or family members are here today if we could just stand and give them recognition for the job they did here in Arkansas. When someone passes away they live on in two different ways one we know they go home to that god who gave them life and secondly they live on in the way that their memories and their examples of fact us and the way that we live the rest of our lives so we pledge to take the great memories the great examples of those who have moved on and help their lives continue to live on today with us thank you very much. So as as you probably know the constitution provides that we meet for sixty days and what is common practice is to go ahead and offer an extension resolution relatively early in the session while folks are generally getting along the. As a retired educator is always a thrill for me to get to talk about a public school this done a whole lot with a little bit of money and a lot of you that have rule schools know what I'm talking about they have their challenges ahead of but I'm here to recognize Woodlawn school in Cleveland County they've done a terrific job of the reasons that most of the most of the staff and teachers of their because that's please with their parents graduated they graduated they stay there make less pay because they want to be there and lots of volunteers in the community they've been successful not only in academically but also in athletics and today we have with this other superintendent Kevin Hancock we have assistant coach us the board this is the coach Alan Neal. We also have our head coach Tommy Richardson and he has won his Woodlawn bears baseball team since he's been at Woodlawn. He is won the state to a class championships in two thousand eight. Twenty ten twenty twelve twenty sixteen twenty seventeen twenty eighteen and twenty twenty one now I can stand here and tell you about the a lot about the whole team they're all dedicated all great guys I had lunch with him today in the we had some states we have some all state selection of all in Stover and the Jackson case were both named all state they graduated we have killed eleven year with this day who is the most valuable player in the championship game but up also there again I could talk about coach Richardson's baseball career which was great but In twenty twenty two Woodlawn bears baseball team won the two A. state championship after defeating Bigelow passers with a score of seventy two and every field on may the nineteen twenty twenty two. In my representative part time in the tax rate for the support of a child with a developmental disability and to remove the requirement for a recertification of a developmental disability that is expected to continue indefinitely. Thank you madam Speaker one day I'll be able to come up here like representative Johnson without letters of support to read help me I've never seen him bring any papers up here but. this morning I bring to a bill that was brought to me by a very special the parents of a very special man his name is John Thompson asylum springs he is one of seven children and his parents of Larry and Kathy Thompson have taken care of John into an amazing young man John has down syndrome and was certified with the developmental disability as a child every five years they have to recertify that John still has down syndrome in order to claim five hundred dollar tax credit for taking care of his expenses of his disability this bill simply removes the requirement to recertify every five years for a developmental disabilities that is diagnosed for a child and this definition is a anyone under the age of twenty two for a developmental disabilities that are a lifetime diagnosis similar to down syndrome or cerebral palsy and a few others and this will help them and his parents were concerned that when they're gone and John is an older adults that he might not remember to recertify every five years and be able to claim this tax credit a five hundred dollar tax credit for his expenses I had another colleagues share yesterday during committee that he had a constituent that I was qualified to receive this and they stopped receiving payments because they didn't recertify so this will just help provide them some some clear access to being able to take care of the needs of their family members and with any questions. Adam Clark please read house bill eleven ninety seven house bill eleven ninety seven by representive Underwood concerning this focus qualification for unemployment compensation benefits and it is the Division of workforce services law and to prohibit a climate for unemployment compensation benefits from ghosting prospective employers. Representive Underwood you are recognized to present the bill thank you madam Speaker today one of the biggest obstacles for economic growth for business in Arkansas is access to ready and willing workers across the country we've seen a rise in the number of people who never respond to an employer ghosting employer and simply not showing up to job interviews and currently there are ten open jobs in Arkansas for every one person applying for unemployment benefits unfortunately as policymakers there's things we can do to address this issue Arkansas currently requires claimants are to look for work in order to be eligible for weekly unemployment benefits benefits are suspended if the claimant fails to look for work or turns down a job offer from the from an employer so all this bill does he states that if a claimant who fails to respond to a job offer of employment who skips previously scheduled job interviews look if they skip those job interviews they lose that weekly United benefit for just that week. It's simple if your bill if you aren't going to make an effort that we to find a job in response to an offer you don't get the benefits for that work for that week. I will point out that the division of workforce services worked with me on approving this bill they are supportive of the bill at Arkansas state chamber also in support of the bill base division for work for services came smoking committee and to my knowledge there was no opposition and with that scene of questions I appreciate a good vote. Thank you thank you madam Speaker I'm I just think it has some questions representive Underwood so I just wanted to to say something about folks being in a position where you have car trouble or were you don't have minutes on your phone or that type of stuff because people especially their struggling often have these types of problems that come up and so I guess my one of my questions I think you said a week of pay could be taken away but does that mean that I think I also heard you say it had to be multiple times so I'm just wondering about that. Yes I'll do I doing just that such as a question there but the bill does say that you miss to you goes to them twice I also has a provision in there for being able to reschedule those interviews of your risk if you have some issue that comes up you can't make it you can reschedule those interviews and then also it just provides a tool for employers to report those instances of ghosting and then it DWS to verify what occurred and so we already have an online portal the DWS already