B. thirteen twenty two house bill thirteen twenty two by representative Cavenaugh and on Senator Hammer to amend Arkansas law concerning the actions of certain regulatory fees and charges and to declare an emergency Senator Hammer you're recognized thank you ma'am sure that's a tough act to follow but I'll try on page two it kind of gets to the meat of what the bill is all about lines twenty eight through thirty one says valid reasons do not exist for allowing the board or commission to continue to charges required amount of regulatory fees and charges while having a fund balance that is at least three years times greater than its annual average operating expenses over the last several years and several of the meetings that we've had in looking at the boards it has come up regarding the balances that they carry forward the justifications for those balances it and not show what this bill does is establishes a procedure whereby the secretary that is over the respective board can reduce the fees by not collecting them and they're certain safeguards are built in there in the event that there is a building project that's going on or there's something that occurs in the way of a emergency there's a process to protect those unexpected situations it is also in this that a report will be made annually to A. L. C. or if it's during well to A. L. C. as far as what the reductions are so that we can monitor this on an annual basis but also if it becomes necessary during the course of just a regular time it would be L. C. if it's during session it would be budget that the secretary would come and give any report requests for changes the bottom line is for those that are paying their fees and they are outlined as far as what fees can be reduced those are outlined in the bill it gives the opportunity to suspend them.
