Thank you Mr Speaker what we're doing with this bill this actually deals with a very exciting new technology called rapid DNA and what rapid DNA does is just kind of as the name suggests allows you to get DNA samples much faster rather than taking days and weeks and sometimes even months to be able to get a DNA sample back it allows you to get within ninety minutes where this works and how this is being applied in this bill is in the booking process when someone is arrested they are able to get that small that normal swap that they already get but now if we have permission with that which this bill will allow it will allow rapid DNA to be taken and then they can check that database so much faster and the implications for this are very significant because it allows us to possibly retain because it establishes probable cause it allows us to retain somebody who might be very dangerous and wanted in another area Louisiana was the first state to do this and they saw immediate results there are now thirty states allow us to join those thirty states to allow the use of rapid DNA now the lease of Fletcher Act reason why it's names such as many of you might remember that's the name of the jogger who was abducted and killed in Memphis last fall. Just a few days after the Memphis police arrested the suspect they found a they they receive the result of a DNA test from nearly a year prior on a previous rape charge.
