snap in the state I would argue and I've heard it you know turned around this is a little idea whatever it may be obvious to you that this is not a left or right issue this is a new ride issue on your desk because I'm kind of walking through this bill a little bit if you're not gonna listen to me that's fine but I want you to look at this page or something is very pertinent to the conversation and what we're looking to do here with this bill I would argue that it is cut conservative policy and it's consistent policy to make this change.
You know people ask why six thousand well because if we were to adjusted for inflation would actually been an eight thousand I thought six thousand was a lot more reasonable so what does that number mean what is the asset limitation what all falls into that on that page you're gonna see some different things are excluded from that so one vehicle poor house sold a vehicle worth four thousand six hundred fifty dollars for any student or someone going to and from work those would be excluded from your assets are not just talking about cash essentially in the bank. I think it's inconsistent in how we look at this number one we don't even allow families to
save enough to pay for their first and last month's rent deposit. I had someone argue with me that the rent rate in our in central Arkansas in in Little Rock average seven eight hundred dollars a month. I'm gonna tell you that is simply not the case you can find a house for twelve hundred dollars a three bedroom house for twelve hundred dollars you're pretty lucky. Second I think it contradicts everything that we said we wanted with learns. With learns we said we wanted for people to have the
opportunity to attend private schools to be able to lift themselves up and out of the current situation. That's roughly about seven thousand dollars. We'll tell you the average tuition to a private school is not seven thousand dollars. It's way in excess of that we're saying that they cannot save enough to make the remainder payment to send their kids to private school. That that's just contradicts what we would said we wanted to do it seems absurd to me. And remain on food stamps.
Second what I'm allowed to save up enough for car repair we've had our tires changed we've had wrecks we we know what that means it's not cheap two thousand two hundred fifty dollars as detailed by DHS is enough to copper most major mechanical expenses on a car. One at one fifteen contradicts we have a state law that we mandate financial interest in schools what is the foundation of financial literacy saving but we're saying if you're poor.
You should be able to save and maintain your food stamps for your family yeah I think it's absurd. So if you're looking at this and saying well man at two thousand twenty dollars that's a lot of money but again to get it taken in context by Senator Payton earlier today what an average car that you'd be willing to let your kids travel to and from school for you know in what would that cost five thousand dollars that's probably on the low end. Hello I'm so you're right an average will be ten thousand I would guess.
But five thousand our car that's cheap as you could buy that might be mechanically sound enough to get your kid to and from work we're saying with the way that our policy is right now you can't even save enough to buy that car. You can only say two thousand two hundred fifty dollars to applied towards the purchase of that car or you lose your food stamps. That's absurd to me. And beyond that we're saying if you bought that five thousand dollar car by the way that whatever's in excess of that four thousand six hundred fifty dollars counts against your asset resource limitation.
That's three hundred fifty off the twenty two fifty that you've been able to say. Get it this is not a conservative or liberal issue I think it is a do rights issue and we should do right by those that are willing to make the sacrifice to create savings to try to lift themselves out of poverty in with that I'd be happy to take any questions questions for Senator Dismang center these you're recognized. question yes this is not a state. Wiry is this program more or less people. Does it draw more in this program. And create a tendency. On welfare of the nation I think it does the exact exact opposite nothing common sense will tell you that it does the tax office's. I mean if we're not allowing people to have nest eggs and savings and home to try to divert from the crisis that may or may not occur then we're
we're creating essentially a weight that's held on their head to keep them underneath. You have the water in in poverty I mean I think this is an arbitrary restrictions when it shouldn't be there the vast majority of the states don't even have an asset limitation at all in all I'm advocating for that we increase our six thousand now do I think that there are going to be. Thank you all these people that are currently receiving snap go into start saving no I don't but if one percent decides they want to take advantage of increased
savings for the family or that they would rather save the money to buy a car as opposed to meeting up with a loan sharking paying fifteen to twenty percent interest and pay for that car five times over the next year that I think we should allow them to make that savings and we should applaud them for doing that we shouldn't discourage it if we submit it should be something that we encourage again we do this already K. through twelve schools we mandate Hey you got to have some financial literacy we don't want you going on the world not knowing what it means to pay your bills in two things are
