you all have driven by there. It's the church that's just a block north of the governor's mansion. You're always very welcome. We want to be a good neighbor to the whole neighborhood in downtown Little Rock and to the city of Little Rock. Today we have the Reverend Andrea McMillan.
Different churches handle this different ways, but in the Episcopal Church, the members of the church call their own pastors, and we call them rectors in the Episcopal Church. And for a cathedral, we call it the dean. But anyway, I was on the search team, the search committee, that called Andrea to be the new dean and rector at Trinity Episcopal Cathedral. And she, born and raised in Little Rock, went off to do the Lord's work in other parts of the country, had a tremendous career, and we are thrilled to pieces to have called Andrea home back to Little Rock. She's going to be a tremendous leader for our church and help us
do the things I was talking about by being good neighbors to those in our neighborhood and the city of Little Rock. So y'all please join me in welcoming our Dean and Rector,

Members, today, excuse me, today is Nucor Day, the state of Arkansas. Nucor has been here 39 years. Zach, come on up with me. It has made a difference in Arkansas. It has especially made a difference in Mississippi County. You all may not know this, but Mississippi County is the largest steel-producing county. We produce the most steel of any county in the United States.

We, like I said, we produce over 13% of our nation's still production. And they have spent over $5 billion in Arkansas upgrading and modernizing their equipment and plants in the last five years. They devote 10% of their earnings every year to be paid back to their employees in the forms of bonuses.
And their average salary for their teammates is above $100,000. So it has been a difference in the delta of Mississippi County and Craighead, Poinsettia, and the other counties surrounding that. I'd like to allow Zach Moon, who is the general manager of Yatomoto, and John Hoodon to spend just a couple of minutes and tell you about what they're doing and tell you about their company.

The 1,100 teammates at Nucor Yamato Steel certainly appreciate the support that you've shown Nucor over those years of business. Senators, I ask leave for members of Senator Lou Hardin's family to join us today on the Senate floor for the presentation of Senate Memorial Resolution II. - Please. - Thank you. With us today, we have his wife, Mrs. Mary Hardin, his son, Scott Hardin, as many of you know, as a spokesman for DFNA, and his son-in-law, Aaron Brooks. Thank you all for joining us. Senators, I did not get to serve with Lou Hardin, but he was my friend for over 40 years.
And I can tell you, when I was either a lobbyist or a person and just a general citizen, he was someone I could always count on. I could walk up and go talk to him. I could call him off the floor. He represented Russellville at the time, but he later served our state under Governor Huckabee as the director. of the Department of Higher Education, and then was later chosen by the trustees at the University of Central Arkansas to be their president.
And for those of you that don't know, some of my younger colleagues, UCA went from being kind of a regional college university to being the powerhouse university that it is now. The enrollment was exponential increase. the programs, everything that Lou Harden touched was a class and was done in such a successful manner. And I wish we could clone him.
I wish we had more people in this state. But he always was a wonderful Christian gentleman who knew his business when he was in the Senate, when he was at higher education, and when he was at UCA. We lost him way too soon, but it was a great honor of my life to have known Lou and worked with him in different variable situations. So at this point, I would ask the Secretary of the Senate to read Senate Memorial Resolution 2.

Whereas former Senator Luther Boyd, Lou Hardin, formerly of Maumelle, Arkansas, passed away on Monday, August 11, 2025, at the age of 73. And whereas Senator Hardin was born September 16th, 1951, in Searcy, Arkansas, to Luther S. Hardin and Crystal Hardin. Whereas Senator Hardin was raised in Searcy, where he developed a love for golf and politics, and where he played for the Searcy American Legion baseball team during their victory in the 1969 state championship.
And whereas Senator Hardin attended college at Arkansas Tech University, from which he graduated with high honors in 1973, after serving as president of the Student Senate and as a member of the debate team, the Arkansas Tech University Wonder Boys golf team, and the All-American Intercollegiate Conference golf team. And whereas in 1971, while at Arkansas Tech University, Senator Hardin met his wife, Mary Hardin, whom he married in 1975, and with whom he raised two children, Scott and Mallory.
And whereas after graduating from college, Senator Hardin attended the University of Arkansas School of Law, from which he graduated in 1976, and whereas after graduating from law school, Senator Hardin moved to Russellville, Arkansas, where he became a member of Bullock, Hardin, and McCormick Law Firm, and where he began to teach as a professor of business at Arkansas Tech University, rising to the rank of fully tenured professor and being honored as faculty member of the year. And whereas Senator Hardin ran for office in the Senate and served as a senator from 1983 to 1996, where he was a member of the Joint Budget Committee and chaired Senate
Committee on Education, and whereas Senator Hardin mounted an election campaign for the United States Senate, finishing second in the general primary and narrowly losing the runoff election, and whereas in January 1997, Senator Hardin was appointed by then-Governor Mike Beebe to the Governor's Cabinet as Director of the State Department of Higher Education, where Senator Hardin served for six years and more than tripled the number of Arkansas challenge scholarships issued to Arkansans. And whereas in 2002, Senator Hardin was selected by the Board of Trustees
of the University of Central Arkansas to serve as the university's eighth president, serving in that role until 2008. And whereas while serving as president of the University of Central Arkansas, Senator Hardin embarked on a number of successful initiatives to improve the university, including working with faculty to remove and improve the university, to remove the university from the American Association of University Presidents, censure list, launching a statewide marketing campaign,
increasing enrollment at the university from 8,000 students to 13,000 students, successfully overseeing the elevation of the university from the NCAA Division II athletics to NC Division I, athletics, and securing funding for a new building for the College of Business. And whereas Senator Hardin retired to Little Rock in 2012, where he spent time doting on his grandchildren and his children, and where he remained engaged in service to his community,
such as his work to establish the Excel Center. And whereas Senator Hardin is survived by his wife of 50 years, Mary Hardin, his two children, Scott Harden and Mallory Brooks, and his three grandchildren. And it wasn't just being a member, but it was the relationships that he made.