follows and for verifying some of these things this is just codifying that good ideas to help that that addresses your question thank you. Thank you hi thank you colleagues I'm very excited today to be down here presenting eleven sixty one the pregnant parenting students act and and what I shared with the committee yesterday is it's just something briefly once you're with you so I grew up in a small town in southern Illinois and even though we only had about nine thousand people in our town we have the highest teen pregnancy rates in the state we capita and the largest number of bars and churches I don't know if there's any correlation between the three but they are in any case that meant that I grew up in and went to school with that a bunch of girls who ended up raising their raising their infants through school in fact it was very common for girls to have their senior pictures taken with their children but it wasn't easy and and I think that all of us in this chamber can appreciate that the challenges associated with trying to parents and also trying to finish your high school degree and and and then later in life when I started working in employment law I started seeing the benefits of offering some sort of family leave in the employment environment and thought that there must be some way that we could make that translate over for some of these girls who are struggling in high school and all of us know the statistics in Arkansas we've got one of the highest teen pregnancy rates in the country and we have one of the lowest high school graduation rates in the country and obviously the correlation between those two things This Is is no surprise and so this bill is an effort to try to ease some of the challenges for these young parents trying to get through school what it does in brief is it provides for an additional ten days of absences beyond the ten days by which a student would normally be considered truant under current existing law that they can use for doctor's appointments they could use for leave time after giving birth court appearances if they're going through an adoption process and and it and those types of of of events and activities that many of us have had kids are very familiar with having to deal with on a day to day basis and. You can't use this just on their own word that they'd like to take a day off there is a requirement in the bill that they have to have a doctor's note or a letter from their parent or guardian or no from their parent or guardian explaining the reason for the absence and so it doesn't just provided at a get out of school free card they do have to have some reason for for needing that absence it is only it provides that for any of the students who are breast feeding that they have a private and and clean the area in which to use their breast pumps during school hours without penalty that area cannot be a bathroom and as I was talking to representative Bentley about earlier today none of us would want to eat our lunch in the bathroom so we're not going to make an women go in there to provide food for their children there and then the other component is that the schools would provide probably through a guidance counselor or link on the website information about daycare center in the area that information is very readily available on DHS's website you can search by county or radius so that's not requiring ADD guidance counselor principal to try to put together a bunch of information that they that they wouldn't have access to so all in all this is a bill that is an effort to try to ensure that these these kids have an opportunity to get through school to get their degree and to be able to provide for their kids in just to give them a chance to do that I am happy to answer any questions about it if anyone has any I do want to take a moment also and thank my co sponsors and also thank some of the other members who helped me with that representative Duke helped representative fight gave me some good advice and representative Bentley and others have given support on this so thank you all for that and but with that I'll be happy to answer any questions about the specifics of the bill. Representative Gonzales for what purpose question you're recognized on page three lines I think it's nine and ten I just lost that it talks about a providing a private space for A mother breast breast feed a child we expect in these. You'll have have this child in school all day now that that section that you're referring to. And is referring only to schools that have an on site daycare there a couple of schools in the state that do provide onsite day cares for the most part though this is a private space for the mother to use a breast pump and and then a place for them to store the breast milk afterwards that secure and and then separate so that they've got a place to keep that not cold until they can go home. Thank you madam chair speaking of on site day care what a wonderful way to come up with this we held some meetings back in October some legislative meetings to talk about early childhood education in the state see where we are what are some good ideas that are floating around out there and we discovered southside school district in Batesville they have on site early childhood learning that starts at birth six weeks through pre K. and then obviously kindergarten through twelfth grade they have seen tremendous benefits from S. not only is it giving children a great head start in life with some fantastic early childhood education but it's also a tool that they have used to allow their seniors high school students to work in the facility and gain some experience and it's also been happen nominal recruiting tool for teachers who are looking for child care for their own children there's as a matter of fact on their campus right now they have eighty children or babies on a waiting list just for their zero to eighteen months right now R. zero three three years old They've done wonderful things with this so we asked them first of all what are some things that that you've done that you've had to go above and beyond how can we make it easier for another school district to do what you're doing what were some barriers and this bill addresses one of the things that they said has been a problem. So they have students who were in their pre K.. And they want to move to their kindergarten classroom that's where they'd been since birth most of them. But unfortunately some of those students live outside the school district and each year they have a few student means that because it passes that three percent cap. Transferring to a different school districts those pre K. students have not been allowed to enter kindergarten. They have gone to the state board of education and have asked the state board of education for special permission to allow the students to stay the state board of education has allowed that but that's a lot of work a lot of extra paperwork people having to take off time to come down and present this information all we're trying to do is get rid of that and allow these students to stay in the school district that they have grown to know and love in keep their routine the same.