important savings and not getting your head under water in debt. The way that it's set up right now I think that you know the latter is the problem one quick follow how many are on snap benefits today and I don't know the answer to that yeah thank. want you to look at the sheet. You can go through this on at the Conservancy this makes sense there's a work requirement helping people lift themselves up out of poverty were creating incentives for them to better their lives you can go column by column you get to that column on asset resources it makes no sense because it doesn't even make sense with all the other parameters again I can go through the car scenario again you what we're not even allowing them to save enough to buy the four thousand six hundred fifty gar car which by the way not a single one even this room would allow your family to drive to
and from school. There's no one in this room that we feel safe for their children to drive a car that was valued under five thousand dollars and I think Senator Pitsch would agree with me on that. general election and so we can have primary elections. Primary election times cannot be used for school board elections that is correct unless you'd like to add a partisan component to the bill. You're good it. Because that and could you give me the rationale but not including the primary as well as a general because the primary election the whole thing is
designed to set the voter turnout is that correct that is correct and we have good voter turnout when you and I are running in primaries there's good voter turnout there's good voter turnout but there's better voter turnout during the general okay and during the general election the majority of the people do not hold down ballot although you do tell me that some that is better than in the off year that they run that is like you can elected school board member with five six hundred votes and yet they're
sixty nine hundred thousands of bills being at the top of the ballot. It's called voter fatigue because people vote so long and they've been down about the Senate is not voting anymore so I have a question you understand my concern yeah thank you we just discussed a little bit you Committee yeah. see it we're it's like term limits for us to where they can lay out for four years and come back and I pointed out that the bill it says sixteen consecutive years so if there is a break in their their service they can come back for another sixteen consecutive years. have of this drew two year terms and half of us through four year terms I believe there's a provision for that and I think I think the school boards could probably establish rules kind of like we establish rules for how we're going to operate so that's that's my understanding how that would work okay so if somebody is saying a three year term right now. And If the if they're in a three year term right now.
Well like you will they continue the pattern there in until the next census does is kick in the date in there thank for kick Center or to kick in at the next census. I think. I think there's also the ability for a school board to fill a vacancy I I don't know that that's in this language but I think is that language might

delivers one book per month to any child who register for the program from their birth until their fifth birthday now she just found in her home town of pigeon forge Tennessee but it had such a monument mental impact on the lives in literacy of the kids who lived there they grew and they now have delivered over a hundred million books worldwide in Arkansas every single zip code is eligible for the program all seventy five counties we're gonna live versus several hundred thousand books in Arkansas this year alone the way that it works and the way that works everywhere the
United States is that uh there has to be a nonprofit affiliate in every county in order to administer the program in that county the way that it works in the state of Tennessee is that the state government pays for fifty percent of the money for that and then each nonprofit county Philly and matches that with another fifty percent in Arkansas the way those work the last several years and the way it's working this year is that the state is is providing that fifty percent match through a federal grant so there's not any state dollars being spent and I want to make clear this bill is not asking for a single state
calendar that we're not exactly what the future of that federal grant program is going to be so all this bill actually does is create an account at the department of education for the imagination library if we determine that money is available or necessary to be spent at some point later that's for that's all the bill does it creates that account again not asking for a single dollar visited with the governor the governor's office about this and and more recently I've visited with. commissioner Jake I believe about it I think it's fair to
say that he was very enthusiastic about this program in our conversations it's obviously very consistent with the governor's focus on literacy and our last conversation commissioner said he was all in on this so there's if there is some enthusiasm there for what that's worth I could talk about this four hours but I won't do that I'll be happy to answer any questions. if you're exceeding a blue I think if you're achieving that level and then read if you if you needed a little bit of work in an there were five different met metrics and does Arkan two thousand five in all metrics all five of those there is a significant amount of red and the bar graph when they did the same assessment in two thousand thirteen there does arca across all five metrics the red bar that was zero it gone from whatever the number was it varied from twenty to fifty percent down to zero because this program and made such an impact I intended to mention you're reminded me senator
Johnson because we have had this program around in Arkansas for for so long a good while now we do have metrics for the performance of Arkansas kids who were enrolled in the program as opposed to those who are who are not and kids who were enrolled in the program are twenty four percent more likely to be exceeding in science fifteen percent more likely to be exceeding in math and eighteen percent more likely to be exceeding in reading their twenty four percent less likely to be held back in kindergarten and twenty eight percent less likely to be held back in third grade so there are are real
